The Bismarck rule
The Building Inspections Division's Permits Are Required For page (read 23 October 2026) lists, among others, "HVAC", "Furnace", "Water Heater", "Boiler", "Air Conditioner" and "Unit Heater", and adds: "If you are unsure if your project requires a permit, please contact the Building Inspection Division at (701) 355-1465." It gives no exemption for a like-for-like swap.
What it costs
From the City's Additional and Trade Permit Fees sheet (last revised 1/10/2018), mechanical/HVAC permits:
| Total cost of job | Permit cost |
|---|---|
| Up to $2,000 | $40.00 |
| $2,001 to $20,000 | $40.00 for the first $2,000 plus $1.65 for each additional $1,000 |
| $20,001 to $100,000 | $69.70 for the first $20,000 plus $1.10 for each additional $1,000 |
Worked out for our numbers: a $1,800 job pays $40; the usual $4,435 job about $44 to $45; a $5,200 job about $45 to $47. The permit is a rounding error on the job, so a contractor who skips it is not saving you money.
Who pulls it
A City-licensed mechanical installer. Bismarck licenses "Mechanical / HVAC Installers" itself; the Mechanical Installers exam is based on the 2021 International Mechanical Code and Fuel Gas Code. Confirm the license with Building Inspections on 701-355-1465.
With a state contractor license over $4,000. The Secretary of State's contractor page: "When the cost, value, or price of a job exceeds $4,000, the person doing the work must be licensed as a contractor in North Dakota (NDCC ch. 43-07)." The usual Bismarck replacement, $4,435, is over that, so most furnace-and-AC jobs need both licenses. Check the state one on FirstStop.
The City pages we read do not say whether a homeowner may take the mechanical permit for their own furnace; ask Building Inspections.
Inspections
From Required Inspections:
- Fuel gas, if the gas piping is touched: after piping, fittings and valves are in and before they are covered; "A 20psi air test must be placed on the gas piping system and verified by an inspector." The contractor calls the utility after the line is tagged.
- Mechanical: after ducts are installed and "all fuel burning appliances have been vented to the outdoors"; "All manufacturers installation instructions must be available at the time of inspection."
- Final, after the permitted work is complete. "Final inspections must be scheduled 24-hours in advance."
Requests made before 3:30 p.m. may be done the same day. Book through eTRAKiT a day ahead or call 701-355-1465; the Building Inspections page says the permit status must be ISSUED to request one.
What 2,098 Bismarck replacement permits show
| Measure | Bismarck furnace and AC replacement |
|---|---|
| Permits on homes, October 2023 to September 2026 | 2,098 |
| Firms | 23 |
| Firms with a permit in the last 12 months of the file | 19 |
| Share held by the busiest firm / five busiest | 45.1% / 88.0% |
| Usual job value on the permit | $4,435 |
| Middle half of firms' usual job (15 firms with 3+ permits) | $1,800 to $5,200 |
| Finaled (permits a year or more old) | 24.5% |
| 10th / 90th-percentile firm (10+ permits) | 3.1% / 62.1% |
| Busiest / quietest month | July (125) / March (68) |
This is one of the most concentrated trades on the site: 23 firms, five of them holding 88.0% of permits. The finaled share is low for everyone (24.5%), which is how replacement permits are closed in Bismarck's records rather than proof of abandoned work, so compare firms on it only relative to each other: the spread runs from 3.1% to 62.1%. The filed values are useful on their own: half of firms' usual jobs fall between $1,800 and $5,200, which separates a straight AC or furnace swap from a full system.

What this does not tell you
The fee sheet is dated January 2018; confirm the amount when you apply. The fee rounding (whether a partial $1,000 counts) is not stated, so our worked amounts are a range. Bismarck's permit system starts in September 2022, so no firm has a record here before then.
How we know this
The permit list, inspection steps and scheduling rules are quoted from the City of Bismarck Building Inspections pages (Permits Are Required For, Required Inspections, Building Inspections), read 23 October 2026; fees from the City's Additional and Trade Permit Fees sheet, last revised 1/10/2018; the $4,000 rule from the ND Secretary of State. Counts are City of Bismarck furnace and AC replacement permits on homes, October 2023 to September 2026; value is the job value filed on the permit and "finaled" uses permits a year or more old.
Numbers come from City of Bismarck TRAKiT building, mechanical, electrical and plumbing permits on homes, data through October 14, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace a furnace in Bismarck?
Yes. The City's 'Permits Are Required For' list names Furnace, Air Conditioner, Water Heater, Boiler and Unit Heater as well as HVAC generally. Call Building Inspections on 701-355-1465 if you are unsure about a job.
- How much is a furnace permit in Bismarck?
The City's trade fee sheet (last revised 1/10/2018) prices mechanical permits by job cost: $40 up to $2,000, then $40 plus $1.65 for each additional $1,000 up to $20,000. So the usual $4,435 replacement in our file pays about $44 to $45.
- Does a Bismarck HVAC contractor need a license?
Two. The City of Bismarck licenses mechanical / HVAC installers itself, and North Dakota requires a state contractor license 'When the cost, value, or price of a job exceeds $4,000' (NDCC ch. 43-07). The usual replacement here, at $4,435, is over that line.
- How long does a furnace permit take to close in Bismarck?
Most never show a final: only 24.5% of Bismarck replacement permits a year or more old were finaled in our file, so we do not show a days-to-final figure for this trade. Ask the installer to request the final; finals must be scheduled 24 hours ahead.
- Who replaces most furnaces in Bismarck?
A few firms: 23 filed the 2,098 replacement permits in our file, and the busiest alone filed 45.1%.
