What the City requires

From the City's New Single Family Residence guideline (revised January 2026, read 23 October 2026):

Stage Cape Coral new single-family home
Application "New Single Family Residence" on the CSS portal ("Mastered Plan Single Family Residence" for a mastered plan)
Who can apply General (CGC), building (CBC) or residential (CRC) contractor, or owner/builder
Always required Site plan; survey; architectural structural plans; energy calculations; truss layout; truss design drawings (TPI) or deferral letter; product approval index sheet; subcontractor forms (x4); burrowing owl gopher tortoise affidavit; Notice of Commencement
May be required Eagle management affidavit; septic receipt; seawall affidavit; utility connection hold harmless agreement; warranty deed
Reviews Building; zoning; planning; stormwater; Customer Billing Services; environmental and floodplain if applicable
Inspections Vary with the scope; Notice of Commencement; stormwater; utility; CO New Construction

Three items are specific to Cape Coral lots: the burrowing owl and gopher tortoise affidavit is required on every new home; a waterfront lot can trigger the seawall affidavit; and a septic receipt and utility connection hold harmless agreement appear on the conditional list. Ask the City which of these your parcel needs before you buy it.

Who can pull it

A Florida-certified general, building or residential contractor, registered with the City (Cape Coral contractor license lookup).

Owner-builders are allowed, with conditions from the City's Owner-Builder Disclosure: "The building or residence must be for my own use or occupancy"; if it "is sold or leased within 1 year after the construction is complete, the law will presume that I built or substantially improved it for sale or lease"; you "must provide direct, onsite supervision"; and anyone unlicensed working for you must be your employee, with tax withholding and workers' compensation.

How to apply

  1. Settle zoning, setbacks and utilities first; the site plan has to show them.
  2. In EnerGov Citizen Self-Service, choose "New Single Family Residence" and upload the documents above. Forms are on the Permit Document Center.
  3. Answer review comments. The City's fee schedule charges $160.00 for a first residential re-submittal when an application is technically incomplete (not for code-correction comments), and $104.00 for the second and third.
  4. Record the Notice of Commencement and book inspections through to the CO New Construction inspection.

What it costs

The permit fee comes from the City's New Construction Permit Fee Schedule on its Permitting Fees page; the City's Residential Building Permits Calculator estimates it for a given house. We could not extract that schedule's figures reliably, so none are quoted here. The Miscellaneous Permit Fee Schedule adds that a 2.5% state surcharge applies to all new construction, that building permit fees drop 15% when a private provider handles plan review or inspections, and that a floodplain review is $55. Utility connection and impact fees may be charged on top of the building permit; ask the City for the full list before you close on a lot.

Before you hire

Look the builder up on the Cape Coral builder list and confirm a Current, Active DBPR license. National prices are in new home construction cost; other cities' rules in do I need a permit to build a house; past permits on a lot in Cape Coral building permit search.

What this does not tell you

The City's open permit file starts in January 2025, so the closed share rests on houses permitted in 2025, and a house started in 2025 may still be legitimately open. The filed value is construction only, as the builder declared it; it leaves out the lot, site work the builder did not include, and impact fees.

How we know this

Requirements, reviews and inspections are quoted from the City of Cape Coral New Single Family Residence guideline (revised January 2026) and Owner-Builder Disclosure (revised 15 September 2026), read 23 October 2026; re-submittal, surcharge and private-provider terms from the Miscellaneous Permit Fee Schedule effective 1 January 2026. Permit counts are City of Cape Coral new single-family residence permits, January 2025 to September 2026; closed share uses permits a year or more old, and days to close is the median from issue to close date.

Numbers come from City of Cape Coral building permits (the city's open permit table starts January 2025), data through October 19, 2026. Nobody paid to be on this page and nobody can.

Questions

  • What do I need for a new home permit in Cape Coral?

The City's New Single Family Residence guideline always requires a site plan, survey, architectural and structural plans, energy calculations, truss layout and truss design drawings (or a deferral letter), a product approval index sheet, four subcontractor forms, a burrowing owl and gopher tortoise affidavit, and a Notice of Commencement.

  • Can I build my own house in Cape Coral as an owner-builder?

Yes. The City lists owner/builder among those who can apply. Under Florida's exemption the house must be for your own use; if you sell or lease it within a year of completion, the law presumes you built it for sale, which violates the exemption. You must supervise the work on site and hire only licensed trades.

  • How much is a new home permit in Cape Coral?

It is calculated from the City's New Construction Permit Fee Schedule; the City publishes a Residential Building Permits Calculator to estimate it. The City adds a 2.5% state surcharge on all new construction and charges $55 per floodplain review, and building permit fees drop 15% with a private provider. Ask the City which utility and impact fees apply to your lot before you budget.

  • How long does it take to build a house in Cape Coral?

In our file the usual new-home permit took 232 days from issue to close, and 92.1% of permits a year or more old were closed.

  • How much does a new home cost to build in Cape Coral?

The usual Cape Coral new-home permit was filed at $416,297 of construction value, and the middle half of builders' usual values ran from $387,294 to $541,944. Land is not included.
