Do I need an electrical permit in unincorporated San Diego County? What is exempt, the online service upgrade and the $392 fee

Yes: in unincorporated San Diego County, new wiring, a new circuit, a subpanel or a service upgrade needs an electrical permit from Planning & Development Services (PDS), and only small repairs are exempt. PDS issued 2,855 residential electrical permits from October 2023 to September 2026; the usual one reached final 63 days after issue.

What the County exempts

The County's adoptive ordinance (PDS 110, rev. 1 January 2026, read 23 October 2026) requires a permit to "erect, install, enlarge, alter, repair, remove, convert or replace any electrical ... system". Its electrical exemptions are short:

Exempt in the County (PDS 110, sec. 91.1.105.2(b)) Not on the list, so it needs a permit
"Minor repair work such as repairing a snap switch, replacing a fuse, repairing a lamp socket or a receptacle" A new outlet, switch or light on new wire
"Replacing a lamp or connecting a portable appliance to a permanently installed, suitable receptacle" A new circuit for a range, dryer, hot tub or mini-split
Signal and low-voltage wiring under 25 volts and 50 watts (not lighting or appliance control) A panel change, subpanel or service upgrade
Repairing or removing a household appliance, unless it is hard-wired to power Hard-wiring an appliance that was not on a receptacle

The appliance line is the one that trips people: swapping a plug-in appliance is exempt, but "A permit shall be required, however, for connecting such an appliance to the source of electrical energy, unless the connection is made to a permanently installed receptacle." The ordinance also puts the duty on both sides: "It is the responsibility of any person performing the work and any person hiring another person to perform the work to ascertain whether a permit is required".

Which permit type you file

The County's Online Services Central lists Electrical Service Upgrade, Electric Vehicle Charging Station and Advanced energy storage among the residential permits that can be applied for online. In the County's open permit data, counted 23 October 2026 for permits opened since October 2023:

County scope code Permits since Oct 2023 (all property types) Filed online
8070 "(Online) Electrical - Existing Main Svc Upgrade (Max 400A)" 2,715 All
8000 "Electrical Only" 1,288 7
8013 "Electric Vehicle Charging Station - Online" 597 All

So a panel or service upgrade up to 400 amps goes online; most other wiring (a remodel's circuits, a detached garage feed) goes in as Electrical Only, which is almost never filed online. Our electrical trade counts the first two; EV chargers, batteries and solar are counted separately.

Who pulls it

Usually a contractor with a CSLB C-10 Electrical license; 89.2% of the 760 electrical firms on County permits matched an active CSLB license in our file. A homeowner can file as owner-builder by signing the County's Owner-Builder Acknowledgement (PDS 421), which makes the owner "the responsible party of record on the permit" and may make you an employer if you pay anyone other than licensed contractors on a job of $500 or more.

How to apply

  1. Confirm the parcel is unincorporated. Fallbrook, Ramona, Lakeside, Spring Valley, Alpine and Valley Center are County; the 18 incorporated cities issue their own permits.
  2. Apply in Accela Citizen Access under PDS, choosing the service-upgrade type for a panel job or Electrical Only for the rest.
  3. Book inspections in Accela. A County permit expires if work does not start and receive a valid inspection within two years of issue, or if work stops for 180 days; when inspections will be more than 180 days apart, request a progress inspection (PDS 807).
  4. Final. PDS 807 says the final inspection is "To be made after work is complete". A service upgrade also needs the utility to reconnect; ask your electrician who books that.

What it costs

From the County's fee schedule (PDS 613, effective 10 July 2026):

Permit Fee
Electrical only $392
Electrical and plumbing, or electrical and mechanical $498
Electrical, plumbing and mechanical $734
EV charging station (online or in person) $151
Temporary construction power $205
Re-inspection / progress inspection $205

The fee is flat: a 200-amp panel swap and a whole-house rewire on one Electrical Only permit pay the same $392. The $205 re-inspection is the cost to avoid; PDS 807 says it can be charged when work is not ready, the permit card is not posted or the inspector cannot get in.

What 2,855 County electrical permits show

Measure Unincorporated San Diego County electrical
Residential permits, October 2023 to September 2026 2,855
Firms 760
Firms with a permit in the last 12 months of the window 365
Closed (permits a year or more old) 80.2%
Usual days from issue to final 63
Firms with 10+ permits closing under 70% 14 of 28
10th / 90th-percentile firm (10+ permits) 48.7% / 89.8%
Share held by the busiest firm / five busiest 26.8% / 37.0%
Busiest / quietest month October (185) / February (63)

The county figure of 80.2% hides a split: half of the firms with a real track record (14 of 28) closed under 70% of their permits, and the 10th-percentile firm closed 48.7%. One firm holds 26.8% of all County electrical permits, which pulls the average up. Filing peaks in October at nearly twice an average month. County electrical permits carry no job value; national prices are in electrical work cost.

What this does not tell you

"Closed" means the permit reached a completed status; an open one can mean the final was never booked rather than failed work. EV chargers, batteries and solar are separate trades in our file. Unincorporated county only.

How we know this

Exemptions are quoted from the County's adoptive ordinance (PDS 110), fees from PDS 613, owner-builder terms from PDS 421 and expiration rules from PDS 807, all read 23 October 2026; online types are from the PDS Online Services Central page, and scope-code counts from the County's Building Permits open data the same day. Our counts are County PDS residential electrical and service-upgrade permits, October 2023 to September 2026; "closed" uses permits a year or more old, days to final is the median from issue, and license status is our match to CSLB records.

Numbers come from San Diego County Planning & Development Services building permits on homes in the unincorporated county (the County's open-data permit, contractor and status-history files), data through October 20, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to replace an outlet or switch in San Diego County?

Not for a repair. The County's adoptive ordinance (PDS 110) exempts 'Minor repair work such as repairing a snap switch, replacing a fuse, repairing a lamp socket or a receptacle'. A new outlet, a new circuit, a subpanel or a service upgrade needs a permit.

  • Can a homeowner pull an electrical permit in San Diego County?

In our file the usual County residential electrical permit reached final 63 days after issue, and 80.2% of those a year or more old had closed.
