The three permits, and what else can apply
From Community Planning and Development's Residential Garages page (read 26 October 2026):
| Permit or approval | When | Note |
|---|---|---|
| Zoning, building and SUDP | Every garage | One "building log"; project scope "New Accessory Structure"; simultaneous review if everything is uploaded at once |
| Electrical, plumbing, mechanical | Adding "light, heat or A/C, or water" | Usually online quick permits, any time |
| Demolition permit | Removing an existing garage first | A total demolition goes through Landmark Preservation review: 10 business days if no landmark potential |
| Certificate of appropriateness | Garage on a landmark or in a historic district | "highly recommended" before building and zoning permits |
| Construction waste plan and deposit | New construction over 500 sq ft gross floor area | No building permit until the waste diversion plan is approved and a refundable deposit paid |
| Right-of-way review | New or changed driveway or curb cut | Transportation may require sidewalk, curb ramp or alley improvements |
| Parkway exception, City Forester | Lot on a designated parkway, or protected trees | Parkways team; Forestry (720) 913-0651 |
The 500-square-foot waste line catches most two-car garages, so ask your builder whether the plan and deposit are in the price.
What to upload
The City lists what gets a garage through all three reviews at once:
- Survey, only if building within three feet of a property line: a boundary survey for vacant land, or an improvement survey where structures exist.
- Site plan to scale with a north arrow: lot lines, streets and alleys, existing structures and driveways, the new garage with its height and distances to lot lines; for SUDP, water, storm and sanitary sewer lines; any new driveway's width and material.
- Elevations with dimensions (Denver publishes a template and a sample site plan and elevations).
- Building plans: stud, rafter or truss sizes and spacing, roof span, foundation or slab details, shear walls and anchor bolts, headers, fire-rated wall and projection details, and labeled exterior materials with manufacturer cut sheets.
Apply in e-permits: Apply for a Permit, Development Services, "building log", classification Single Family/Duplex Residential.
What it costs
Denver's building permit fee table (read 23 October 2026), on the job's valuation:
| Job value | Permit fee | Plan review |
|---|---|---|
| $2,001 to $25,000 | $35 for the first $2,000, plus $8 per additional $1,000 or part | 50% of permit fee |
| $25,001 to $50,000 | $220 for the first $25,000, plus $8 per additional $1,000 or part | 50% |
| $50,001 to $100,000 | $420 for the first $50,000, plus $7 per additional $1,000 or part | 50% |
Worked through for the usual Denver garage at about $30,000: $220 + 5 × $8 = $260, plus $130 plan review, about $390 for the building permit. Zoning, SUDP, demolition and trade permits are billed separately, reinspections are $100 an hour, and cards carry a 2.5% service fee. Denver values jobs from ICC building valuation data, so its figure can exceed your contract.
Who can pull it
A licensed contractor. Denver licenses building contractors through supervisor certificates; a garage builder for a house needs at least the Residential Contractor Class C, "To erect, add to, alter, or repair one- and two-family dwellings" (Construction Certificates). See Denver contractor license lookup.
You. The garage page says "Homeowners can apply for building permits without a contractor" if they meet Denver's homeowner permit rules: a single-family home (not a duplex, townhome, condo or ADU) you own and live in, photo ID matching the Assessor's record, a year's occupancy after the work, and a City exam before any electrical, plumbing or mechanical work you do yourself.

| Firms with 5+ permits, none in the last 12 months | 22 |
| Busiest / quietest month | October (155) / September (79) |
Garage prices in Denver sit in a tight band: the middle half of builders usually file between $21,815 and $33,115, so a quote far outside it is worth a second look at the scope. Five firms hold 42.8% of garage permits, while 55.4% of firms filed just one. 22 firms with five or more garage permits filed none in the last year of the data, so check a builder's recent permits in e-permits. What this does not tell you
Denver has not recorded final dates for most permits since 2020, so we cannot say how many garage permits were finished or how long they took; ask for the final inspection result before the last payment. Denver publishes no electrical permits, so a garage's wiring is not in our file. Filed values are the applicant's figure.
How we know this
Permit types, upload list and special situations are quoted from Denver Community Planning and Development's Residential Garages page, read 26 October 2026; the fee table, homeowner rules and quick-permit rules from the City's fee, homeowner and quick-permit pages, read 23 October 2026; the license class from Construction Certificates, read 22 October 2026. The $30,000 example is our arithmetic. Permit counts are City and County of Denver residential permits classed as garages, October 2023 to September 2026.
Numbers come from City and County of Denver residential construction and demolition permits, data through October 16, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to build a detached garage in Denver?
Yes. Denver says 'All garages need zoning, building, and sewer use and drainage permits (SUDP)', applied for together as a building log in e-permits. Wiring, plumbing or heat in the garage adds trade permits, usually issued online as quick permits.
- How much is a garage permit in Denver?
Denver's building permit fee is set by job value: $220 for the first $25,000 plus $8 per extra $1,000 up to $50,000, plus plan review at 50% of the permit fee. A $30,000 garage is $260 plus $130 plan review, about $390, before zoning, sewer and trade permits.
- Do I need a permit to tear down my old garage in Denver?
Yes. Denver says you need a demolition permit to remove an existing garage or other structure before building a new one. Removing a whole structure is a total demolition, which goes through Landmark Preservation's demolition review first.
- Can I build my own garage in Denver?
Denver says homeowners can apply for building permits without a contractor if they meet its rules: a single-family home you own and live in, photo ID matching the Assessor's record, and at least a year living there after the work. Electrical, plumbing or mechanical work needs a City exam first.
- Do I need a survey for a garage permit in Denver?
Only if you build within three feet of a property line. Denver then asks for a boundary survey for vacant land or an improvement survey where structures exist. Every garage needs a scaled site plan with lot lines, setbacks and the garage's height.
