The Bismarck rule

The Building Inspections Division's Permits Are Required For page lists "Electrical Wiring" alongside plumbing and HVAC (read 23 October 2026), and says to call (701) 355-1465 "If you are unsure if your project requires a permit." It gives no list of exempt electrical jobs.

Where you live decides who inspects. The City's Required Inspections page: "City of Bismarck does NOT have Electrical Jurisdiction in the City of Bismarck ETA. Projects located in the ETA must be inspected by the North Dakota State Electrical Board." For the State Board, the notification rule is that electrical contractors and self-wirers notify it of installations where the cost of new construction or of repair or added work "exceeds five hundred dollars ($500.00)", when a service entrance is installed or altered, and "Before electrical work is concealed."

What it costs

The City's Additional and Trade Permit Fees sheet (last revised 1/10/2018) lists "ELECTRICAL PERMITS $25.00", flat. Plumbing and mechanical permits on the same sheet are priced by job cost, starting at $40. Bismarck electrical permits carry no job value in our file, so we cannot show what the work costs here.

Who pulls it

A licensed electrician, checked on the State Electrical Board's licensed electrician lookup. On jobs over $4,000 the firm also needs a North Dakota contractor license (see the Bismarck contractor license lookup). The State Board's rules refer to "self-wirers"; the City pages we read do not say whether a homeowner may take a City electrical permit, so ask Building Inspections before doing your own wiring.

Inspections

From Required Inspections:

Inspection When
Temporary construction power After the temporary pole and meter are set with GFCI receptacles
Rough-in After wiring, boxes and branch circuits are in, "prior to being concealed"
Electrical service "once permanent service is set"; "required prior to the utilities being energized"
Final After the permitted electrical work is complete and before occupancy

The contractor calls the utility after the service passes and is tagged. Requests before 3:30 p.m. may be done the same day; "Final inspections must be scheduled 24-hours in advance." Book on eTRAKiT a day ahead or at 701-355-1465; the permit must show ISSUED (Building Inspections).

What this does not tell you

The fee sheet is dated January 2018; confirm the amount when you apply. Our file is City of Bismarck permits only, so ETA jobs inspected by the State Board are not in it. Bismarck's permit system starts in September 2022.

How we know this

The permit list, the ETA jurisdiction note, inspection steps and scheduling rules are quoted from the City of Bismarck Building Inspections pages, read 23 October 2026; the fee from the City's Additional and Trade Permit Fees sheet, last revised 1/10/2018; the State Board notification rule from ndseb.com, read the same day. Counts are City of Bismarck electrical permits on homes, October 2023 to September 2026; "finaled" uses permits a year or more old and days run from issue to final.

Numbers come from City of Bismarck TRAKiT building, mechanical, electrical and plumbing permits on homes, data through October 14, 2026. Nobody paid to be on this page and nobody can.
