The Honolulu rule
DPP's Building Permit Requirements page (read 23 October 2026) says an electrical permit is needed for work that is not exempted, and lists the exemption under ROH 18-3.1(b):
"Electrical repair work performed by a licensed electrical contractor not involving service entrance equipment", up to $2,500 in any 12-month period.
That gives three tests, and the work is exempt only if it passes all three:
| Test | Exempt | Needs a permit |
|---|---|---|
| Who does it | A licensed electrical contractor | Anyone else |
| What it is | A repair | New wiring, new circuits, added outlets, new equipment |
| Service entrance | Not touched | Main panel, meter base, service conductors |
| Cost | Up to $2,500 in 12 months | Over $2,500, counting earlier repairs that year |
The same list exempts plumbing repair by a licensed plumbing contractor to the same $2,500 limit, and building maintenance repairs up to $10,000 a year only "if they don't affect electrical or plumbing".
Who pulls it
A licensed electrical contractor, in practice. DCCA says a Hawaii contractor's license is required "for any project that requires a building, electrical or plumbing permit" (DCCA PVL), and HNL Build checks that contractors on an application carry the classes the work needs, with "Electrical C-13" as DPP's own example (HNL Build FAQ). The pages we read do not describe a homeowner electrical permit; confirm with DPP before you plan on doing your own.
How to apply in HNL Build
Permits are filed in HNL Build, DPP's portal. DPP's guides walk through a building permit application; these are the steps that matter for an electrical job:
- Start a New Building Permit and check the Quick Permit eligibility flowchart.
- A Quick (Instant Online) Permit needs an estimated value of work of no more than $75,000, a flood zone of D, X or XS, and a check of any advisory or warning on the parcel (Instant Online Permits). If you land on a dark green box, it is issued as soon as it is paid. Otherwise it is a permit with plans.
- Add the owner and every contractor; DPP's step-by-step guide says each contractor gets an email asking it to approve, and that this is required before the application is processed (DPP guide).
- Pay online (2.35% card fee) or by check or cash. DPP says all fees are shown before payment.
- Schedule the inspections and, in DPP's words, "make sure the inspector closes the permit".
Work must stay inside the scope you selected; DPP says an instant permit can be revoked for any deviation.
What 8,223 Oʻahu electrical permits show
| Measure | Honolulu electrical |
|---|---|
| Permits on homes, July 2022 to June 2025 | 8,223 |
| Firms | 408 |
| Firms with a permit from July 2024 to June 2025 | 272 |
| Usual filed value | $3,000 |
| Middle half of firms' usual job value | $1,500 to $5,000 |
| Closed (permits a year or more old) | 77.7% |
| Usual days from issue to closed | 155 |
| Firms with 10+ permits closing under 70% | 53 of 109 |
| Busiest / quietest month | September (120) / March (87) |
Two things are particular to Oʻahu. The busiest electrical filers are solar installers (Sunrun Installation Svs Inc led with 424 permits from July 2024 to June 2025), so a large share of Oʻahu's electrical permits come from solar companies. And closing is weak: 53 of the 109 firms with 10 or more permits closed fewer than 70%, and the 10th-percentile firm 51.2%. A permit left open on your property is an inspection that never passed, so ask who will book the final before you pay the last invoice. Prices by job type: Honolulu electrical cost.

What this does not tell you
Exempt repairs leave no permit, so they are not in our counts. The City's open data stops at 30 June 2025; use HNL Build for newer permits. A filed value is the applicant's estimate, not the final price.
How we know this
The permit rule and exemption are quoted from DPP's Building Permit Requirements page (summarising ROH 18-3.1), the Instant Online Permits page, the HNL Build FAQ and DPP's step-by-step permit guide, read 23 October 2026, and DCCA's licensing page, read 22 October 2026. Counts are City & County of Honolulu building permits classified as electrical, July 2022 to June 2025; closed share uses permits a year or more old, days to close is the median from issue to closed, and filed values are the estimated value of work on each permit.
Numbers come from City & County of Honolulu building permits (DPP), data through July 1, 2025. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit for electrical work in Honolulu?
Yes, unless it is exempt. ROH 18-3.1(b), as DPP summarises it, exempts electrical repair work by a licensed electrical contractor that does not involve service entrance equipment, up to $2,500 in any 12-month period. New circuits, panels, service work and anything over that amount need a DPP permit.
- Is a panel upgrade exempt in Honolulu?
No. The repair exemption excludes work 'involving service entrance equipment', so a main panel or service change needs a permit whatever it costs.
- How long does an electrical permit take in Honolulu?
A Quick (Instant Online) Permit is issued as soon as it is paid. Closing takes longer: the usual Oʻahu electrical permit in our file closed 155 days after issue, and only 77.7% of those a year or more old had closed.
- How much is an electrical permit in Honolulu?
DPP does not publish an electrical fee on the pages we read; HNL Build displays all fees before payment, and card payments carry a 2.35% service fee. For scale, the usual filed value of an Oʻahu electrical job in our file was $3,000.
- Can a homeowner do their own electrical work in Honolulu?
DPP's exemption covers repairs by a licensed electrical contractor only, and Hawaii's licensing division says a licensed contractor is required for any project that needs an electrical permit. DPP's pages we read do not describe a homeowner electrical permit; ask DPP at (808) 768-8000 before planning on one.
