This is the City of Virginia Beach only; Norfolk, Chesapeake and the other Hampton Roads cities run their own permit offices.
When a permit is required
The Planning Department's Trades Permits page (read 24 October 2026) answers "When is a mechanical permit required?" for residential new installation:
- Heat pumps (air to air, water to air)
- Furnaces, boilers and water heaters (electric, oil, gas)
- Any fuel-fired appliance (oil or gas)
- Ventilation systems, duct work, HVAC equipment
- Wood stoves and fireplace inserts
- "Heat pump new location or not direct replacement of all duct work"
- Testable backflow preventers
Its exceptions: "Residential range, oven, grill, dryers, and when doing 'like for like' replacements do not require a mechanical permit." The inspection answer narrows that: "Like for like replacement does not include replacement of equipment with different refrigerant type or for fueled fired equipment."
| Job | Permit? |
|---|---|
| Same-type electric heat pump, same place, same refrigerant | No (like for like) |
| Heat pump moved, or ducts not directly replaced | Yes |
| New system with a different refrigerant (for example to an A2L) | Yes; rough-in and final |
| Gas furnace or gas water heater, even same size | Yes; fuel-fired equipment is not like for like |
| Range, oven, grill, dryer | No |
Who can pull it
| Applicant | What the City asks for |
|---|---|
| Mechanical contractor | Mechanical permit application with a "Class A, B or C state contractor's registration number", company name, contract value, "registered master tradesman's signature", customer's name and address |
| Owner | Name, address, "approximate cost of materials (enter this in the contract value)", signature, and any related permit number |
The City also posts a Residential Load Calculation & Duct Design form, a Duct Seal Certification form and an RDS and A2L refrigerant piping testing certificate on the same page. Check a contractor's registration with DPOR: how to check a contractor's license in Virginia.
What it costs
"Mechanical permit fees are $50 plus $5 per $1,000 of the construction value":
| Construction value | Fee |
|---|---|
| Up to $1,000 | $55 |
| Up to $5,000 | $75 |
| Up to $10,000 | $100 |
| Up to $15,000 | $125 |
| Up to $20,000 | $150 |
| Plan review | $50 |
| Re-inspection | $75 |
| Beginning work without a permit | $250 administrative fee |
| On every permit | 2% state levy plus a $10 technology fee |
A $12,000 heat pump and air handler with a refrigerant change is $110, plus $2.20 levy and $10: $122.20.
Inspections
- New construction, additions and alterations: rough-in and final.
- New or replacement gas appliance: rough-in and final.
- Existing homes: a final for new and replacement units; a system replacement "with different refrigerant type will require a rough in and final inspection".
Book them in the City's online permitting system, up to five working days ahead and before 8 a.m. for the day you want. The permit holder must provide a ladder if the inspector needs the attic or roof.

HVAC grew 16% in the second year while plumbing and electrical stayed flat, and it is the slowest of the three to close: 72.8% finished against 86 to 87% for plumbing and electrical. More than a quarter of the first year's HVAC permits had no final after at least a year, so ask your installer to book the final and send you the result. June to August is the busy stretch. What this does not tell you
The City's file names no contractor and has no job value. Final and Closed both count as finished; like-for-like swaps that needed no permit are not in it at all.
How we know this
The permit list, like-for-like exception, applicant requirements, fees and inspection stages are quoted from the City of Virginia Beach Planning Department's Trades Permits page (Mechanical FAQs), read 24 October 2026. Our counts are the City's Building Permits Applications open data, read 18 October 2026: residential mechanical permits issued October 2024 to September 2026; days to final are the median for permits issued October 2024 to September 2025.
Numbers come from public permit records in 57 cities, data through October 18, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace a heat pump in Virginia Beach?
Not for a true like-for-like swap: the City's mechanical FAQ says like-for-like replacements do not require a mechanical permit. Like for like excludes fuel-fired equipment and a change of refrigerant type, and a heat pump in a new location or without a direct duct replacement needs a permit.
- Does switching to an A2L refrigerant system need a permit in Virginia Beach?
Yes. The City says like for like 'does not include replacement of equipment with different refrigerant type', and a system replacement with a different refrigerant type needs a rough-in and a final inspection. The City also posts a Residential RDS and A2L Refrigerant Piping Testing Certificate.
- How much is a mechanical permit in Virginia Beach?
$50 plus $5 per $1,000 of construction value: $55 up to $1,000, $100 up to $10,000 and $150 up to $20,000. Every permit adds a 2% state levy and a $10 technology fee, and starting work without a permit costs a $250 administrative fee.
- Can a homeowner pull an HVAC permit in Virginia Beach?
Yes. The City's mechanical FAQ lists what an owner gives: name, address, approximate cost of materials as the contract value, and a signature. A contractor gives its Class A, B or C Virginia registration number and a registered master tradesman's signature.
- How long does an HVAC permit take in Virginia Beach?
For permits issued October 2024 to September 2025, the usual HVAC permit with a final date reached it 42 days after issue; the middle half took 12 to 120 days. 72.8% were finished, against about 87% for plumbing and electrical.
