- For plans or documents behind a permit, file a public records request (below).
What the statuses mean
In the City's permit file, a permit is finished when it is Finaled, Closed or has a certificate of occupancy and carries a final date. Expired, or Issued with no final date, is not finished. Our pages time each permit from issue to its final date (Elk Grove about page; methodology). The City's Plan Review page says a building permit "is valid for one (1) year when no inspection has been performed or extended for 180 days with the first approved inspection".
| Trade | Permits | Firms | Finaled (a year or more old) | Usual days to final |
|---|---|---|---|---|
| HVAC | 4,434 | 339 | 84.7% | 50 |
| Solar | 3,735 | 115 | 96.1% | 109 |
| Water heaters | 2,078 | 143 | 79.4% | 23 |
| Roofing | 572 | 200 | 97.5% | 15 |
| Remodel | 867 | 262 | 80.4% | 79 |
| Pools | 343 | 59 | 83.8% | 112 |
Water heaters are the permits most often left open: 79.4% finaled, against 97.5% for re-roofs. If a water-heater permit on your house never got its final, ask the installer to book it; an Expired permit means the work was never inspected.
When the record is not online
For plans and permit documents, the City says to file a public records request; it will tell you within 10 days whether the records exist, you then view plans at City Hall within 14 days ("Taking photos is not allowed"), and copies need an Affidavit for Duplication sent to every professional whose stamp is on the plans, who have 30 days to answer: "Copies of building plans can take up to 60 days." File on the City's public records portal, in person at the City Clerk's Office, City Hall first floor, 8401 Laguna Palms Way, or by the mail-in form; the Clerk's line is (916) 478-3635 (Request Public Records, read 23 October 2026).
What our Elk Grove data adds
The City's lookup is organised by address. Ours lists every Elk Grove permit a firm pulled in three years, with its CSLB match: the Elk Grove permit statistics, and the compare lists for HVAC, solar and roofers. The CSLB check is in the Elk Grove contractor license lookup; which jobs need a permit is in Do I need a permit?

How we know this
Lookup steps, the records process and permit validity are from the City of Elk Grove's Look Up Building Permits and Plans, Plan Review and Permits, Building Permit Reports and Request Public Records pages, read 23 October 2026 (the City's site blocks automated fetching, so these were read through a page reader). We could not reach the eTRAKiT portal itself. Our counts are City of Elk Grove TRAKiT building permits on homes, October 2023 to September 2026.
Numbers come from City of Elk Grove TRAKiT building permits on single-family, duplex, mobile-home and ADU homes, data through October 16, 2026. Nobody paid to be on this page and nobody can.
