The Sugar Land rule
From the City's Permits & Inspections FAQ (read 23 October 2026): no one may "alter, repair, replace, improve, remove, install ... building service equipment without first obtaining a permit." The Express Permits page lists "Water Heater Replacement" among residential express permits, which "do not require a plan review and are immediately issued at completion of the online application and payment process."
The FAQ answers one question specific to this job: "If I have an existing electric or gas water heater in or accessible from the garage, must I raise it 18 inches above the floor level when it is replaced?" The City explains the reason: the thermostat makes a spark each time it switches on, and "The 18-inch elevation is intended to keep ignition sources above these vapors that are heavier than air and settle to the garage floor." A quote for a garage water heater should include the stand.
| Question | Sugar Land answer |
|---|---|
| Permit for a like-for-like swap? | Yes, Water Heater Replacement (express) |
| Plan review? | No |
| Garage unit raised 18 inches? | Yes, when replaced |
| Gas line work to the heater? | Its own express permit: Gas Turn On/Gas Line Repair |
| Water heater inside a remodel? | Sub-record on the building permit, not an express permit |
| Permit life | 180 days if work has not begun |
Who pulls it
A licensed plumber. The FAQ: "Any plumbing or mechanical contractor doing work on an individual's home is required by the Texas Plumbing License Law or the Texas Mechanical License Law to have a license to work on that home. This license is required even if the scope of the work doesn't require a permit and inspection." Check the responsible master plumber on the Texas State Board of Plumbing Examiners' public search. If you plan to do the swap yourself, ask the Permits office (281-275-2270, permits@sugarlandtx.gov) whether the City will issue the permit to you.
How to apply and close it
- Apply in the Citizen Self Service portal (registration required) and pay; the permit issues and an inspection can be booked "right away".
- Post the permit at the house.
- Book the final. This is the step that is nearly always skipped (below).
- Check the status in the City's Building Permits open data: COMPLETE means it passed.
The fee is shown at checkout; we found no published amount.
What 1,358 Sugar Land water heater permits show
| Measure | Sugar Land water heaters |
|---|---|
| Permits on homes, October 2023 to September 2026 | 1,358 |
| Firms | 91 |
| Firms with a permit in the last 12 months of the file | 53 |
| Share held by the busiest firm / five busiest | 25.3% / 61.6% |
| Passed final (permits a year or more old) | 4.9% |
| 10th / 90th-percentile firm (10+ permits) | 1.1% / 9.2% |
| Busiest / quietest month | January (132) / October (66) |
Sugar Land water heater permits are pulled and then left: 4.9% passed a final, and even the best busy firms reach only 9.2%. So a final is not the way to tell plumbers apart here, and we do not show days to final for this trade. The test that does work is simpler: ask the plumber to book the final, and to raise a garage unit onto an 18-inch stand. Filing peaks in January (index 132), when tanks fail in the cold.

What this does not tell you
A permit without a final is not proof of a bad install; it means no inspector saw it. Sugar Land water heater permits carry no job value. We do not match plumbers to the plumbing board's license file.
How we know this
The permit rule, express permit list, licensing wording and the 18-inch garage rule are quoted from the City of Sugar Land's Permits & Inspections FAQ and Express Permits pages, read 23 October 2026. Counts are City of Sugar Land water heater permits on homes, October 2023 to September 2026; "passed final" uses permits a year or more old, adjusted for age. Too few pass for a days-to-final figure.
Numbers come from City of Sugar Land building permits on homes (the city's EnerGov permit exports), data through October 18, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace a water heater in Sugar Land?
Yes. 'Water Heater Replacement' is one of the City's residential express permits, issued online once the application is complete and paid, with no plan review.
- Does a water heater in a Sugar Land garage have to be raised 18 inches?
When it is replaced, yes. The City's FAQ explains that the thermostat makes a spark when it switches on, and 'The 18-inch elevation is intended to keep ignition sources above these vapors that are heavier than air and settle to the garage floor.'
- Can a homeowner pull a water heater permit in Sugar Land?
The City's FAQ says a plumbing contractor working on your home must be licensed under the Texas Plumbing License Law, 'even if the scope of the work doesn't require a permit and inspection.' Use a licensed plumber; for your own work, ask the Permits office on 281-275-2270 first.
- How much is a water heater permit in Sugar Land?
We could not find a published amount; express permits issue the moment the fee is paid and expire after 180 days if work has not begun. The fee is shown at checkout in the Citizen Self Service portal. Our Sugar Land water heater permits carry no job value, so national prices are in our water heater replacement cost guide.
- Why do Sugar Land water heater permits show Expired?
Because almost nobody books the final: only 4.9% of Sugar Land water heater permits a year or more old passed one in our file, and even the 90th-percentile busy firm reached 9.2%.
