The rule
Henderson's posted administrative code ordinance (Municipal Code chapter 15.01, read 23 October 2026) requires a permit before construction unless the work is exempt (15.01.125). For pools the exemption in 15.01.130(L) covers only storable pools "accessory to a single-family dwelling" whose walls are "entirely above the adjacent grade". An in-ground pool, a spa set in a deck, or a pool remodel that changes the shell is permit work. Applications for public pools also need Southern Nevada Health District approval (15.01.190(G)); a pool at a single house does not.
The City's pool documents
The City's Swimming Pools and Spas page (read 23 October 2026) lists these, in versions for the 2024 codes, "effective for submittals received on or after January 2, 2026", and for the 2018 codes:
| Document | Number | What it covers | Author |
|---|---|---|---|
| Swimming Pool | B-110 | "Swimming pool setbacks and details" | Southern Nevada Building Officials |
| Windows at Pools | B-109 | When "safety glazing is required near a swimming pool" | Southern Nevada Building Officials |
| Swimming Pool Safety Barrier | BFS-5 | "Swimming pool safety barrier and details" | City of Henderson Building and Fire Safety |
| Pool Handout | none | "Guideline for application for pool permit and inspection requirements" | City of Henderson Building and Fire Safety |
Two of these change what you buy: BFS-5 sets the safety barrier, and B-109 decides whether windows near the pool need safety glass. Ask the builder to show you how the plan meets both before signing, because a barrier or glazing fix after the shell is in is paid for by someone.
Who pulls it and how
A licensed contractor pulls it in the normal case: in Nevada that is the matching C specialty for pools, or a B General Building license, with a monetary limit above your contract price. Check it on the NSCB License Search. An owner who lives in the house may pull an owner-builder permit under 15.01.230 by signing the "Owner/Builder" statement, but if a builder does the work, don't: the NSCB says "A claimant is not eligible for payment from the Fund if the claimant obtained any building permit for the project", and the fund pays up to $40,000 a claim (Residential Recovery Fund, read 22 October 2026). On a pool, that fund is the main protection if the builder stops partway.
- Apply in DSC Online from Building Online Services, with the plans drawn to B-110 and BFS-5.
- Pay at issue (15.01.260); amounts are in Municipal Code Chapter 15.02, which we could not read, so DSC Online shows yours.
- Follow the inspection list in the Pool Handout, and read each result in DSC Online under "View inspection results".
- Get the final before the last payment, and keep the Done status from DSC Online with your house papers.
What 1,413 Henderson pool permits show
| Measure | Henderson pools and spas |
|---|---|
| Permits on homes, October 2023 to September 2026 | 1,413 |
| Firms | 70 |
| Firms with a permit in the last 12 months | 57 |
| Firms with 10+ permits | 32 |
| Done (permits a year or more old) | 93.4% |
| Usual days from issue to Done | 114 |
| 10th / 90th-percentile firm (10+ permits) | 84.7% / 98.7% |
| Five busiest firms' share | 38.4% |
| Busiest / quietest month | March (index 131) / January (80) |
Henderson pool builders finish: 93.4% of pool permits a year or more old reached Done, and even the 10th-percentile busy builder finished 84.7%. That makes a builder with open pool permits unusual. Time is the variable: the usual pool takes 114 days from permit to final, and filings peak in March, so a pool wanted by summer is best permitted in winter.

What this does not tell you
Henderson publishes no job value on pool permits, so we show no usual price. We have not matched Henderson firms to the NSCB file. The Pool Handout's inspection list is on the City's page; we did not reproduce it. The code text is the City's posted ordinance copy; the adopted text governs.
How we know this
The permit rule, storable-pool exemption and homeowner provisions are from the City of Henderson's posted Building and Fire Safety Administrative Code ordinance (chapter 15.01), and the pool documents from the City's Swimming Pools and Spas page, read 23 October 2026; the Recovery Fund rule from the NSCB, read 22 October 2026. Counts are City of Henderson pool and spa permits on homes, October 2023 to September 2026; "Done" uses permits a year or more old.
Numbers come from City of Henderson development services permits, data through October 14, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit for a pool in Henderson?
Yes for an in-ground pool or spa. Henderson's code exempts only storable pools accessory to a single-family home whose walls are entirely above the adjacent grade.
- What fence does a pool need in Henderson?
The City posts its own Swimming Pool Safety Barrier detail, BFS-5, and a Windows at Pools detail, B-109, for when safety glazing is required near a pool. The pool builder shows the barrier on the permit plans; read BFS-5 for your yard before you sign.
- How long does a pool permit take to final in Henderson?
The usual Henderson pool or spa permit in our file reached Done 114 days after it was issued, close to four months, because the final comes after the whole build.
- Who are the biggest pool builders in Henderson?
By permits in the last 12 months, Anthony and Sylvan Pools Corporation led with 57, followed by Desert Springs Pools and Spas Inc with 40. The five busiest held 38.4% of pool permits.
- Which code edition applies to a new pool in Henderson?
The 2024 codes. The City's pool documents page lists the 2024-code versions as effective for submittals received on or after January 2, 2026, with the 2018-code versions kept for older applications.
