Do I need a permit to replace a sewer line? The rule in 9 departments, and how many get filed

Yes, to repair or replace one. All 9 building departments whose rules we read require a permit once pipe is cut or replaced; clearing a clog does not need one. Bellevue goes furthest, requiring a side sewer permit for "minor repair of, replacement of, revision of, or addition of another connection" to an existing line. Bellevue filed 1,386 side sewer permits in three years, and Denton 1,237 water and sewer line permits.

The rule in 3 cities, with their permit counts

Rules from each department's own page, read 23 October 2026. Counts are permits in the city's file over three years to September 2026; Denton and Waco file water and sewer lines together. "Usual days" is the typical time from issue to final inspection.

City The rule Permits Usual days to final Reached a final
Bellevue, WA A side sewer permit "for minor repair of, replacement of, revision of, or addition of another connection to an existing side sewer"; long runs may also need a clearing and grading permit 1,386 189 90.7%
Denton, TX A plumbing permit "if a water or drain line is cut to make a repair or if parts are replaced" 1,237 — 99.2%
Waco, TX A Residential Plumbing permit for pipe problems inside the property line; unclogging drains and sewers needs none 500 4 93.7%

Denton's file carries no final date we can time.

Six more departments, without sewer counts in our file:

Building department The rule
Citrus Heights, CA "SEWER LINES (New, replacement or repair)" and "WATER LINES (New, replacement or repair)": yes
Sacramento County (unincorporated) "Sewer (new or replacement)" is on its permit list; "Residential sewer line repair or replacement" can be issued online when the fee is paid
Naperville, IL "Replacing water or sewer service lines" needs a permit
Cary, NC Sewer lines and water lines are on its list of plumbing work that needs a permit
Cincinnati, OH Its Plumbing Section inspects "All plumbing, including replacement and repair or alteration as well as storm drainage and sewers on private property"
San Diego County (unincorporated) Stopping a leak is exempt, but if a drain or waste pipe "becomes defective and it becomes necessary to remove and replace the defective material, the work shall be considered new work and require a permit"

Repair, replace or clear

The line between exempt and permit work is the same in most of these codes: clearing a stoppage or stopping a leak is maintenance; cutting out and replacing pipe is new work. Denton draws it at a line being "cut to make a repair or if parts are replaced". Bellevue does not exempt even a minor side sewer repair. More on drain and fixture work in plumbing repair permits.

Who pulls it

A licensed plumber in most of these cities. Waco requires trade permits to be pulled by a licensed trade contractor unless a homestead owner does the work on their own homestead, and Sacramento County's online sewer permit is issued automatically once paid. Bellevue warns that long runs or large excavations may need a clearing and grading permit as well. The license check is in hiring a plumber.

How long it takes

The usual water and sewer line permit closed in 4 days in Waco, against 189 for a Bellevue side sewer. 99.2% of Denton's permits a year or more old reached a final, 93.7% of Waco's and 90.7% of Bellevue's. Ask when the inspection is booked before the trench is backfilled.

Check it in five minutes

  1. Ask the plumber whether the job clears, lines or replaces pipe, and how many feet.
  2. Ask whether any of the work is past your property line, and ask the city which department permits that part.
  3. Ask for the permit number and the inspection date before the trench is dug.

What this does not tell you

We read 9 departments' rules; utility and right-of-way permits are separate. Denton and Waco mix water and sewer lines in one category, and Seattle is not in our sewer data.

How we know this

Rules are quoted from the pages under Sources, read 23 October 2026. Permit counts, filed values, usual days to final and finished shares come from each city's permit file over the three years ending September 2026. "Usual days" is the median from issue to final inspection; "reached a final" counts permits a year or more old.

Numbers come from City of Bellevue permits on single-family homes and condo units; City of Denton Building Safety permits on homes (the city's yearly permit reports); City of Waco EnerGov building, electrical, plumbing and mechanical permits on homes (the city's June 9, 2026 permit extract, updated to October 22, 2026 from the city's Citizen Self Service permit search), with the contractor taken from each permit's public contact list on that site, data through October 17, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to clear a clogged sewer line?

No. Waco says unclogging drains and sewers needs no permit, and San Diego County exempts 'Clearing a stoppage' as long as no valve, pipe or fixture is replaced or rearranged.

  • Do I need a permit for trenchless sewer repair or pipe lining?

The departments we read do not carve out trenchless methods. Citrus Heights requires a permit for sewer line 'New, replacement or repair', Bellevue for 'minor repair of, replacement of, revision of' a side sewer, and Sacramento County lets contractors buy a residential sewer line repair or replacement permit online. Ask your city whether lining counts as repair.

  • Is the sewer line my responsibility or the city's?

The line on your property usually is. Waco's plumbing rules cover all plumbing inside the property line, and Cincinnati's Plumbing Section inspects 'sewers on private property'. Ask the city who permits any part of the line past your property line.

  • How long does a sewer line permit take?

Fast in Waco, where the usual water and sewer line permit reached its final inspection in 4 days. Bellevue's side sewer permits took 189 days, and 90.7% of them a year or more old reached a final.

  • What does a permitted sewer line job cost?

The usual filed value on a water and sewer line permit in Denton was $3,842. Bellevue and Waco sewer permits are mostly filed without a value, so we cannot give one there.
