The Scottsdale rule
The City's Home Improvement page (read 23 October 2026) says plumbing permits cover work that will "install, alter, reconstruct, or repair any plumbing system, gas system, or lawn sprinkler supply", and that "adding or relocating mechanical, electrical, or plumbing systems require a permit". It sorts the common jobs like this:
| Job | Permit | The City's wording |
|---|---|---|
| Water heater replacement, gas or electric | Minimum Plumbing Permit | "Water heater (gas or electric) replacement" |
| Water softener | Minimum Plumbing Permit | "Plumbing for a water softener" |
| Sewer line repair | Minimum Plumbing Permit (full building permit for some sewer work) | "Sewer line repair" |
| Replace or repair water lines | Minimum Plumbing Permit | "Replace water lines for single family residence"; "Repair broken water lines" |
| New irrigation tie-in | Minimum Plumbing Permit | "Connect a new irrigation system to your waterline" |
| Gas line to a BBQ, pool heater or fire pit | Minimum Plumbing Permit | "Exterior appliance natural gas or propane gas line" |
| Gas line repair; meter clearance | Minimum Plumbing Permit | "Repair natural gas or propane line"; "Existing natural gas line meter clearance" |
| Repair or replace existing landscape irrigation piping | No permit | Work that "can be done by the homeowner, or their contracted professional, without a permit" |
| Adding or relocating fixtures in a remodel | Building permit with plan review | "adding or relocating ... plumbing systems require a permit" |
The page lists "Repair of sewer" under full building permits as well, so ask the One Stop Shop (480-312-7725) which one your sewer job needs. HOA rules apply on top.
Who can do it
Arizona licenses plumbers through the Registrar of Contractors; check the license class covers residential plumbing and the name matches the contract, and the ROC's own advice is that "The only sure way of knowing that your contractor is licensed is to call the Registrar of Contractors" (Before You Hire). The City's home improvement page does not set out owner-builder rules for plumbing; if you plan to do it yourself, ask the One Stop Shop before you apply.
How to apply
- Open Scottsdale SPUR, the City's planning and permitting portal, and create an account. "All permit requests require a completed application to be submitted through the planning and permitting portal."
- Click Apply and search for the permit type or a keyword.
- Minimum Permits need no plan review; anything else starts with plan review.
- Pay and schedule inspections in SPUR, where you also track the permit.
Skipping it costs more: the City says unpermitted work is fined at double the permit fee.
What it costs
From Scottsdale's Permit Fee Schedule: Miscellaneous, effective July 1, 2026 (linked from the City's fees page):
| Fee | Amount |
|---|---|
| Minimum Permit (one discipline) | $121 |
| Minimum Combination (all disciplines) | $379 |
| Water heaters (except solar) | $63 |
| Solar water heaters | $90 |
| Reinspection | $121 |
| Off-hours building inspections | $379 |
| Building permit extension request | $379 |
A reinspection costs as much as the permit, so have the work complete and accessible on inspection day. The same fees page has the full FY 2026/27 schedules and a fee-estimate request. Labour rates are in plumbing labor cost.
What 2,919 Scottsdale plumbing permits show
| Measure | Scottsdale plumbing |
|---|---|
| Permits on homes, October 2023 to September 2026 | 2,919 |
| Firms | 687 |
| Firms that filed exactly one | 437 (63.6%) |
| Firms with a permit in the last 12 months of the window | 286 |
| Finalled (permits a year or more old) | 80.6% |
| 10th / 90th-percentile firm (10+ permits) | 66.8% / 89.3% |
| Busiest / quietest month | October (123) / June (80) |
Gas work is a large part of Scottsdale's plumbing file: two of the five busiest filers in the last 12 months of the window, Arizona Propane and Millennium Gas Services, are propane and gas companies. Filing peaks in October and dips in June. Most firms are occasional: 63.6% filed one permit in three years, so for them the ROC record says more than ours. Water heaters are counted separately on the Scottsdale water heater list. Scottsdale does not record a final date, so we show no days-to-final figure, and plumbing permits carry no job value.

What this does not tell you
We count permits the City issued; exempt irrigation repairs and unpermitted work leave no record. A finalled permit means the inspection passed, not what the job cost. Fees change each July 1.
How we know this
Permit rules and the job list are quoted from the City of Scottsdale's Home Improvement and Planning and Permitting Portal pages, read 23 October 2026; fees from the Permit Fee Schedule: Miscellaneous effective July 1, 2026 (Resolution No. 13661); the ROC quote from its Before You Hire page, read 22 October 2026. Counts are City of Scottsdale plumbing permits on homes, October 2023 to September 2026; finalled share uses permits a year or more old. Scottsdale records no final date.
Numbers come from City of Scottsdale building permits (the City's open-data permit file up to January 2026, and the City's SPUR permit system since), with the contractor named on each permit, data through October 22, 2026. Nobody paid to be on this page and nobody can.
