The Cape Coral rule
From the City's Irrigation guideline for one- and two-family homes (revised January 2026, read 23 October 2026):
| Item | What the City requires |
|---|---|
| Application | "Irrigation – Residential (1 and 2 family residences)" on the CSS portal |
| Who can apply | Plumbing contractor (CFC), irrigation specialty contractor (SCC), or owner/builder |
| Always required | Site plan; irrigation worksheet; manufacturer specifications; burrowing owl gopher tortoise affidavit |
| May be required | Notice of Commencement; proof of an existing well permit |
| Review | Plumbing; environmental if applicable |
| No permit needed | "Lawn irrigation repairs under $2,000" |
| Timing | Cannot be issued "until the residential construction has been issued or closed" |
The earlier version of the guideline (amended February 2025) spells out the details: the site plan must show "all structures located on property, setbacks, equipment pads, walkways, driveway, and complete irrigation layout"; the manufacturer specs cover the controller, rain sensor, heads and valves "along with GPM rating for proper verification of calculations"; and the Notice of Commencement is needed when the job is $5,000 or more.
Inspections depend on your water
Cape Coral homes water from a private well, the City's reclaimed "dual water" lines, or City potable water, and the inspection list changes with each:
| Water source | Inspections, in order |
|---|---|
| Well | Notice of Commencement (if applicable); plumbing rough; plumbing final |
| Reclaimed (dual) water | Notice of Commencement (if applicable); Kit A install; dual water; plumbing rough; plumbing final |
| City (potable) water | Notice of Commencement (if applicable); Kit A install; potable irrigation hookup; plumbing rough; plumbing final |
On a well, the well's permit number has to be on the application before the City issues the irrigation permit; the February 2025 guideline points to Lee County's permit lookup for it. A private-provider job adds a debris inspection and a compliance report.
Who can pull it
A Florida plumbing contractor or irrigation specialty contractor (Cape Coral contractor license lookup), or you as owner-builder. The 2025 guideline asks owner-builders for a picture ID "presented in person" and a notarized owner-builder affidavit; the City's Owner-Builder Disclosure makes you the responsible party of record.
How to apply
- In EnerGov Citizen Self-Service, choose "Irrigation – Residential".
- Upload the site plan, the irrigation worksheet (on the Permit Document Center), the product specs and the notarized affidavits.
- Book the inspections for your water source. The plumbing rough needs the City's rough-plumb affidavit and pictures, per the February 2025 guideline.
What it costs
From the City's Miscellaneous Permit Fee Schedule, effective 1 January 2026:
| Fee | Amount |
|---|---|
| Lawn Irrigation – Residential | $66.00 |
| Single domestic well (separate permit) | $347.00 |
| Re-inspection, first / second | $48.00 / $67.00 |
What 2,919 Cape Coral irrigation permits show
| Measure | Cape Coral irrigation |
|---|---|
| Permits on homes, January 2025 to September 2026 | 2,919 |
| Firms that pulled them | 103 |
| Firms with a permit in the last 12 months of the window | 89 |
| Usual filed value (middle half of firms) | $2,200 ($1,650 to $2,500) |
| Closed (permits a year or more old) | 96.0% |
| Usual days from issue to close | 31 |
| Share of permits held by the five busiest firms | 57.3% |
| Busiest month / quietest month | March (index 185) / November (61) |
Irrigation is a small, concentrated trade here: 103 firms in all, and the five busiest hold 57.3% of permits. Filed values sit close to the $2,000 repair line: the usual job is $2,200, and the middle half of firms run $1,650 to $2,500, so a new system under $2,000 is still permit work; only repairs are exempt. Before you hire
Look the firm up on the Cape Coral irrigation list and ask which water source the design assumes. National prices are in sprinkler system installation cost; other cities' rules in do I need a permit for a sprinkler system; past permits on your address in Cape Coral building permit search.
What this does not tell you
The City's open permit file starts in January 2025, so the closed share rests on 2025 permits. Watering-day rules are set separately from the permit and are not covered here. The filed value is the installer's figure.
How we know this
Requirements, the repair exemption and inspections are quoted from the City of Cape Coral residential Irrigation guideline (revised January 2026) and the earlier Lawn Irrigation Guidelines (amended 20 February 2025), read 23 October 2026; fees from the Miscellaneous Permit Fee Schedule effective 1 January 2026. Permit counts are City of Cape Coral building permits on residential parcels classified as irrigation, January 2025 to September 2026; closed share uses permits a year or more old, and days to close is the median from issue to close date.
Numbers come from City of Cape Coral building permits (the city's open permit table starts January 2025), data through October 19, 2026. Nobody paid to be on this page and nobody can.
