Which permit your job gets
The City's Express Permits page (read 23 October 2026) lists these residential plumbing types, all of which "do not require a plan review and are immediately issued at completion of the online application and payment process":
| Plumbing job | Express permit |
|---|---|
| New or moved sink, toilet, tub, shower | Plumbing Fixture |
| Tub to shower | Tub/Shower Conversion |
| Replacing supply piping through the house | Water Repipe |
| Service line from the meter | Water Line Repair |
| Building sewer | Sewer Repair |
| Water heater swap | Water Heater Replacement |
| Gas leak repair, gas turn-on | Gas Turn On/Gas Line Repair |
| Softener or whole-house filter | Water Filtration/Softener System |
| Backflow device | Backflow repair/installation |
Plumbing inside a remodel or addition is not an express permit: "Contact your General Contractor to apply as a sub-record on the parent building permit." Sugar Land enforces the 2024 International Plumbing Code with its other 2024 codes (Residential). The City's Residential Forms page also carries a Backflow Prevention Certification Report Form.
The City publishes no list of plumbing repairs too small to permit. Its FAQ only says a license is needed "even if the scope of the work doesn't require a permit". Ask the Permits office (281-275-2270, permits@sugarlandtx.gov) before skipping one.
Who pulls it
A licensed plumber. The Permits & Inspections FAQ: "Any plumbing or mechanical contractor doing work on an individual's home is required by the Texas Plumbing License Law or the Texas Mechanical License Law to have a license to work on that home." The Texas State Board of Plumbing Examiners licenses master plumbers; search the responsible master plumber on its public search. We do not link that board's file to Sugar Land permits, so the compare page cannot show a plumber's license status.
How to apply and get inspected
- Apply in the Citizen Self Service portal (registration required) and pay; the permit issues and the inspection can be booked "right away".
- Rough inspection before cover-up. The FAQ: "Work such as plumbing, electrical, mechanical work, framing, and insulation must be inspected before concealing."
- Final at completion. After a gas leak repair, the City tells you "on whom to notify" once the repair is done.
- Check the status in the City's Building Permits open data; finished permits read COMPLETE.
Permits "are good for 180 days" if work has not begun. The fee is shown at checkout.

Plumbing closes faster here than other Sugar Land trades: 23 days to final against 92 for electrical, and 54.9% passed against 31.5%. That still leaves a large share expiring unfinaled, and 23 of the 33 busy firms were under 70%. Water heaters are counted separately and almost never pass a final: see Sugar Land water heater permit.

What this does not tell you
Our plumbing count covers the plumbing express and sub-trade permits on homes, not water heaters (their own trade here). Sugar Land plumbing permits carry no job value. We do not match plumbers to the plumbing board, so a firm's license must be checked on the board's search.
How we know this
The permit rule, express permit list and licensing wording are quoted from the City of Sugar Land's Express Permits, Permits & Inspections FAQ, Residential and Residential Forms pages, read 23 October 2026. Counts are City of Sugar Land plumbing permits on homes, October 2023 to September 2026; "passed final" uses permits a year or more old, adjusted for age, and days run from issue to final.
Numbers come from City of Sugar Land building permits on homes (the city's EnerGov permit exports), data through October 18, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to repipe a house in Sugar Land?
Yes. 'Water Repipe' is one of the City's residential express permits, issued online once the application is paid, with no plan review.
- Can a homeowner pull a plumbing permit in Sugar Land?
The City's FAQ says any plumbing contractor working on your home must hold a license under the Texas Plumbing License Law, 'even if the scope of the work doesn't require a permit and inspection.' Hire a licensed plumber and have the permit in that firm's name; for your own work, ask the Permits office on 281-275-2270 first.
- How long does a plumbing permit take in Sugar Land?
The express permit is issued immediately. In our file the usual Sugar Land plumbing permit that passed final did so 23 days after issue, and 54.9% of those a year or more old passed.
- How much is a plumbing permit in Sugar Land?
We could not find a published amount; express permits issue the moment the fee is paid and expire after 180 days if work has not begun. The fee appears at checkout in the Citizen Self Service portal. Our Sugar Land plumbing permits carry no job value, so we cannot price the work.
- Do I need a permit to replace a sewer line in Sugar Land?
Yes. 'Sewer Repair' and 'Water Line Repair' are both on the City's list of residential express permits.
