Who can pull it
The City's Homeowner's Work Affidavit (DSD-1001, revised 10/2025, read 24 October 2026) quotes City Code Sec. 14-291, which amends the residential code: a permit may be issued to property owners for work "in a single-family residential building or mobile home owned and occupied by the property owner as their homestead." The owner certifies:
| On the affidavit | What it means |
|---|---|
| The applicant "owns and has homestead exemption at this property" | A homestead exemption with the appraisal district is the test |
| "This permit allows only the owner who resides here to perform this work" | No hired helpers on your permit |
| "If I allow others to perform this work shown on this permit I will be in violation" | Anyone else needs their own license and permit |
| "Plans for the work on my homestead may be required" | Bring a sketch or plans for a repipe or a new bathroom |
| Natural gas service systems must be permitted and installed by a state licensed plumber | Gas lines are licensed-plumber work unless you are a Texas master plumber |
Everyone else, rentals and duplexes included, hires a licensed plumber; check the license as How to check a contractor's license in Texas shows.
How to apply
- Apply in the City's Dynamic Portal, which Development Services calls its "online permit application portal"; "first time users will need to apply for an online account" (Development Services, read 24 October 2026).
- As a homeowner, attach the signed DSD-1001 affidavit.
- Schedule and pass the inspections the permit lists, and look the permit number up in the portal to follow its status. Questions: Development Services, 361-826-3240.
The affidavit and portal pages we read publish no plumbing fee, so ask Development Services for the amount.
What 8,363 Corpus Christi plumbing permits show
| Measure | Corpus Christi plumbing permits |
|---|---|
| Issued October 2024 to September 2026 | 8,363 (25% of all permits) |
| October 2024 to September 2025 / October 2025 to September 2026 | 4,245 / 4,118 (3% fewer) |
| Residential: other / single / general | 2,637 / 1,996 / 1,348 |
| Residential water heater | 749 |
| Septic, aerobic, residential | 168 |
| Commercial (three largest subtypes) | 893 |
| Busiest / quietest calendar month (index) | February (116) / December (84) |
| ZIPs with the most | 78415 (1,432), 78414 (1,253), 78418 (890) |
Plumbing is the City's most common permit and barely moves with the seasons: the busiest month is 16% above average. Three ZIPs, 78415, 78414 and 78418, hold 43% of plumbing permits, and new houses add to the count because each comes with its own plumbing permit. 96% of plumbing permits name a contractor; the Corpus Christi plumbing permits page shows which firms filed the most, which is volume, not quality. The totals are on Corpus Christi permit statistics, and the rows on browse Corpus Christi permits.
Before you hire
Look up the permits on your address with the Corpus Christi building permit search guide. Other cities' rules are in do I need a permit for plumbing repairs and to replace a water heater; labor rates in plumbing labor cost.
What this does not tell you
The City's monthly reports show a permit's status only as of the month it was issued and carry no final date and, on most trade permits, no value, so we show no finished share, timing or cost. We have not matched contractor names to state license records.
How we know this
Homeowner and gas rules are quoted from the City of Corpus Christi's Homeowner's Work Affidavit (DSD-1001, revised 10/2025) and the portal description from its Development Services page, both read 24 October 2026. Our counts are the City's Fiscal Permit History Reports by Month (Excel), read 19 October 2026: plumbing and septic permits issued October 2024 to September 2026.
Numbers come from public permit records in 57 cities, data through October 19, 2026. Nobody paid to be on this page and nobody can.
Questions
- Can a homeowner pull a plumbing permit in Corpus Christi?
Yes, on a single-family home or mobile home you own and live in as your homestead. On the City's Homeowner's Work Affidavit (DSD-1001) you certify that you have a homestead exemption on the property and that only you, the owner who lives there, will do the work.
- Can I run my own gas line in Corpus Christi?
No, unless you hold a Texas master plumber license. The City's affidavit says natural gas service systems must be permitted by and installed by a state licensed plumber.
- Do I need a permit to replace a water heater in Corpus Christi?
Yes. Development Services files water heaters as their own residential plumbing permit type: 749 of the 8,363 plumbing permits issued from October 2024 to September 2026 were residential water heater permits.
- What happens if I let someone else do the work on my homeowner permit?
The affidavit says that if you allow others to perform the work shown on the permit, you will be in violation. Hire a licensed plumber and have them pull their own permit instead.
- When are most plumbing permits filed in Corpus Christi?
February is the busiest month (index 116, where 100 is an average month) and December the quietest (84), in the City's monthly reports from October 2024 to September 2026.
