Do I need a permit to build a house in Charleston, SC? What the City asks for, flood certificates and 1,142 permits

Yes: a new house inside the City of Charleston needs a building permit, and the City will not process the application "until all required documents have been received": a sealed site plan, sealed structural plans, a Manual J load calculation, energy-code forms and, where they apply, flood design certificates. The City issued 1,142 new-home permits from October 2024 to September 2026, at a usual declared value of $266,275.

What the City asks for

From the City's New Residential building permit application (Form 1.2, updated 25 August 2021, read 24 October 2026), which covers detached houses, duplexes and townhomes of three stories or less with a separate exit:

Document The City's requirement
Site plan Scaled, "prepared, signed and sealed by a South Carolina licensed land surveyor or design professional"
Building plans Foundation, floor, elevations, electrical, windborne debris protection; building height shown from the curb or street elevation
Structural plans Signed and sealed by a South Carolina licensed design professional
Energy Manual J load calculation, plus the IECC contractor compliance form or a REScheck document
Flood V-Zone flood design certificate and breakaway wall certificate, if applicable
Historic districts If the address is under Board of Architectural Review jurisdiction, the BAR placard or approval
Driveway An Engineering (right-of-way) permit for new driveway aprons and sidewalks in the right of way

Who can apply

Contractors fill in an SC LLR license number and a City of Charleston business license number. The form also has a section "for property owners as applicants only", which says "when the total value of construction is over $5,000, property owners must file the exemption form", with the appropriate county office, before the permit can be issued.

Inspections

The form lists the inspections a new house goes through: footing, rebar and block; foundation wall; slab; pile or pier; bond beam; sheathing; strapping and tie-down; framing and hold-down; electrical, mechanical, plumbing and fuel gas rough-ins; and building and trade finals. On top of those, "a Final Engineering Site Inspection is required for all new single-family construction", as is a water and sanitary utility inspection or approval, and an elevation certificate in a flood zone.

The form lists no fees; ask the Department of Permitting & Inspections for the amount, which is worked from the valuation.

Before you hire

Check the builder's South Carolina license on the SC LLR license lookup, and the permits already on the lot with the Charleston, SC building permit search guide. What other places ask for is in do I need a permit to build a house; filed values elsewhere in new home construction cost.

What this does not tell you

The City's public layer holds building permits only and names no builder, so the electrical, plumbing and mechanical permits on each house are missing and we do not rank firms. The valuation is the figure on the application, not the build or sale price. North Charleston, Mount Pleasant, Summerville and unincorporated Charleston County issue their own permits and are not counted.

How we know this

Document, inspection and owner-applicant rules are quoted from the City of Charleston's New Residential building permit application (Form 1.2, updated 25 August 2021), read 24 October 2026. Our counts are the City's Permits All Issued layer, read 19 October 2026: new-home building permits issued October 2024 to September 2026, City of Charleston only.

Numbers come from public permit records in 57 cities, data through October 19, 2026. Nobody paid to be on this page and nobody can.
