Hail is why. After the 2023 storms, Pikes Peak Regional Building Department (PPRBD) issued "over 17,000 re-roofing permits", most in the second half of the year, about 2.8 times the 2022 number (KKTV, 9 April 2024). This page covers the state roofing-contract rules that apply to every hail job, the PPRBD steps, and what our permit file shows. For the license classes and permit fees, see hiring a roofer in Colorado Springs and the Colorado Springs roofing permit guide.
The Colorado roofing contract law, in one table
Title 6, Article 22 of the Colorado Revised Statutes covers residential roofing contracts. Read 23 October 2026:
| Rule | What the statute says |
|---|---|
| Written contract first | Before any roofing work, a written contract signed by you and the contractor (6-22-103(1)) |
| What it must list | Scope and materials, approximate dates, approximate costs based on the damage known at signing, contact details, the surety and liability insurer, and the cancellation and deposit-refund policy |
| 72-hour cooling off | A rescission clause letting you cancel within 72 hours of signing with a full deposit refund (6-22-103(1)(f)) |
| Your money in trust | In bold on the face of the contract: your payment is held in trust until materials are delivered to the site or most of the work is done (6-22-103(2)) |
| Insurance denial | If insurance pays, you may rescind within 72 hours of the insurer's written notice that the claim is denied in whole or in part; refund within 10 days (6-22-104) |
| Deductible | The contractor cannot pay, waive or rebate any part of the deductible, or advertise that it will (6-22-103(1)(g), 6-22-105) |
| Not your adjuster | A roofer may not act as a public adjuster, though with a valid contract it may discuss the repair scope with your insurer (6-22-105(3)) |
The insurance-denial right has limits. It does not apply to a denied supplemental claim for damage that could not reasonably have been foreseen at the first inspection, the notice must go in writing to the contractor's physical address in the contract, and the roofer may keep payment for work already done in a workmanlike way.
If a roofer breaks the deductible rule, the insurer "is not obligated to consider" its estimate, and either you or the insurer can sue it for damages. A quote that says "we'll cover your deductible" or offers a cash rebate the size of it is the clearest sign to walk away.
The PPRBD side of a hail job
PPRBD issues the reroof permits for Colorado Springs homes. Its Hail & Disaster Information page (read 23 October 2026) says:
- "Ensure your contractor is licensed with PPRBD and a permit is obtained for roof, siding and stucco replacement."
- A homeowner permit is allowed "ONLY IF the homeowner is performing the work".
- "A permit is good for 180 days", with one free 180-day extension.
- "Reroof inspections are not done same day or next day due to volume."
- "You as the homeowner CANNOT request the inspection for your contractor"; the contractor who obtained the permit schedules it and gets the result by email.
So the permit should be in your roofer's name, not yours. If a storm-chasing crew asks you to pull a homeowner permit, you become the party responsible for an inspection on work you did not do.
What 23,508 roofing permits show
| Measure | Colorado Springs roofing |
|---|---|
| Permits on homes, October 2023 to September 2026 | 23,508 |
| Firms on those permits | 709 |
| Firms active in the last 12 months | 486 |
| Usual filed value | $12,000 |
| Middle half of roofers' usual value (528 firms) | $8,600 to $14,575 |
| Usual days from issue to final | 41 |
| Busiest / quietest month | October (191) / January (67) |
| Firms with 5+ permits that filed none in the last 12 months | 75 |
| Firms with a single roofing permit | 115 (16.2%) |
Two numbers matter after a storm. 75 roofers that filed five or more permits have not filed one in the last year; some of them came for a storm and left. And a roofer's warranty is only as good as its staying power, so look for a firm that files steadily across years, not one burst of permits in a single summer. The busiest roofer by permits in the last 12 months was MD Roofing and Solar with 320, but the five busiest hold only 13.4% of permits, so you have hundreds of local firms to choose from.
The roofing season also runs late here. The October peak is the backlog from summer hail being worked off; January is the quietest month at 67. Booking for late winter usually means less waiting for crews and inspections.

Check a storm roofer in five minutes
- Look up the company in PPRBD's contractor search. It needs an active PPRBD license, not just a state business registration.
- Search our Colorado Springs roofing list for the same name and look at its permit count by year and whether it filed in the last 12 months.
- Read the contract for the four statutory items: the 72-hour rescission clause, the 6-22-104 rescission statement, the bold trust-payment statement, and the deductible statement.
- After the job, find the permit in PPRBD's permit search and check the final inspection passed.
Typical filed values by firm are on Colorado Springs roofing cost; hail often takes siding too, so see Colorado Springs siding cost. Permit timing across trades is on how long a Colorado Springs permit takes.
What this does not tell you
Our file covers permits, not insurance claims, so it cannot show which roofs were hail claims or what insurers paid. The filed value is the contractor's figure on the application, often lower than the insurance estimate, which may include gutters, vents and code upgrades. Statute text was read on colorado.public.law, which reproduces the Colorado Revised Statutes; check the official text or a lawyer before relying on it in a dispute.
How we know this
State rules are from C.R.S. 6-22-103, 6-22-104 and 6-22-105, and PPRBD's Hail & Disaster Information page, all read 23 October 2026; the 2023 re-roofing figure is PPRBD's, as reported by KKTV. Permit counts are PPRBD residential roofing permits inside Colorado Springs, October 2023 to September 2026; firm value ranges use roofers with three or more permits.
Numbers come from Pikes Peak Regional Building Department permits inside Colorado Springs city limits, data through October 17, 2026. Nobody paid to be on this page and nobody can.
Questions
- Can a roofer pay my insurance deductible in Colorado?
No. C.R.S. 6-22-105 bars a roofing contractor working from insurance proceeds from advertising or promising to pay, waive or rebate all or part of the deductible. If it does, the insurer need not consider that contractor's estimate, and you or the insurer can sue the contractor for damages.
- Can I cancel a roofing contract after a hail storm in Colorado?
Yes, in two ways. Every residential roofing contract must let you rescind and get your full deposit back within 72 hours of signing (C.R.S. 6-22-103). And if the job is paid from insurance, you can rescind within 72 hours of the insurer's written notice that the claim is denied in whole or in part (C.R.S. 6-22-104); the contractor then has ten days to return your payments.
- Do I need a permit to replace a hail-damaged roof in Colorado Springs?
Yes. PPRBD's hail page says to make sure your contractor is licensed with PPRBD and a permit is obtained for roof, siding and stucco replacement. The contractor who pulled the permit schedules the inspection; the homeowner cannot request it for them.
- How long does a hail roof replacement take in Colorado Springs?
The tear-off and install are usually days, but the permit stays open until the final inspection. The usual Colorado Springs roofing permit reached its final 41 days after issue, and PPRBD warns reroof inspections are not done same day or next day because of volume.
- How much does a hail roof replacement cost in Colorado Springs?
The usual Colorado Springs roofing permit was filed at $12,000, and the middle half of roofers usually file between $8,600 and $14,575. That is the value written on the permit, not the insurance estimate.
