Do I need an electrical permit in Detroit? The homeowner affidavit, BSEED fees and 9,705 permits

Yes: Detroit's Buildings, Safety Engineering and Environmental Department (BSEED) requires an electrical trades permit for wiring work, from a new circuit to a 200-amp service, and a homeowner can pull it for a single-family house they live in by signing the homeowner section of the application. The City issued 9,705 electrical permits from October 2024 to September 2026.

The City's rule

BSEED's frequently asked questions say "it is unlawful to perform construction work on a structure in the City of Detroit without first obtaining a permit", that "homeowners may apply for a trade permit for single-family structures", and that a contractor is needed for multi-family and commercial property (read 24 October 2026). The electrical permit application spells out the homeowner terms:

The homeowner certifies In practice
The work "shall be installed by myself in my own home" The homeowner permit covers work you install yourself
It will follow the Electrical Code and "shall not be enclosed, covered up" before inspection Leave walls open until the rough inspection passes
"I will cooperate with the Electrical Inspector and assume the responsibility to arrange for necessary inspections" You book the inspections

A contractor's application carries a State of Michigan license number and expiration date and a Detroit registration number. The form warns that conspiring to get around the state's licensing requirements is subject to civil fines.

What it costs

From BSEED's fee schedule, effective 1 January 2024 and modified 18 July 2025 (read 24 October 2026):

Item Fee
Electrical base fee $66
Each circuit, new or extended, altered or removed $20
Service, 100 amps or less $59
Service, over 100 to 200 amps $117
Residential fixture $1.17 each
Re-inspection $176
Failure to obtain a permit, homeowner $176 per occurrence

A 200-amp service upgrade with two new circuits comes to $66 + $117 + $40, or $223, before any fixtures; the invoice is the final word.

How to apply and get it inspected

  1. Apply in Accela Citizen Access; contractors link their license to the account, and single-family and duplex owners may also apply in the office.
  2. BSEED says residential review can take from 4 hours.
  3. Call for the rough inspection (listed on the application for one- and two-family dwellings) before closing walls, and, for a service change, the electrical service reconnect inspection the application lists. A passed final produces the Certificate of Acceptance.

What this does not tell you

The City's open files have no permit status, no final date and no value on trade permits, so we show no finished share, time to final or cost. The contact business on a trades permit is not always the licensed electrician of record, so we do not rank firms.
