What each job was filed at

"Usual" is the middle permit: half were filed for less, half for more. "Middle half of firms" takes every firm with three or more permits in the trade, finds each firm's usual job, and shows the band the middle 50% of firms sit in; it is the number to hold a quote against. A dash (—) means we don't show that figure: in the days column, too few permits of that type carry a completion date to give a usual figure.

What moves the price in Wheaton

The home. Each cost page splits firms into thirds by the usual value of the homes they work on (DuPage County 2025 assessments, multiplied by three because Illinois assesses at a third of market value outside Cook County). Wheaton's single-family value figure is $454,000.

Job Firms on the least expensive third Firms on the most expensive third
Deck, porch & pergola $5,330 $29,990
Patio $6,000 $23,925
Remodel $26,940 $73,850
Windows & doors $7,268 $14,016
Roof replacement $14,000 $17,960

Figures from each cost page, data of 19 October 2026. Decks and patios run four to six times higher on the most expensive third of homes; roofs rise by about a quarter.

The firm. In remodels the ten busiest firms usually file $76,821 a permit, against $37,205 for the 119 firms with fewer than ten permits (Wheaton remodel cost page). In electrical work it runs the other way: the ten busiest usually file $373, the 106 smaller firms $5,818 (Wheaton electrical cost page), so the busiest electrical filers are mostly doing small add-on jobs.

The season. Roofing permits peak in October (index 181, where 100 is an average month) and are fewest in December (17). We have no prices by month.

What a Wheaton permit costs

From Appendix B of the City Code as set by Ordinance O-2025-04 (B-7, building, plan review, permit and inspection fees; read 22 October 2026). For permits charged by valuation, excluding the electrical, plumbing, mechanical and fire-protection parts:

Value of the work Fee
Up to $5,000 $100
$5,001 to $10,000 $150
$10,001 to $20,000 $200
$20,001 to $30,000 $400
$30,001 to $40,000 $540
$40,001 to $50,000 $720
$90,001 to $100,000 $1,620
Over $100,000 $1,620 + $5 per $1,000 over
New single-family home $6,000 flat ($2,000 at submittal + $4,000 at issue)

A roof at the usual $15,432 falls in the $200 band; a remodel at the usual $44,063 in the $720 band.

Filed value is not the price

  • The City can reject a low number. The fee schedule says the valuation must include all materials and labor, that an application with an underestimated valuation will be denied unless the applicant supports it, and that the director may use RS Means square-foot costs or ask for the contract.
  • Bands, not rates. Because the fee steps in bands, writing $19,900 instead of $20,500 halves the fee; a cluster of values just under a band edge is worth a look on the compare page.
  • New homes are flat. A $6,000 flat fee gives no reason to shade a new home's value.

Check a quote in five minutes

  1. Find your job in the table and open its cost page.
  2. Put your quote against the "middle half of firms" band. Inside it is normal here; above it, ask what the extra covers.
  3. Open compare firms, find the contractor, and read its usual filed value, permit count and finished share.
  4. Ask whether the price includes the permit and the final inspection; the usual fence permit here took 375 days to reach final.

How we know this

Every row is a permit type with a cost page: the City of Wheaton issued at least 100 priced permits of it in the window 2023-10 to 2026-09, making up at least 80% of the type. Usual = median of the permits that carry a value; middle half of firms = 25th to 75th percentile of the usual value of firms with three or more permits in the trade (shown when at least eight firms qualify); days = median from permit issue to final inspection. Home-value thirds and busiest-firm figures are copied from each job's cost page and dated. Fees are quoted from the ordinance linked under Sources.

Numbers come from City of Wheaton permits on homes (the city's permit application and inspection exports), data through October 19, 2026. Nobody paid to be on this page and nobody can.
