The Henderson rule
Henderson's administrative code (the City's posted ordinance for Municipal Code chapter 15.01, read 23 October 2026) says a building may not be built until the "appropriate building, electrical, plumbing" permit "has first been obtained" (15.01.125), with fees paid at or before issue (15.01.260) and inspections at stages, not continuously (15.01.025).
The City's Submittal Checklists page (read 26 October 2026) shows the two routes a house takes:
| Route | City checklist | Who it fits |
|---|---|---|
| Subdivision home | Residential Subdivision (Standard Plan, Model, and Production), with sub-checklists for Single Family, Standard Plan, Townhomes and Condominium | Production builders filing standard plans, model homes and production lots |
| Custom home | Custom Home and Grading | One house on one lot, with its own grading review |
| Owner doing the work | Homeowner Permitting Guide | An owner-builder (below) |
Pools, block walls and patio covers on a new house are separate permits with their own checklists; see the Henderson pool permit and patio cover permit guides. Apply and track inspections in DSC Online from the City's Building Online Services page, which says a new Development Services Center fee schedule took effect October 1, 2025. We could not read the amounts, so we quote none; DSC Online shows them, or call 702-267-1410.
Who may build it
A licensed contractor. Nevada licenses builders through the NSCB; general building is the B classification (License Classifications). Every license carries a monetary limit, "the maximum contract a licensed contractor may undertake" on one project (NRS 624.220), which matters more for a house than for any other job: check that the limit on the NSCB License Search is above your contract price. Steps in the Henderson contractor license lookup.
You, as owner-builder. NRS 624.031(5) exempts "An owner of property who is building or improving a residential structure on the property for his or her own occupancy and not intended for sale or lease." Three conditions come with it:
- The owner "must apply to the Board for the exemption" before relying on it.
- "The sale or lease, or the offering for sale or lease, of the newly built structure within 1 year after its completion creates a rebuttable presumption" that it was built to sell.
- Henderson's code (15.01.230) also requires the owner to be the bona fide owner, get separate permits for building service equipment, and sign an "Owner/Builder" statement taking responsibility for the work.
The trade-off: the NSCB's Residential Recovery Fund, which pays up to $40,000 a claim, excludes a claimant "if the claimant obtained any building permit for the project". If a builder does the work, the builder's name belongs on the permit.

Henderson is a production-builder market: five firms hold 65.4% of new home permits and the busiest alone 25.8%. That is why the numbers look so good. The usual new home reaches Done in about 181 days, and 96.0% of permits a year or more old were finaled; even the 10th-percentile builder with 10 or more permits finaled 76.2%. A custom home on its own lot will not move at subdivision speed, and the 33 single-permit firms in the file have little Henderson record to judge, so ask a custom builder for permits elsewhere in Clark County too.

What this does not tell you
Henderson's permits carry no job value, so we show no price. We have not matched builders to the NSCB file, so check the license and monetary limit yourself. Owner-builder permits name no firm and are not in the firm counts. Our file covers the City of Henderson only. The code text is the City's posted ordinance copy, and we could not open the checklist documents themselves; ask DSC (702-267-1410) for the current versions.
How we know this
The permit, fee-payment, inspection and owner-builder provisions are from the City of Henderson's posted Building and Fire Safety Administrative Code (chapter 15.01), read 23 October 2026; checklist names and the fee-schedule date from the City's Submittal Checklists and Building Online Services pages, and the owner-builder exemption from NRS 624.031, read 26 October 2026; licensing and Recovery Fund rules from the NSCB and NRS 624.220. Counts are City of Henderson new home permits, October 2023 to September 2026; "Done" uses permits a year or more old.
Numbers come from City of Henderson development services permits, data through October 14, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to build a house in Henderson, NV?
Yes. Henderson's administrative code says no building may be built until the appropriate permit has been obtained. The City keeps separate submittal checklists for subdivision homes (standard plan, model and production) and for a custom home with grading.
- Can I build my own house in Henderson as an owner-builder?
Nevada's NRS 624.031(5) exempts an owner building a house on their own property for their own occupancy, not for sale or lease, but the owner must apply to the Contractors Board for the exemption. Selling or offering the house within a year of completion creates a presumption it was built to sell.
- How long does it take to build a new home in Henderson?
In our file the usual Henderson new home permit reached Done 181 days after it was issued, and 96.0% of permits a year or more old were finaled.
- How much is a building permit for a new house in Henderson?
We could not read a current amount from the City's site. Henderson's Building Online Services page says a new Development Services Center fee schedule took effect October 1, 2025; DSC Online shows the fees for your application, or call 702-267-1410.
- Who builds the most new homes in Henderson?
By permits in the last 12 months of our data, Greystone Nevada, LLC led with 403. The five busiest builders hold 65.4% of Henderson's new home permits.
