The rule in Dallas
The City's Building Inspection FAQs (read 24 October 2026) say no one may work on a structure or its building service equipment "without first obtaining a MASTER PERMIT from the building official"; HVAC equipment is building service equipment, and the partial exempt list on that page has no mechanical items. On licensing it says:
| Who | What the City says |
|---|---|
| Mechanical contractor | Must hold a license "to work on that home" under Texas law, "even if the scope of the work doesn't require a permit and inspection" |
| Homestead owner | "may do any kind of plumbing or mechanical work on his/her homestead themselves" |
| Homestead owner, conditions | Still "requires a permit (when required by Chapter 52 of the Dallas Building Code) and inspection (if required)" |
The City's homeowner exemption form adds that you attest the work "will be performed by me" on a property that "is my homestead". A new circuit or disconnect for the condenser is electrical work, which the City requires a licensed electrician for (homeowners only for repairs after a City exam; see Dallas electrical permit).
How to apply
- The licensed contractor applies in DallasNow, the City's Accela portal. A homestead owner files the homeowner affidavit.
- The fee follows the City's permit fee schedule; the FAQ does not print the amounts.
- Inspections must pass before the permit shows Complete. DallasNow's help line is (214) 948-4480.

HVAC is the most seasonal of the three Dallas trade permits: August runs two and a half times February. It also closes least often of the three trades; 28% of the first year's mechanical permits were still open in December 2024, against 8.2% for plumbing, so check that the final on your job actually passed. Monthly counts are on Dallas HVAC permits, totals on Dallas permit statistics, and rows on Dallas permits.
Before you hire
Check the contractor's TDLR air conditioning license, as explained in how to check a contractor's license in Texas, and look up earlier permits on the address with the Dallas building permit search. Rules elsewhere are in do I need a permit for HVAC replacement, and national prices in HVAC replacement cost.
What this does not tell you
The City's open file stops in November 2024, so our counts end with October 2024; statuses are as of December 2024. It names no contractor and records no final inspection date. Irving, Garland, Richardson and the other suburbs are not included.
How we know this
The permit and licensing rules are quoted from the City of Dallas Building Inspection FAQs and its homeowner exemption form, read 24 October 2026. Our counts are the City's New Permits 1971-2024 open file, read 18 October 2026: mechanical and mechanical refrigeration permits issued November 2022 to October 2024, with cancelled and revoked permits left out.
Numbers come from public permit records in 57 cities, data through October 18, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace my AC in Dallas?
Yes. The City files HVAC work as a mechanical (ME) permit, and the City's FAQ says no one may work on a building's service equipment without first obtaining a permit. Dallas issued 8,582 mechanical permits from November 2022 to October 2024.
- Can a homeowner install their own HVAC system in Dallas?
On a house you own, occupy and have homesteaded, yes: the City's FAQ says such a homeowner 'may do any kind of plumbing or mechanical work on his/her homestead themselves', still with a permit and inspection. Anyone else needs a Texas-licensed air conditioning contractor.
- What is a Dallas HVAC permit usually declared at?
$12,100, with the middle half at $7,500 to $16,819, from 7,231 mechanical permits with a value, November 2022 to October 2024. That is the declared job value that sets the fee, not a final invoice.
- When is the busiest time for HVAC permits in Dallas?
August, at index 148 (100 = an average month), with February the quietest at 58. A non-emergency replacement booked in late winter faces the shortest queue.
- Do Dallas HVAC permits get closed out?
71.6% of mechanical permits issued November 2022 to October 2023 were Complete by December 2024 and 0.6% had expired, the lowest finish rate of the three trade permits. Ask your contractor to book the final inspection.
