The Cape Coral rule

From the City's Pool (In-Ground) guideline (revised January 2026, read 23 October 2026):

Item What the City requires
Application "Pool: Above Ground, In Ground, Spa, Renovation, Koi Pond, Fountain", type "In Ground"
Who can apply Pool contractor (CPC), general contractor (CGC), or owner-builder
Always required Site plan; pool layout; pool engineering; manufacturer specifications; hydraulic flow velocity calculations and pump curve; impervious surface calculation worksheet; electrical subcontractor form; burrowing owl/gopher tortoise affidavit
May be required Notice of Commencement; FEMA packet or elevation certificate; eagle management affidavit; pool subcontractor form; City hold harmless agreement (public utility easement)
Review Building, zoning; planning, environmental and floodplain if applicable

The impervious surface worksheet is not required in planned subdivisions. A builder using a pre-approved design files under the separate "Mastered Pool (In-Ground)" guideline.

Barrier: when the permit is issued the City adds two documents for the homeowner, "(1) Residential Swimming Pool Safety Act (2) 362 Safety Barrier Guidelines for Pools". The cage or fence is inspected as part of the pool permit.

The inspections

Order Inspection
1 Notice of Commencement, if applicable
2 Pool/Spa Steel and Bonding
3 Pool/Spa Deck/Bond/Pressure
4 Footer or Retaining Walls, if applicable
5 Aluminum Structure for Pool, or Fence for Pool
6 Final Survey (Drainage)
7 Pool/Spa Electric Final

The Final Survey (Drainage) is a document someone has to order; ask your builder who orders it and when.

Renovating a pool is its own permit type (Pool Renovation guideline): same applicants, a scope of work, site plan and pool layout, and one inspection, the Structural Pool Final. Pool heaters (electric, gas, solar) have separate guidelines on the Permit Document Center.

What it costs

From the City's Miscellaneous Permit Fee Schedule, effective 1 January 2026; lines marked * add the 2.5% state surcharge:

Fee Amount
Swimming Pools – Residential* $307.00
Spa – Residential* $255.00
Spa – Above Ground* $147.00
Pool Deck Addition* $361.00
Swimming Pools – Above Ground with electric $87.00
Floodplain review $55.00 per review
Re-inspection, first / second $48.00 / $67.00

Against a usual filed value of $64,508, the permit fee is well under 1% of the job. The schedule gives 15% off building permit fees when a private provider does plan review or inspections.

How to apply

  1. The builder assembles the engineering, layout, hydraulic calculations and electrical subcontractor form.
  2. File in EnerGov Citizen Self-Service under the pool application, type "In Ground". Owner-builders add the owner-builder affidavit and take on the subcontractors' licensing.
  3. Book each inspection in the portal in the order above; the electric final is last.

What this does not tell you

The City's open permit file starts in January 2025, and only permits a year or more old count toward the closed share, so a pool still under construction is not held against its builder. Filed values are the builder's figure, not the contract.

How we know this

Permit requirements, applicants and inspections are quoted from the City of Cape Coral's residential In-Ground Pool and Pool Renovation guidelines, revised January 2026 and read 23 October 2026; fees from the Miscellaneous Permit Fee Schedule effective 1 January 2026. Counts are City of Cape Coral permits on residential parcels classified as swimming pools, January 2025 to September 2026; closed share uses permits a year or more old.

Numbers come from City of Cape Coral building permits (the city's open permit table starts January 2025), data through October 19, 2026. Nobody paid to be on this page and nobody can.
