The Cape Coral rule, by job
The City's guidelines on the Permit Document Center (read 23 October 2026) split waterfront work into separate permit types:
| Job | Permit type (EnerGov) | Who can apply | Always required |
|---|---|---|---|
| New wood dock | Marine Improvement, "Dock", "Wood" | CGC, CBC, CRC, marine specialty or marine dock specialty contractor (SCC), owner-builder | Site plan, dock layout, dock details, DEP approval if not on fresh water, burrowing owl/gopher tortoise affidavit |
| Repair, replace or add to a wood dock | Same application | Same | Same |
| Seawall, with or without concrete dock | Seawall, residential | CGC, CRC, CBC, marine contractor, owner-builder | Site plan with the seawall at the property line, City design standards or sealed plans, DEP approval or SAJ-91 (except fresh water), owl/tortoise affidavit |
| Boat lift only (may include pilings) | Marine Improvement | CGC, CBC, CRC, marine contractor, owner-builder | Dock drawing showing the lift, lift engineering (or a notarized hold-harmless letter for a used lift), site plan with projection and setbacks |
Two exemptions and extras worth knowing before you sign:
- Re-decking: "Re-decking not involving the replacement of frame or stringers does not require a permit" (wood dock repair guideline, revised January 2026).
- Boat lift wiring is a separate electrical permit. The boat lift guideline says it must be issued before the lift inspection.
- Notice of Commencement if the job is $2,500 or more (seawall and boat lift guidelines).
- Survey before final: for docks, mooring piles and lifts, the boat lift guideline cites Land Development Code Chapter 4, section 5.4.2: a signed and sealed survey showing the work complies, with an inspection hold until it is reviewed.
- Federal and state approval first: the same guideline says the City permit "IS NOT APPROVAL TO START" and that approval from agencies such as the Army Corps of Engineers comes before construction.
- Turbidity screen: seawall work must have a floating turbidity screen enclosing the site during clearing, jetting and backfilling, kept up 24 hours after work stops (seawall guideline, citing the City's Engineering Design Standards).
A private provider cannot be used on the dock permit types.
Inspections
| Permit | Inspections the City lists |
|---|---|
| Wood dock (new or repair) | Notice of Commencement if applicable; Final Stormpipe if applicable; Marine Final |
| Seawall | Notice of Commencement; Seawall Slab; Seawall Cap Align Tieback; Concrete Dock Form/Steel if a dock is included; Public Works Final Stormpipe if a stormpipe is in the easement; Seawall Final |
| Boat lift only | Notice of Commencement; Marine Federal/State Approval; hold for the signed and sealed survey; Boatlift/Wood Dock/Pilings |
The seawall and boat lift guidelines are older (last revised June 2020) and list a six-month expiration; confirm current terms when you apply.
What it costs
From the City's Miscellaneous Permit Fee Schedule, effective 1 January 2026. None of these lines carries the asterisk the schedule uses for the 2.5% state surcharge.
| Fee | Amount |
|---|---|
| Marine Improvements – Residential (other than seawalls, concrete docks and retaining walls) | $175.00 |
| Seawall – Residential | $147.00 |
| Seawall Repair | $240.00 |
| Seawall Alternative | $267.00 |
| Concrete Dock | $280.00 |
| Boatlifts / davits – Residential (stand-alone permit only) | $107.00 |
| Boat Canopy | $147.00 |
| Piling | $320.00 |
| Re-inspection, first / second | $48.00 / $67.00 |
The fee guidelines printed inside the 2020 seawall and boat lift sheets ($110.25 and $80.25) are out of date; the 2026 schedule above is the current one. It says "Additional fees may apply."
How to apply
- Get the DEP approval (salt or brackish water) and, for a lift, the lift engineering.
- In EnerGov Citizen Self-Service, choose Marine Improvement (dock, lift) or Seawall and upload the documents above. Owner-builders add the owner-builder affidavit.
- Pull the electrical permit for the lift if there is one, then book inspections in the same portal.
What 2,889 Cape Coral marine permits show
| Measure | Docks, seawalls and lifts |
|---|---|
| Permits on homes, January 2025 to September 2026 | 2,889 |
| Firms | 170 |
| Firms with a permit in the last 12 months | 120 |
| Usual filed value (middle half of firms) | $16,000 ($5,000 to $27,795) |
| Closed (permits a year or more old) | 97.1% |
| Usual days from issue to close | 58 |
| Share of permits held by the 5 busiest firms | 48.6% |
| Firms matched to an active DBPR license | 98.8% |
| Busiest / quietest month | May (130) / October (78) |
The middle half of marine firms' usual jobs runs from $5,000 to $27,795, because the category mixes a lift or canopy with a full seawall and dock. The work is concentrated: five firms hold 48.6% of permits, and 30 firms with 10 or more permits closed between 86.0% and 99.4% of them (10th to 90th percentile). May runs at 130 against an average month of 100. Counts by month are on Cape Coral permit statistics.

Before you hire
Compare firms on the Cape Coral docks and seawalls list, check the license in the Cape Coral contractor license lookup, and read hiring a dock builder for the questions to ask. Earlier permits on your seawall are in Cape Coral building permit search; the City Clerk also holds dock plans.
What this does not tell you
The City's open permit file starts in January 2025, so the closed share rests on 2025 permits only. Filed values are the contractor's figure. A closed permit means the City's final passed; it does not show the DEP or Army Corps side.
How we know this
Permit types, applicants, documents and inspections are quoted from the City of Cape Coral's residential seawall, wood dock and boat lift guidelines on its Permit Document Center, read 23 October 2026; fees from the Miscellaneous Permit Fee Schedule effective 1 January 2026. Counts are City of Cape Coral permits on residential parcels classified as docks, seawalls and boat lifts, January 2025 to September 2026; closed share uses permits a year or more old.
Numbers come from City of Cape Coral building permits (the city's open permit table starts January 2025), data through October 19, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to build a dock in Cape Coral?
Yes. A new wood dock, or repairing, replacing or adding to one, is a Marine Improvement permit on the City's EnerGov portal, and it needs DEP approval if the lot is not on fresh water. Re-decking that does not replace the frame or stringers needs no permit.
- How much is a seawall permit in Cape Coral?
The City's 2026 fee schedule lists Seawall – Residential at $147, Seawall Repair at $240 and Seawall Alternative at $267. A residential dock is $175 (Marine Improvements, other than seawalls and concrete docks), a concrete dock $280 and a stand-alone boat lift $107.
- Can a homeowner pull a dock permit in Cape Coral?
Yes, as an owner-builder with the owner-builder affidavit. Otherwise the City accepts a general, building or residential contractor or a marine specialty contractor.
- Does a boat lift need its own permit in Cape Coral?
A lift added on its own is a Boatlift Only permit ($107 in 2026), and wiring it needs a separate electrical permit. A lift built with a new dock goes on the dock permit, with the lift engineering attached.
- How long does a dock or seawall permit take to close in Cape Coral?
The usual marine permit in our file closed 58 days after it was issued, and 97.1% of those a year or more old were closed.
