The Oʻahu rule
Honolulu requires a building permit "To erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish any building or structure" (ROH 18-3.1(a), quoted on DPP's Building Permit Requirements page, read 23 October 2026), and its exempt list has nothing for solar. In HNL Build, PV is a Special Category Permit alongside EV chargers and solar water heaters (DPP step-by-step guide).
Two routes:
| Route | When | Review |
|---|---|---|
| Quick (Instant Online) Permit | You land on a dark green box in DPP's eligibility flowchart; estimated value of work no more than $75,000; flood zone D, X or XS | None: "issued without review" once paid |
| Building permit with plans | Flood zones, special districts or open violations, or anything over the Quick Permit limits | Plan review, with a plan review fee |
DPP's solar page adds that "Solar Quick Permits are processing, even if the property is within a Special Management Area (SMA)", while the step-by-step guide says special districts are not eligible; if your parcel shows a special-district flag, ask DPP (808-768-8000, HNLBuild@honolulu.gov) before you file.
Who pulls it
Hawaii requires a licensed contractor "for any project that requires a building, electrical or plumbing permit" (DCCA, Hire a Licensed Contractor), and DPP checks that contractors on an application hold the classes the work needs, giving "Electrical C-13" as its example (HNL Build FAQ). Every contractor named gets an automated email asking it to consent, and "This is required before your application can be processed." The installer should be the contractor on the permit; you can check by searching your address or TMK in HNL Build while logged out.
The HNL Build steps
From DPP's step-by-step guide:
- New Building Permit, then check the Quick Permit flowchart.
- Create a project and answer the land-disturbance question (digging, breaking concrete or exposing soil).
- Find the parcel by address or TMK and read its warnings, violations, flood zone and special-district flags.
- Special Category Permit → Solar PV, Residential use class, and an RE Sub Type ("they will need to select one of the RE Sub Types or they will not be able to continue").
- Scope: module make and model and number of panels. Without an MM# (materials and methods number), upload the manufacturer spec sheet, the installation manual and the UL or other testing-lab listing.
- Estimated value of work (required, no dollar sign).
- Contacts: owner, plan maker and all contractors; a person with two roles is added twice.
- Pay online by card (2.35% service fee) or by check or cash to the department.
- Contractor consent, then upload any requested documents under Submission Requests.
After the permit is issued, the work is inspected and, in DPP's words for instant permits, you "make sure the inspector closes the permit".
What it costs
ROH Table 18-A prices building permits by the total estimated value of work:
| Estimated value | Building permit fee |
|---|---|
| $1,000.01–$20,000 | $12 + $2.20 per $100 or fraction |
| $20,000.01–$50,000 | $82 + $18 per $1,000 or fraction |
| $50,000.01–$100,000 | $286 + $14 per $1,000 or fraction |
At $27,500, a typical Oʻahu filed value, that is $82 + 28 × $18 = $586 by our arithmetic; at $40,000, $802. A permit with plans adds a plan review fee, and DPP's fee calculator and HNL Build ("all fees and fee types will be displayed for review prior to payment") are where to confirm. System prices: Honolulu solar cost.
What 16,068 Oʻahu solar permits show
| Measure | Honolulu solar |
|---|---|
| Permits on homes, July 2022 to June 2025 | 16,068 |
| Installers | 110 |
| Installers with a permit from July 2024 to June 2025 | 66 |
| Usual filed value | $27,500 |
| Middle half of installers' usual job value | $22,000 to $39,949 |
| Closed (permits a year or more old) | 83.4% |
| Usual days from issue to closed | 102 |
| Share held by the busiest installer / five busiest | 29.3% / 63.0% |
| Busiest / quietest month | December (123) / January (76) |
Oʻahu solar is concentrated: Sunrun Installation Svs Inc alone filed 29.3% of the permits, and the five busiest installers 63.0%. Closing rates differ by installer: among the 44 with 10 or more permits, 8 closed fewer than 70%. A solar permit left open is an inspection never passed on your roof, so ask who books the final.

What this does not tell you
The City's open data file stops at 30 June 2025, so our numbers end there; use HNL Build for anything newer. Utility interconnection is a separate approval we do not track. A closed permit means DPP closed the application, not that the system performs as sold.
How we know this
Permit routes and HNL Build steps are quoted from DPP's Solar Permits page, its step-by-step solar guide, its Instant Online Permits and Building Permit Requirements pages and the HNL Build FAQ, read 23 October 2026; fees from ROH Table 18-A, with the $27,500 and $40,000 examples as our arithmetic; the license rule from DCCA, read 22 October 2026. Counts are City & County of Honolulu building permits classified as solar, July 2022 to June 2025; closed share uses permits a year or more old, and days to close is the median from issue to closed.
Numbers come from City & County of Honolulu building permits (DPP), data through July 1, 2025. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit for solar panels in Honolulu?
Yes. Rooftop PV on Oʻahu is a building permit from the Department of Planning and Permitting, filed in HNL Build as a Special Category Permit (Solar PV). Eligible projects get a Quick Permit issued without plan review; the rest need a permit with plans.
- How much is a solar permit in Honolulu?
Building permit fees follow ROH Table 18-A, by estimated value of work: from $20,000.01 to $50,000 it is $82 plus $18 per $1,000 of the total value. On a $27,500 system that works out to $586, by our arithmetic; HNL Build shows every fee before you pay, and card payments carry a 2.35% service fee.
- How long does a solar permit take in Honolulu?
A Quick Permit is issued without review once it is paid and the contractor has consented. After issue, the usual Oʻahu solar permit in our file closed 102 days later, and 83.4% of those a year or more old were closed.
- Who applies for the solar permit on Oʻahu?
Usually the installer, but anyone can start the application in HNL Build. The application must list the owner, the plan maker and every contractor, and each contractor named gets an email asking it to consent; DPP will not process the application until it does.
- Can I get a solar quick permit in a flood zone or SMA?
DPP's solar page says Solar Quick Permits are processing even if the property is in a Special Management Area. Its step-by-step guide says projects in flood zones, special districts or with violations are not eligible for quick permits and need a full permit with plans.
