Two routes: production homes and one-off homes
| Production home | One-off (custom) home | |
|---|---|---|
| Who uses it | Subdivision builders with a City master plan | An owner or builder with one lot |
| Before submitting | "Master Plans must be paid for and obtained from the Elk Grove Building Division"; the subdivision's Final Map recorded; PAD elevations approved by Development Engineering | Full plan set; "separate department approvals may be required" from Planning, Public Works or Engineering |
| Where to submit | Production Homes filedrop, "a maximum of 10 production home applications per batch" | Electronic plan review through the Building Filedrop (a new home is not on the minor permit list) |
| Review time | First review at least 10 business days, later reviews at least 7, plus 48 hours | City: "allow 48 hours for the processing of any plan review approvals or comments prior to notification" after review |
| Fees | "based on the square footage of the building" | Same basis; quote on request |

Fees paid to other agencies first
A new Elk Grove home carries fees the City does not collect. The production home page lists three that must be cleared before the permit issues:
- Fire. "A permit release letter must be obtained from the CSD Fire Department prior to permit issuance."
- Schools. "These fees must be paid directly to the School District prior to building permit issuance" (Elk Grove Unified posts its current rates).
- County. "Payment must be made directly to the Sacramento County prior to building permit issuance."
The City's own building fees are quoted from its Residential Fee Quote Worksheet; once plans are approved, "a permit technician will contact the applicant with the final fee amount per application". We found no published per-square-foot rate, so we do not quote one.
Who can pull it
A builder with CSLB's B General Building classification (CSLB), or the owner as an owner-builder. The City asks owner-builders to sign its Owner-Builder Verification Form and says "There are risks to pulling an Owner-Builder permit": as owner-builder you are the one responsible for the work, the subcontractors and the inspections. The City tells residents to "Always confirm that you are contracting with a contractor who is licensed and in good standing", which the Elk Grove contractor license lookup explains.
Inspections
The production home page says the applicant "must maintain a physical copy of the approved, stamped plan(s) and permit documents on site" for the building inspector. Inspections are booked from the eTRAKiT dashboard, or by calling Building on (916) 478-2235. City regulations "prohibit you from starting work before you have your permit."

What this does not tell you
The filed value is the builder's construction valuation, not a sale price, and it leaves out land and the school, County and fire fees. Elk Grove permits carry no license number, so our CSLB match is by business name and phone; 10.0% of builders did not match. The City's site blocks automated reading, so its pages were read through a page reader; confirm fees with the City's fee quote.
How we know this
Submittal, review and outside-agency rules are quoted from the City of Elk Grove's Production Home Permits, Plan Review and Permits and Minor Residential Building Permits pages, read 23 October 2026. Counts are City of Elk Grove TRAKiT new single-family home permits, October 2023 to September 2026; "finaled" uses permits a year or more old, days run from issue to the City's final date, and license status is our match against CSLB's license file.
Numbers come from City of Elk Grove TRAKiT building permits on single-family, duplex, mobile-home and ADU homes, data through October 16, 2026. Nobody paid to be on this page and nobody can.
Questions
- How long does it take to get a new home permit in Elk Grove?
For production homes the City gives a first plan review of at least 10 business days and at least 7 for each later review, plus 48 hours of processing. Building takes longer: the usual Elk Grove new-home permit in our file reached final 175 days after issue.
- How much are new home permit fees in Elk Grove?
The City says production home fees are based on the building's square footage, and it gives a quote on request through its Residential Fee Quote Worksheet; it publishes no flat amount. Three outside payments come first: a CSD Fire release letter, school district fees and Sacramento County fees. For scale, the usual Elk Grove new-home permit was filed at $254,748 of construction value.
- Can I build my own house in Elk Grove as an owner-builder?
The City allows owner-builder permits: you sign its Owner-Builder Verification Form, and the City warns 'There are risks to pulling an Owner-Builder permit.' A one-off house does not go through the online minor permit list; it is submitted for electronic plan review through the City's Building Filedrop.
- How do I check a new-build home's permit in Elk Grove?
Search the address in the City's eTRAKiT portal or our Elk Grove new-home list. In our file 99.2% of new-home permits a year or more old were finaled, so an open permit on a home you are buying is unusual and worth asking the builder about.
- What does a new house cost to build in Elk Grove?
The usual Elk Grove new-home permit was filed at $254,748, and the middle half of builders usually filed between $235,535 and $324,470. That is the construction value on the permit, not the sale price or land.
