The Greensboro rule
From the City's Residential Construction page (read 23 October 2026):
| Your remodel | Building permit? | Trade permits? |
|---|---|---|
| Moves or opens a wall, changes structure | Yes: "all construction that is structural in nature" | Separately, for any wiring, plumbing or HVAC |
| Non-structural, over $15,000 | Yes: "non-structural work exceeding $15,000" | Same |
| Non-structural, $15,000 or less | Not on this rule | Still yes: "All electrical, plumbing, and mechanical work needs a separate permit for each trade" |
| Covers new ground (deck, porch, room addition) | Yes: "anytime you cover new ground" | Same |
On the City's wording, a $12,000 bathroom refresh that keeps every wall but moves the shower drain needs a plumbing permit and no building permit; a $20,000 kitchen with new cabinets and no structural change needs a building permit. "For interior alterations only, fill out a Residential Building Permit Application and submit it in person to the Building Inspections Division for approval."
Plan review
The City's Residential Plan Review page requires full review for "interior renovations of heated space" and for attic, basement or garage conversions: "Ten to 14 business days depending on Planning Department approval of site plan, if applicable." Additions outside the existing footprint, including new decks, porches and roofed areas, also need site plan review. Plans must describe all new work and its effect on existing construction; a designer is not required unless there are structural issues.
Who can pull it
A contractor. Under G.S. 87-1 a firm is a general contractor when "the cost of the undertaking is forty thousand dollars ($40,000) or more", and needs an NC general contractor license; check it on the NCLBGC search. Under $40,000 no general contractor license applies, but the electrician, plumber and HVAC contractor still need theirs.
You. A homeowner can take the building permit when "You own and live in the house (must show proof)", sign the affidavit, the house "is not for sale or lease at the time of the request and for at least one year after completion", and "You are going to oversee the work yourself."
How to apply and get inspected
- Apply with Development Services, 300 W. Washington Street, 336-373-2155; "You must pay for the permit at the time of application by check, cash, or credit card."
- Trade permits follow, pulled by each licensed contractor (or by you, for work you do yourself in your own home).
- Inspections through APRIL, 336-373-2400, by 8 pm the business day before.
- Check for Final Inspection Made on the GSO BI Scheduler by address.
What 1,509 Greensboro remodel permits show
| Measure | Greensboro remodel and repair |
|---|---|
| Permits on homes, October 2023 to September 2026 | 1,509 |
| Firms | 405 |
| Firms with exactly one permit | 237 (58.5%) |
| Usual job value on the permit | $35,000 |
| Middle half of firms' usual job (115 firms with 3+ permits) | $25,000 to $64,373 |
| Final inspection made (permits a year or more old) | 85.4% |
| Usual days from issue to final | 126 |
| 10th / 90th-percentile firm (10+ permits) | 69.0% / 95.5% |
| Busiest / quietest month | May (135) / December (78) |
The value numbers sit on both sides of the $40,000 license line: the usual permit is $35,000, and a quarter of remodelers with 3+ permits usually work above $64,373. If a quote is near $40,000, ask for the NC general contractor license number before the scope grows. Most remodelers here are occasional: 58.5% filed one permit in three years, so many quotes come from firms with almost no Greensboro record. This category also includes repair and reroof permits that were filed as building permits.

What this does not tell you
The file covers City of Greensboro permits; houses outside city limits are permitted by Guilford County. The value is what was declared on the building permit, not the final price, and it excludes trade permits, which carry no value. We could not read the building fee schedule.
How we know this
The permit thresholds, homeowner conditions and application steps are quoted from the City of Greensboro's Residential Construction and Residential Plan Review pages, read 23 October 2026; the license threshold from N.C.G.S. 87-1. Counts are City of Greensboro residential alteration, repair and reroof building permits outside the solar and foundation scopes, October 2023 to September 2026; value is the declared construction cost, finished share uses permits a year or more old, and days run from issue to final.
Numbers come from City of Greensboro building and trade permits, data through October 18, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to remodel a kitchen in Greensboro?
If it moves a wall or touches structure, yes; if it is non-structural, only when the work exceeds $15,000. The City says 'you need a building permit for non-structural work exceeding $15,000.' New wiring, plumbing or ductwork needs its own trade permit at any cost.
- Can a homeowner pull a remodel permit in Greensboro?
Yes, if you own and live in the house (with proof), sign the City's affidavit, the house is not for sale or lease and stays that way for a year after completion, and you oversee the work yourself.
- How long does a remodel permit take in Greensboro?
Interior renovations of heated space get full plan review, which the City puts at 'Ten to 14 business days'. After issue, the usual Greensboro remodel permit in our file reached final 126 days later.
- Does my Greensboro remodeler need a general contractor license?
On a job of $40,000 or more, yes (G.S. 87-1). The usual Greensboro remodel permit in our file carries $35,000, and the middle half of remodelers' usual jobs runs $25,000 to $64,373, so many jobs cross the line.
- How much is a remodel permit in Greensboro?
The City says 'The price of the permit is calculated using the cost of the construction' and is paid at application. We could not read the building fee schedule; Development Services on 336-373-2155 quotes the amount.
