Normal, IL building permit search: the Town's eTRAKiT portal and FOIA requests

To look up a Town of Normal, Illinois building permit, use the Town's Building Inspections Online Portal (eTRAKiT), which the Town lists under Inspections on its permits and forms page (read 24 October 2026). Where to look for Normal permits

The Town of Normal Inspections Division permits work inside town limits. Bloomington runs its own permit office.

Permits_Public layer (Town GIS open data) Any field, including permit number, address and contractor Permit type, status, issue date, valuation, contractor; our source

How to look up the permits on a Normal address

  1. Check the property is in the Town of Normal, not Bloomington.
  2. Open the eTRAKiT portal and search for the address or the permit number on your paperwork.
  3. Open each permit. A new house gets separate building, HVAC, plumbing and electrical permits.
  4. Compare the contractor on each permit with the one on your contract.
  5. If the record is unclear, call the Town on 309-454-2444 or use its Ask A Question form.

What the statuses mean in Normal's file

Status in the record What it means Finished in our data?
Completed The Town closed the permit Not used
Issued Permit in force, or closed without the status being updated Not used
Approved Approved, not yet issued Not counted

In every issue year only about a third of the Town's permits read Completed, however old, so closeout looks under-recorded. That is why our Normal pages show no finished share and no time to final.

When the permit you want is not online

The Town takes records requests through its FOIA portal and publishes an Index of Records with it (read 24 October 2026). The Town's public permit file starts in January 2022, so a request is the route for anything older.

What our Normal pages add

Our Normal page counts the Town's permits by kind of work, October 2024 to September 2026:

Kind of work Permits (Oct 2024–Sep 2026) Share
Remodels and repairs 1,269 23%
Plumbing 1,072 19%
HVAC 986 18%
Electrical 950 17%
Roofing 589 11%
Solar 177 3%
New homes 163 3%

75% of the 5,569 permits (October 2024 to September 2026) were for homes. Roofing is lopsided: 586 of its 589 permits came in the last 12 months (October 2025 to September 2026). 92% of the permits name a contractor we can show, and the Normal page lists the firms named on the most, by count only. The permit statistics page has year and month counts, and browse permits lists the rows. To check a roofer or plumber's state license, see how to check a contractor's license in Illinois.

What this does not tell you

The Town's file has no final date and no ZIP code, and its value is the valuation written on the permit, not the final cost. We have not matched contractor names to license records, so the firm list is volume, not a rating.

How we know this

The portal name and FOIA route are from the Town of Normal's Permits, Applications, Licenses, and Forms page, read 24 October 2026; the eTRAKiT portal blocks automated reading. Statuses and counts are from the Town's OpenData/Permits_Public layer, read 20 October 2026: permits issued October 2024 to September 2026.

Numbers come from public permit records in 57 cities, data through October 20, 2026. Nobody paid to be on this page and nobody can.
