Do I need a permit for a home addition in Los Angeles? Plan check, timing and 4,718 permits

Yes: any addition that adds floor area to a house in the City of Los Angeles needs plan check and a building permit from the Department of Building and Safety (LADBS); additions are not on the City's no-plan-check Express Permit list. LADBS issued 4,718 home addition permits from October 2024 to September 2026, and the usual one took 293 days from issue to final.

Why an addition always goes to plan check

LADBS's Express Permits bulletin (read 24 October 2026) lists the residential work it issues without plan check: like-for-like windows, kitchen and bath remodels with no structural changes, drywall with "no new walls added", re-roofs, repairs under 10% of the building's value. New floor area appears nowhere on it. So an addition, a second story or a bump-out is submitted for plan check through ePlanLA, where it is reviewed for building code and zoning (setbacks, height, lot coverage) before the permit issues.

Project Path at LADBS
Kitchen or bath remodel inside the existing walls Express Permit
Room addition, second story, enclosed porch Plan check, then building permit
Addition that creates a separate unit ADU review under LAMC 12.22 A.33 (see Los Angeles ADU permit)
Detached garage or shed A separate building permit; we count these on Los Angeles accessory permits

LADBS's Standard Plan Program has pre-approved plans for some structures, and plan check and permit fees are "based on total project valuation", but there is no flat addition fee to quote. An addition's electrical, plumbing and mechanical work each need their own LADBS permits.

How to apply

  1. Have plans drawn and check zoning for your lot; LADBS links zoning information from its site.
  2. Submit for plan check through ePlanLA and answer the corrections.
  3. Pay the permit fee once plans are approved; a licensed contractor's subcontractors go on LADBS's subcontractor form.
  4. Request inspections through LADBS online services at each stage until the permit shows Permit Finaled.

What 4,718 Los Angeles addition permits show

Measure Los Angeles home additions
Issued October 2024 to September 2026 4,718 (5% of LADBS building permits)
October 2024 to September 2025 / October 2025 to September 2026 2,539 / 2,179 (−14%)
Finished, permits issued October 2024 to September 2025 50.8%
Usual days, issue to final (middle half) 293 (198–398)
Usual declared value (middle half) $70,000 ($35,000–$150,000)
Busiest / quietest month (index, 100 = average) February (111) / September (86)
ZIPs with the most 90066 (151), 91344 (150), 91367 (144), 90045 (141), 91335 (124)

Additions take longer to final than ADUs (293 days against 286) and far longer than a remodel (85). Half of the first year's permits were still open a year or more on, so plan for most of a year of construction after the permit issues. Additions fell 14% from the first year to the second. Monthly counts are on Los Angeles addition permits, days by kind of work on how long a Los Angeles permit takes, and totals on Los Angeles permit statistics.

Before you hire

Check the general contractor's B license with the CSLB, and look up the permits already on the house in the Los Angeles building permit search or Los Angeles permits. Rules elsewhere are in do I need a permit for a home addition, and national figures in home addition cost.

What this does not tell you

The days are counted from issue to final, so plan check time is on top. The LADBS file names no contractor, and the declared value sets the fee rather than recording what the addition cost. Other cities in Los Angeles County are not included.

How we know this

The Express Permit list is from LADBS's Express Permits bulletin and the Standard Plan fee basis from its Standard Plan Program page, both read 24 October 2026. Our counts are the LADBS building-permit file on data.lacity.org, read 18 October 2026: permits issued October 2024 to September 2026 that we classify as home additions; finished share and days use permits issued October 2024 to September 2025.

Numbers come from public permit records in 57 cities, data through October 18, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit for a room addition in Los Angeles?

Yes. Adding floor area is not on LADBS's Express Permit list, so an addition goes through plan check and zoning review before a building permit is issued. LADBS issued 4,718 home addition permits from October 2024 to September 2026.

  • How long does a home addition permit take in Los Angeles?

The usual addition permit issued October 2024 to September 2025 reached final 293 days after issue, and the middle half took 198 to 398 days. Only 50.8% had finaled by October 2026. Plan check time comes before that clock starts.

  • What is a Los Angeles addition permit usually declared at?

$70,000, with the middle half at $35,000 to $150,000, from 4,708 addition permits issued October 2024 to September 2026. That valuation sets the plan check and permit fees; it is not a final cost.

  • Is an addition with a separate kitchen an ADU in Los Angeles?

If it creates a separate living unit, it is reviewed as an ADU under LAMC Section 12.22 A.33. Our file counts ADUs separately: 13,265 ADU and casita permits against 4,718 additions.

  • Which Los Angeles neighborhoods add on the most?

    By ZIP code, 90066 (Mar Vista) had 151 addition permits from October 2024 to September 2026, then 91344 (150), 91367 (144) and 90045 (141).
