Elk Grove contractor license lookup: CSLB classifications, the City's permits and what they show

An Elk Grove contractor check is one state search: the Contractors State License Board's Check a License, free, by license number, business name or person. The City of Elk Grove issues the permits. In our Elk Grove file, 1,784 firms pulled 18,965 permits on homes from October 2023 to September 2026, and 87.3% of the 339 HVAC firms matched an active CSLB license.

Classifications are from CSLB's Licensing Classifications list. The classification on the record is the scope: a C-39 roofer is not licensed to add a room.

The dollar rule: AB 2622 raised the threshold for work requiring a contractor's license "from $500 to $1,000" from 1 January 2025, and an unlicensed person may do a small job only "if they do not hire workers and no building permits are needed" (CSLB press release, read 22 October 2026). Every job in the table needs a permit, so every one needs a license. The usual Elk Grove HVAC permit carries $16,000 and the usual pool $70,000.

How to run the lookup in five minutes

  1. Ask for the license number. CSLB's lookup is built around it.
  2. Search Check a License by number or business name. The page exists "to verify information, including complaint disclosure".
  3. Read the status. CSLB: Active is "licensed and able to perform work"; Inactive is "still licensed but is not permitted to perform work" (Terms and Definitions).
  4. Check the classification, bond and workers' compensation against the job and the crew that turns up.
  5. Track record: open the firm on our Elk Grove HVAC list, solar list or water heater list.

How to search Elk Grove permit records

The City's Plan Review and Permits page says applications "can be submitted online and permits are now issued online" through the eTRAKiT portal ("You must first register"), links "Search for a Building Permit", and tells residents to "Always confirm that you are contracting with a contractor who is licensed and in good standing" with CSLB. Building is on (916) 478-2235 and inspection requests on (916) 478-2225. The City also posts monthly Building Permit Reports of "building permits recently issued by the City of Elk Grove" and a permits-issued dashboard (read 22 October 2026).

The City's tools are organised by permit. Ours is organised by firm: each firm's Elk Grove permits, its CSLB match, the share finaled and the days to final, on the Elk Grove permit statistics page and the compare lists.

Red flags in Elk Grove

  • A CSLB status other than Active, or a classification that does not match the job.
  • No license number on the bid for any job of $1,000 or more.
  • A request that you sign the owner-builder form for work the contractor is doing.
  • A license that is no longer active: 7 roofing, 6 remodel and 5 plumbing firms in our file matched one.
  • A firm that has gone quiet: 14 HVAC firms and 11 EV charger installers with 5+ permits filed none in the last 12 months of our data.

What this lookup does not tell you

Elk Grove permits carry no license number, so our license status is a match by business name and phone against CSLB's license file, which leaves out expired licenses: 11.8% of HVAC firms did not match, which is our gap, not proof they are unlicensed. Production builders dominate new homes and also pull the solar permits on their own houses. Sacramento County publishes no home values, so we cannot show what kind of homes a firm works on. Our data stops at September 2026. Unincorporated Sacramento County is covered in Sacramento County contractor license lookup; statewide rules and penalties are in How to check a contractor's license in California.

How we know this

Permits are City of Elk Grove TRAKiT building permits on single-family, duplex, mobile-home and ADU homes, 2023-10 to 2026-09, grouped into the trades above. "Finaled" uses permits a year or more old; days are issue to the City's final date. License status is our match against the CSLB license master file by business name and phone. CSLB and City text is quoted from their own pages, read 22 October 2026.

Numbers come from City of Elk Grove TRAKiT building permits on single-family, duplex, mobile-home and ADU homes, data through October 16, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Who licenses contractors in Elk Grove?

The State, through the Contractors State License Board (CSLB). The City of Elk Grove issues permits, not contractor licenses, and tells residents to confirm the contractor is licensed and in good standing with CSLB at cslb.ca.gov or 800-321-2752.

  • Which CSLB license should an Elk Grove HVAC or solar installer have?

C-20 Warm-Air Heating, Ventilating and Air-Conditioning for furnaces, heat pumps and AC; C-46 Solar for solar and batteries (a C-10 Electrical contractor may also do solar electrical work). Water heaters are C-36 Plumbing.

  • Does a small job in Elk Grove need a licensed contractor?

Any job of $1,000 or more in labor and materials does, and so does any job that needs a building permit, whatever it costs. AB 2622 raised the limit from $500 to $1,000 on 1 January 2025, but the exemption holds only when no workers are hired and no permits are needed.

  • How do I look up permits on an Elk Grove house?

Start at the City's Plan Review and Permits page, which links 'Search for a Building Permit' and the eTRAKiT portal (registration required to apply). The City also posts monthly Building Permit Reports and a permits-issued dashboard. Building is on (916) 478-2235.

  • Should I pull an owner-builder permit to save money?

The City asks owner-builders to sign an Owner-Builder Verification Form and warns 'There are risks to pulling an Owner-Builder permit.' A contractor who asks you to do it for their job is moving the permit, and the responsibility, onto you.
