The Bellevue rule

The side sewer is the private sewer connection from the house to the City's main, and under Bellevue's permit conditions the owner accepts full responsibility for work done on it. From Bellevue's work requiring permits FAQ and Side Sewer Permit page, read 23 October 2026:

Job Permit
Minor repair of an existing side sewer Side sewer permit (repair)
Replacement or revision Side sewer permit
Adding another connection, or a new connection to the main Side sewer permit
Relining or pipe bursting Side sewer permit; Utilities publishes separate guidance on both
Any work in the street or a public easement Also a right-of-way permit; "Repair permits cannot include work in the Right of Way"
Long runs or large excavations May also need a clearing and grading permit
Storm drain connection A separate storm drainage connection permit

Bellevue issues this one through Utilities review, not the plumbing counter. Applications go in on MyBuildingPermit with a Bill-to Form, the King County Sewer Use Certification (residential) and a site plan; a joint use agreement, recorded easement, right-of-way permit or as-built packet may be required during review.

What the inspector checks

Bellevue's Side Sewer Permit Conditions (read 23 October 2026) are part of the permit, and the owner and contractor are taken to have read them. The ones that change a quote:

  • No backfill before inspection. Work covered without approval "shall be uncovered for inspection at no cost to the utility."
  • Bedding. Pipe bedded in 5/8-inch minus crushed rock, "Do not use pea gravel." In the right of way, a compaction test report goes to the inspector.
  • Couplings. "Flexible rubber couplings (e.g., Fernco and Calder-style couplings) are not allowed" on the main or the 6-inch lateral; use a size-on-size mechanical coupling.
  • Pipe in the right of way. At least 6 inches, PVC SDR 35 minimum.
  • Tapping the main. On 8-inch and larger concrete, metal or clay mains, the hole is cored by "a qualified coring contractor at the Owner's expense in the presence of the utilities inspector."
  • Final. The contractor attends the final with the inspector; deficiencies "shall be corrected within seven (7) days".
  • Easements. Work in an existing easement needs 48 hours' written notice to the grantor and Bellevue Utilities, or a stop work order is posted.

A preconstruction meeting on site can be booked on 425-452-6875 with inspection code 630. Call 811 before digging.

What it costs

From Bellevue's Utilities Permit Fees page, read 23 October 2026:

Side sewer permit (UA) Review Inspection Total
Single family side sewer repair only No review fee $216 $216
Single family residential $325 $432 $757
Commercial, multifamily, interceptors, on-site maintenance $432 $648 $1,080
Hourly rate beyond that $216 $216

A right-of-way permit, any clearing and grading permit and the coring contractor are on top. Bellevue's side sewer permits carry no job value, so we have no local price figure; get the scope (repair, full replacement, liner or burst) in writing before comparing quotes.

Who does the work

The permit conditions bind "the property owner (owner), his designated agent or his contractor". Bellevue cannot issue a permit to a contractor "without verifying that the contractor is currently registered" with Washington L&I (Contractor Registration Requirements). 89.9% of Bellevue side sewer firms in our file held an active L&I record; 29 (9.8%) held one that had expired or been suspended. Bellevue's pages read for this guide do not say whether an owner may dig their own side sewer; ask Utility Review on 425-452-4187.

What 1,386 Bellevue side sewer permits show

Measure Bellevue side sewers
Permits on homes, October 2023 to September 2026 1,386
Firms 296
Firms with a permit in the last 12 months of the window 140
Closed (permits a year or more old) 90.7%
Usual days from issue to close 189
10th / 90th-percentile firm's closed share (10+ permits) 82.5% / 96.9%
Firms under 70% closed 3 of 29
Firms with one permit only 149 (50.3%)
Busiest / quietest month (100 = average) May (112) / September (80)

Side sewers close better than any other Bellevue trade we track: 90.7%, with even the 10th-percentile busy firm at 82.5%. That fits a permit where the trench cannot be backfilled until the inspector signs off. The 189-day usual close is long partly because home builders file side sewer permits for new houses too, and those stay open while the house is built. Half the firms (50.3%) filed a single permit, so the firms with a record are worth finding on the compare list.

What this does not tell you

Bellevue loads finals with a lag. Our count is side sewer permits on homes, including those filed for new houses, so it is not a count of repairs. Fees on the City's page are for the Utilities permit only.

How we know this

Permit rules, required documents, fees and inspection conditions are quoted from the City of Bellevue's work-requiring-permits FAQ, Side Sewer Permit page, Utilities Permit Fees page, Side Sewer Permit Conditions and contractor registration page, read 23 October 2026. Counts are City of Bellevue side sewer permits on single-family homes and condo units, October 2023 to September 2026; closed share uses permits a year or more old, and days to close is the median from issue to final.

Numbers come from City of Bellevue permits on single-family homes and condo units, data through October 18, 2026. Nobody paid to be on this page and nobody can.
