Do I need an HVAC permit in Roseville, CA? The quick online permit, the CF1R form, and 3,127 permits

Yes: replacing heating or air conditioning equipment in Roseville, California needs a City building permit, which the City treats as a quick over-the-counter "HVAC and duct equipment changeout" permit applied for online with a CF1R-ALT-04-E energy form. Roseville issued 3,127 HVAC permits from October 2024 to September 2026, a quarter of all its permits and more than any other kind of work.

What the City asks for

The City's Online Building Permit Process page (read 24 October 2026) lists the quick permits for a one- or two-family dwelling or townhouse:

Quick permit Extra requirement the City names
HVAC and duct equipment changeout CF1R-ALT-04-E form (see below)
Water heater replacement None listed
Electrical service panel replacement or upgrade Written approval from Roseville Electric
Sewer line replacement, including trenchless None listed
Reroof, tear-off or overlay Completed, signed CF1R form

The Residential HVAC Mechanical Replacement checklist asks for the "Residential HVAC Alteration Form" (CF1R-ALT-04-E, the state energy-code form). If the new unit goes "in attic or on top of existing roof", it also wants complete, "stamped and signed (electronic signatures accepted) building plans". Fees are not printed on these pages; the portal sends a payment request after pre-application review.

How to apply

  1. Start a pre-application in the OPS portal. The City's checklist says to pick "Residential", "Do home repair or maintenance" and "Heating, ventilation and air conditioning replacement" from the drop-downs.
  2. Attach the CF1R-ALT-04-E (and plans if needed). You can also submit in person at the Permit Center, 311 Vernon Street, with the files on a USB drive.
  3. Pay the fees, print the permit and Inspection Card, and keep them on site.
  4. Schedule inspections online. The Building Inspections FAQs say you need no account, can book up to 15 days ahead and until 11:30 p.m. the day before, and inspections run Monday to Friday, 8:00 a.m. to 3:00 p.m. Someone 18 or older has to be home for interior inspections.

What 3,127 Roseville HVAC permits show

Measure Roseville HVAC
Issued October 2024 to September 2026 3,127 (25% of City permits)
October 2024 to September 2025 / October 2025 to September 2026 1,505 / 1,622 (+8%)
Busiest / quietest month (index, 100 = average) July (160) / February (61)
Usual declared value $2,400 (the middle half is also $2,400)

July brings well over twice February's HVAC permits. The declared value is the same $2,400 on the middle half of permits, which suggests a standard valuation entered on quick permits rather than the price of each job; do not compare a quote with it. Monthly counts are on Roseville HVAC permits, every kind of work on Roseville permit statistics, and rows on Roseville permits.

Before you hire

Check the contractor's C-20 (HVAC) license with the CSLB, as explained in how to check a contractor's license in California, and look up earlier permits on the house through the Roseville building permit search. Rules elsewhere are in do I need a permit for HVAC replacement, and national prices in HVAC replacement cost.

What this does not tell you

The City's open file has no status, final date, address or contractor, so we cannot say how many HVAC permits passed final, how long they took, or where in the city they were; the OPS record for your permit has that. Rocklin, Granite Bay and unincorporated Placer County are not included.

How we know this

The quick-permit list, checklist items and inspection rules are quoted from the City of Roseville's Online Building Permit Process page, its Residential HVAC Mechanical Replacement checklist and its Building Inspections FAQs, read 24 October 2026. Our counts are the City's Building Permits Issued open file (buxi-gsvq), read 19 October 2026: permits issued October 2024 to September 2026 that we classify as HVAC.

Numbers come from public permit records in 57 cities, data through October 19, 2026. Nobody paid to be on this page and nobody can.
