Do I need a solar permit in Elk Grove? Yes: SMUD's letter first, three-day review or SolarAPP+, and the state fee cap

Yes: Elk Grove requires a building permit for rooftop solar, because its code requires one for "any electrical, gas, mechanical or plumbing system" and the electrical exemptions stop at minor repairs. Installers and builders pulled 3,735 solar and battery permits on Elk Grove homes from October 2023 to September 2026, and the usual one reached its final inspection 109 days after issue.

Two routes to the permit

Standard City review SolarAPP+
Who can apply Licensed contractors and registered members of the public "Only licensed contractors (C46, C10, B)" after IREC training
Before you apply SMUD approval letter Design checked by the SolarAPP+ software
System size Two tiers: up to 38.4 kW, and over "Maximum of 38.4 kilowatts" at Step 1
Review time At least 3 business days first review, 3 for each resubmittal (up to 38.4 kW); 10 and 7 over 38.4 kW Automated; the City's page gives no time
Extra fee — $25 processing fee; first three revisions free, $25 after
Not eligible — Ballasted systems, building-integrated PV, services over 400A

Sources: the City's Residential Solar Photovoltaic Permit and SolarAPP+ pages, read 23 October 2026. SolarAPP+ projects may include "up to 400A main service, 225A service disconnect switches and 225A busbars"; batteries go through a separate solar-and-storage training path, so ask your installer which route a solar-plus-battery job takes. The City's SolarAPP+ page also says, in its FAQ, that there is no total wattage limit, which conflicts with the 38.4 kW figure; confirm with the City if your system is large.

The standard route, step by step

  1. Get SMUD's approval letter. The City says an "Approval letter from the Sacramento Municipal Utility District (SMUD) is required prior to submitting". SMUD's solar team: (916) 732-6420.
  2. Combine one PDF. "Combine the SMUD letter, specifications, and construction plans into a single PDF", with a complete set of construction plans.
  3. Register and apply. Contractors register through the City's licensed contractor form; members of the public use eTRAKiT's general registration. Pay the plan review or permit fee in eTRAKiT.
  4. Plan review. At least three business days for the first review of a system up to 38.4 kW.
  5. Inspection. "You must have the building permit, approved plans, and any supporting documents available for the building inspector." Inspections are scheduled from the eTRAKiT dashboard (Minor Residential Building Permits).

What the fee can be

The City's solar pages list no dollar amount. California's Government Code §66015 (read 23 October 2026) caps what a city may charge for a residential rooftop solar permit at "four hundred fifty dollars ($450) plus fifteen dollars ($15) per kilowatt for each kilowatt above 15kW", effective 1 January 2024 and in force until 1 January 2034. A city may charge more only if it adopts a written finding, by resolution or ordinance, that its reasonable cost is higher. For any system of 15 kW or less that cap is $450; whether Elk Grove charges less is something the eTRAKiT invoice will show.

Who should install it

CSLB's C-46 Solar classification, or a C-10 electrical contractor, covers solar; a B general contractor can submit SolarAPP+ jobs too. Check the license on CSLB's Check a License. More in the Elk Grove contractor license lookup.

What 3,735 Elk Grove solar permits show

Measure Elk Grove solar and battery
Permits on homes, October 2023 to September 2026 3,735
Firms 115
Firms with a permit in the last 12 months of the file 69
Usual filed value $9,234
Middle half of firms' usual value $15,000 to $29,730
Finaled (permits a year or more old) 96.1%
Usual days from issue to final 109
Share held by the five busiest firms 73.0%
Firms matched to an active CSLB license 84.3%
Busiest / quietest month October (index 182) / December (73)

Two cautions on reading this. Production homebuilders pull solar permits on the new houses they build, and two are among the five busiest solar filers, so the file mixes builder installs with retrofits. The usual filed value, $9,234, also sits below the middle half of firms' usual values, because the busiest filers write lower values on their permits than most smaller firms do; treat it as a floor, not a price. And Elk Grove solar permits almost always close: 96.1% of those a year or more old were finaled, so an installer with open permits stands out. Prices by system value are on the Elk Grove solar cost page; national figures in solar panel installation cost.

What this does not tell you

Elk Grove permits carry no license number, so our CSLB match is by business name and phone; 13.0% of solar firms did not match, which is our gap, not proof they are unlicensed. The City's site blocks automated reading, so its pages were read through a page reader. SMUD's interconnection approval is a separate step our file does not cover.

How we know this

Submittal and review rules are quoted from the City of Elk Grove's Residential Solar Photovoltaic Permit, SolarAPP+, Do I need a building permit? and Minor Residential Building Permits pages, and the fee cap from California Government Code §66015, read 23 October 2026. Counts are City of Elk Grove TRAKiT solar and battery permits on homes, October 2023 to September 2026; "finaled" uses permits a year or more old, and license status is our match against CSLB's license file.

Numbers come from City of Elk Grove TRAKiT building permits on single-family, duplex, mobile-home and ADU homes, data through October 16, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit for solar panels in Elk Grove?

Yes. Elk Grove requires a permit for any regulated electrical system, and its exempt list covers only minor repairs and plugging portable equipment into existing outlets. Rooftop solar is applied for on the City's Residential Solar Photovoltaic Permit page or through SolarAPP+.

  • How long does a solar permit take in Elk Grove?

The City says to allow at least three business days for the first plan review of a system up to 38.4 kW, and ten for a larger one. In our file the usual Elk Grove solar permit reached its final inspection 109 days after issue.

  • How much is a solar permit in Elk Grove?

The City's pages do not list the fee. State law (Government Code 66015) caps a residential rooftop solar permit fee at $450 plus $15 per kW above 15 kW unless a city adopts written findings to charge more. SolarAPP+ adds a $25 processing fee.

  • Do I need SMUD approval before applying for a solar permit in Elk Grove?

Yes. The City says an approval letter from the Sacramento Municipal Utility District is required before you submit, combined in one PDF with the specifications and construction plans. SMUD's solar team is on (916) 732-6420.

  • Can a homeowner use SolarAPP+ in Elk Grove?

No. The City says only licensed contractors with a C-46, C-10 or B license can submit through SolarAPP+, after IREC training. An owner-builder applies through the City's standard solar permit process instead.
