Chattanooga building permit search: the LDO web portal, ChattaData and records

For a Chattanooga, Tennessee building permit, start with the City Land Development Office (LDO) web portal. The City says "Permits can be applied for through our Web Portal at any time" (Land Development Office, read 24 October 2026); its page does not list what the portal searches by. For a list you can filter, the City also publishes every permit nightly as All Permits on ChattaData. In that file, the City issued 13,353 residential permits from October 2024 to September 2026, and the usual one took 92 days to reach Complete.

Where to look for Chattanooga permits

The LDO permits work inside the City of Chattanooga. Unincorporated Hamilton County, East Ridge, Red Bank, Signal Mountain and the other towns run their own permit offices.

Tool Search by What it shows
LDO web portal Not listed on the City's page Permit applications and their progress
All Permits (ChattaData, refreshed nightly) Any column Permit type, status and the contractor company on about seven in ten residential permits; our source
LDO building permits, (423) 643-5894, ldobuildingplansreview@chattanooga.gov Address, permit number Building permits, plan review and inspections
LDO trade permits, (423) 643-5884, Ldopermits@chattanooga.gov Address, permit number Electrical, plumbing, mechanical and gas permits

The LDO counter is at the Development Resource Center, 1250 Market Street, Suite 1000, open Monday to Friday 8am to 4pm, the City says.

How to look up the permits on a Chattanooga address

  1. Open the LDO web portal and search for the street address or the permit number on your paperwork (residential electrical numbers look like E-24-1891). The City's page does not list the portal's search fields.
  2. Or download All Permits and filter its address column to the street; the file also has the status and contractor company columns.
  3. Expect several permits per job. A new house gets separate building, electrical, plumbing, mechanical and gas permits.
  4. Check each permit's status (table below) and, where named, that the contractor matches the one on your contract.
  5. If you cannot find it, call the LDO building or trade permit line above with the address.

What the statuses mean

The City's All Permits file has three status values:

Status in the City data What it means How we count it
Complete The City closed the permit out Finished
Active Issued, not yet complete Open
Stopped Work halted on the permit Open

There is no expired status, so a lapsed permit still reads Active. The file's completion date is empty, so we time a permit to the date its status last changed to Complete. Of the residential permits issued October 2024 to September 2025, 50.0% were Complete and 50.0% still open by our 18 October 2026 snapshot.

When the record is not online

The City takes Tennessee open records requests through the Chattanooga Open Records Center, linked from its Open Records page, where you can browse existing records or submit and track a request. The page cites Tenn. Code Ann. § 10-7-503: "any citizen of Tennessee has the right to personally inspect a public record" (read 24 October 2026). Name the address and the years you need.

To check a licence behind a firm name, see How to check a contractor's license in Tennessee.

What this does not tell you

We count residential permits only, and we have not matched contractor names to state licence records, so the firm list is a count of permits filed, not a rating. The file carries no job value, so we show no costs.

How we know this

The portal wording, contacts and counter hours are from the City of Chattanooga's Land Development Office page, and the records route from its Open Records page, both read 24 October 2026. Our counts are the City's All Permits file on ChattaData, read 18 October 2026: residential permits issued October 2024 to September 2026.

Numbers come from public permit records in 57 cities, data through October 18, 2026. Nobody paid to be on this page and nobody can.
