The District's rule
DOB's How to Get a Permit page (read 24 October 2026) lists "New and replacement HVAC equipment" and "New and replacement gas appliances" as permit work and says "Only licensed DC contractors for the specific trade may apply for these permits." DOB's trade permit submission rules quote the code: work is performed by a "refrigeration and air-conditioning mechanic licensed pursuant to D.C. Official Code", and someone filing for the licensee needs a typed letter with the licensee's original signature and a copy of the master license.
Which instant permit fits
From DOB's instant permits page:
| Job | Instant permit | Who can get it |
|---|---|---|
| "Installing not more than one new air conditioning unit, up to a maximum of 10 tons" | Mechanical | Licensed contractor |
| "Repairing not more than one existing refrigerating or cooling unit" (10 tons max); converting one unit to an environmentally safe refrigerant | Mechanical | Licensed contractor |
| Replacing one gas furnace, boiler or other gas appliance | Gas Fitting | Licensed contractor |
| "Repair or replacement of ductwork for a single HVAC system" | Building instant permit | Property owner can obtain |
| "Replacement in kind of a bathroom or kitchen exhaust fan" | Building instant permit | Property owner can obtain |
| More than one unit, a new system with new ducts, or anything else | Standard permit | Licensed contractor |
DOB says instant permit fees "average $36.30". A 10-ton cap covers any house system, so the usual swap of one condenser or heat pump is an instant permit; a two-zone house with two outdoor units is two jobs or a standard permit.
How it works
- The licensed HVAC contractor applies and pays online through the "Apply for a Permit" link on DOB's instant permits page.
- The permit issues online once paid.
- When the work is done, schedule the DOB inspection. If you are in a historic district, a new outdoor unit visible from the street may need preservation review; DOB's exemptions apply only outside historic districts.
What 9,905 DC HVAC permits show
From Washington, DC HVAC permits, October 2024 to September 2026:
| Measure | DC HVAC permits |
|---|---|
| Issued | 9,905 (11% of all DC permits) |
| Last 12 months / 12 months before | 5,047 / 4,858 (+4%) |
| Filed as Mechanical / Alteration and Repair / Boiler | 8,872 / 761 / 168 |
| Busiest / quietest month (index) | July (134) / November (71) |
| ZIPs with the most | 20002 (1,074), 20011 (869), 20001 (768) |
July runs a third above an average month and November 29% below it: replacements cluster when cooling fails. If yours can wait, a late-autumn install means a quieter permit counter and a less booked installer. More on DC permit statistics and browse DC permits.
Before you hire
Check the address in Scout for earlier mechanical permits, using the Washington, DC building permit search guide, and ask the installer for the DC license number. Rules elsewhere are in do I need a permit for HVAC replacement; national costs in HVAC replacement cost.
What this does not tell you
The District's file names no contractor and carries no job value, so there are no firm lists or costs. DOB seldom closes a permit's status and records no final dates, so we show no finished share or time to final. A gas furnace swap can show up as a gas fitting permit under plumbing rather than here.
How we know this
Rules are quoted from DOB's Instant Permits for Simple Scopes of Work and How to Get a Permit pages and its Submission Requirements for Trade Permits, read 24 October 2026. Our counts are DOB's building permit file on DC GIS, read 19 October 2026: mechanical, boiler and HVAC alteration permits issued October 2024 to September 2026.
Numbers come from public permit records in 57 cities, data through October 19, 2026. Nobody paid to be on this page and nobody can.
