The Scottsdale rule
The City's Home Improvement page (read 26 October 2026) says "Work that involves a single trade (plumbing, electric, mechanical, demo) may only require a Minimum Permit", and lists under "Water/Sewer (Minimum Plumbing Permit)":
| Water heater job | Permit | The City's wording |
|---|---|---|
| Replace a gas or electric water heater | Minimum Plumbing Permit | "Water heater (gas or electric) replacement" |
| Hot water recirculator plumbing | Minimum Plumbing Permit | "Plumbing for hot water re-circulator" |
| Water softener at the heater | Minimum Plumbing Permit | "Plumbing for a water softener" |
| New or moved gas line to the heater | Plumbing Permit | "Repair natural gas or propane line" and gas piping lines |
| Moving it, adding circuits or a new location | Plumbing, and electrical if wiring changes | "Plumbing Permit: Required to install, alter, reconstruct, or repair any plumbing system, gas system" |
| Solar water heater | Building permit | "Solar heater installation" |
"These projects do not require a plan review, only a Minimum Permit application." The page also warns: "Work completed without a permit will be fined an amount equal to double the permit fee."
Fees
From the City's Permit Fee Schedule: Miscellaneous, effective July 1, 2026 (Resolution No. 13661):
| Fee line | Amount |
|---|---|
| Water Heaters (except solar) | $63 |
| Solar Water Heaters | $90 |
| Minimum Permit (one discipline) | $121 |
| Minimum Combination (all disciplines) | $379 |
| Reinspection | $121 |
The schedule does not say whether the $63 line stands alone or is added to the Minimum Permit; the City's fee estimate request answers it for your job.
Who pulls it, and how
Most swaps are pulled by the plumbing company. Arizona's owner exemption in A.R.S. 32-1121 covers owners who improve their own property "themselves, with their own employees or with duly licensed contractors" when it is not for sale or rent; the $1,000 handyman exemption in the same statute does not apply to work that needs a building permit or involves gas connections. Check a plumber's license class on the Registrar of Contractors (see the Scottsdale contractor license lookup).
- Apply in Scottsdale SPUR from the City's planning and permitting portal page: click Apply and search for the plumbing Minimum Permit.
- Pay; with no plan review the permit can issue straight away.
- Install, then book the inspection in SPUR. The first inspection must happen within 180 days of issue or the permit expires.
What 1,197 Scottsdale water heater permits show
| Measure | Scottsdale water heaters |
|---|---|
| Permits on homes, October 2023 to September 2026 | 1,197 |
| Firms | 70 |
| With a permit in the last 12 months | 39 |
| Finalled (permits a year or more old) | 39.4% |
| Share held by the busiest firm / five busiest | 39.8% / 92.1% |
| Firms that filed exactly one | 52 (74.3%) |
| Busiest / quietest month | January (index 149) / August (64) |
Two things stand out. Water heater permits are concentrated: the five busiest firms filed 92.1% of them, while 74.3% of firms filed just one in three years, so many plumbers who swap heaters in Scottsdale pull few permits for it. And the finalled share is low, 39.4%, with wide gaps between the big filers (the busiest firm's own figure is 8.6%, the second's 78.5%). An open permit can surface when you sell; ask the plumber to book the final and check it closed on the City's permit search. Filing peaks in January and bottoms out in August.

What this does not tell you
Scottsdale water heater permits carry no job value, so there is no cost figure here, and the City records no final date, so we cannot time permits. "Finalled" is the permit's status in the City's file. We have not matched Scottsdale firms to the ROC license file. Fees change each July 1.
How we know this
Permit rules are quoted from the City of Scottsdale's Home Improvement page and fees from the Permit Fee Schedule: Miscellaneous effective July 1, 2026 (Resolution No. 13661); the owner exemption from A.R.S. 32-1121; all read 26 October 2026. Counts are City of Scottsdale water heater permits on homes, October 2023 to September 2026; finalled share uses permits a year or more old.
Numbers come from City of Scottsdale building permits (the City's open-data permit file up to January 2026, and the City's SPUR permit system since), with the contractor named on each permit, data through October 22, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace a water heater in Scottsdale?
Yes. 'Water heater (gas or electric) replacement' is on the City's list of jobs that need a Minimum Plumbing Permit. Minimum Permits have no plan review: you apply in SPUR, pay, and book the inspection.
- How much is a water heater permit in Scottsdale?
The City's fee schedule effective July 1, 2026 lists 'Water Heaters (except solar)' at $63 and a Minimum Permit (one discipline) at $121; a solar water heater is $90. Ask for a fee estimate if you are unsure which line your swap falls under. Work done without a permit is fined double the permit fee.
- Can I replace my own water heater in Scottsdale?
Arizona's owner exemption (A.R.S. 32-1121) lets owners improve their own home, themselves or with licensed contractors, if it is not for sale or rent. You still need the Minimum Plumbing Permit and the inspection, and a gas connection is not handyman work.
- How long does a water heater permit take in Scottsdale?
There is no plan review, so a Minimum Permit can be issued as soon as you apply and pay in SPUR. Scottsdale records no final date, so we cannot time permits to final; 39.4% of water heater permits a year or more old in our file were finalled.
