Do I need a permit for an EV charger in Elk Grove? Yes: the minor permit, the City checklist, and the 150-amp load rule

Yes: Elk Grove requires a permit to "install, enlarge, alter ... or replace any electrical ... system", and "Electric Vehicle Charging Station" is its own online minor permit, filed with the City's EV checklist and the charger's installation instructions. What the permit covers

The City's Do I need a building permit? page exempts only "Minor repair work, including the replacement of lamps or the connection of approved portable electrical equipment to approved permanently installed receptacles." So:

Setup Permit?
Level 1 cord into an existing garage outlet No: portable equipment on an existing receptacle
New 120 V circuit or outlet for charging Yes, EV charging station minor permit
Level 2 outlet (NEMA 14-50 or 6-50) or hard-wired wall charger Yes, EV charging station minor permit
Panel replacement or upgrade up to 200 A, same location Separate minor permit, "Electrical Service"
Moving the panel Building Filedrop (plan review)
Commercial charger Building Filedrop

Source for the permit types: the City's Minor Residential Building Permits page, read 23 October 2026, which marks the EV type "Plan review required".

What the City's checklist asks for

Elk Grove's Checklist for Residential Electric Vehicle Charging Stations (read 23 October 2026) wants three documents, each as a separate PDF: the permit application, the equipment manufacturer's installation instructions, and the completed checklist. On the checklist you tick Level 1 (NEMA 5-15, 15 or 20 A) or Level 2 (NEMA 14-50 or 6-50, 50 A), give the existing service size and branch circuit length, and sketch the garage door, main panel and charger on a site plan. The code points it lists:

Requirement California Electrical Code
GFCI protection on every charging receptacle 625.54
Weatherproof enclosure in wet locations, with the plug in or out 625.56
A separate power converter at least 18 inches up indoors, 24 inches outdoors 625.102(B)
Cord no longer than 25 feet unless the unit has listed cable management 625.17(C)
Equipment rated for the load served 625.42

The load rule: if the existing service is under 150 amps, fill in the electric load worksheet on page 3, which adds up the house's loads, including the largest heating or cooling load, and divides by 240 volts. If the total exceeds the service, the panel upgrade permit comes first. The manufacturer's instructions must be on site at inspection (California Residential Code R106.12).

How to apply

  1. Register in eTRAKiT. Members of the public register directly; licensed contractors apply for an account through the City, which takes up to 48 hours.
  2. Apply for the Electric Vehicle Charging Station minor permit, upload the three PDFs and pay at submission. The page lists no fee, and "Additional fees may be due depending on the nature of the project."
  3. Wait 24 to 48 hours for processing and notification. "City regulations prohibit you from starting work before you have your permit."
  4. Schedule the inspection from the eTRAKiT dashboard, or call Building on (916) 478-2235.

Who should install it

An electrician with CSLB's C-10 Electrical classification (CSLB); check the number on Check a License. The checklist has a line for the contractor's license number, and the City's forms page has the owner-builder form if you do it yourself.

What this does not tell you

The filed value is what the installer wrote on the permit. Elk Grove permits carry no license number, so our CSLB match is by business name and phone; 8.4% of firms did not match. The City's site blocks automated reading, so the permit pages were read through a page reader; the fee appears on the eTRAKiT invoice. SMUD rebates and rates are outside our file.

How we know this

Checklist items are quoted from the City of Elk Grove's Checklist for Residential Electric Vehicle Charging Stations, permit types from its Minor Residential Building Permits page and the exemption from its Do I need a building permit? page, read 23 October 2026. Counts are City of Elk Grove TRAKiT EV charger permits on homes, October 2023 to September 2026; "finaled" uses permits a year or more old, days run from issue to the City's final date, and license status is our match against CSLB's license file.

Numbers come from City of Elk Grove TRAKiT building permits on single-family, duplex, mobile-home and ADU homes, data through October 16, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to install an EV charger in Elk Grove?

Yes for a hard-wired charger or a new circuit and outlet. Elk Grove requires a permit for any electrical installation, and 'Electric Vehicle Charging Station' is one of its online minor permit types. Plugging a cord into an existing outlet is the kind of minor work its exempt list allows.

  • Do I need a panel upgrade for an EV charger in Elk Grove?

Not always. The City's EV checklist asks for an electric load worksheet when the existing service is under 150 amps. If the load calculation fails, a panel replacement or upgrade up to 200 amps in the same location is its own online minor permit.

  • How much does an EV charger installation cost in Elk Grove?

The usual Elk Grove EV charger permit was filed at $925, and the middle half of firms usually filed between $850 and $1,312. The City's minor permit page does not list the permit fee.
