Two water rules that shape a Henderson pool
| Rule | What it says | Source |
|---|---|---|
| Pool size | New residential pools limited to 600 sq ft of surface area (SNWA resolution, 2022) | SNWA conservation initiatives |
| Grass in new building | Irrigated grass prohibited in all new developments since 2021, front and back yards; new single-family front yards since 2004 | SNWA conservation initiatives |
| Grass-rebate easement | Converted area is under a perpetual conservation easement: no pools, ponds, water features, irrigated grass or spray irrigation | SNWA Water Smart Landscapes |
| Breaking the easement | Repay "the full amount of the incentive plus administrative fees" | SNWA Water Smart Landscapes |
600 sq ft is roughly a 15 by 40 foot pool. SNWA's page does not say whether a spa counts toward the 600 or how an attached spa is measured, so have the pool designer confirm the measurement with the City of Henderson's building division before the plan is drawn.
The grass-rebate catch
SNWA's Water Smart Landscapes page pays single-family homes $5 per sq ft of grass replaced with desert landscaping for the first 10,000 sq ft and $2.50 after that, per fiscal year (1 July to 30 June). It says the City of Henderson adds $575 and $50 per tree, and SNWA adds $100 per new tree. The program conditions on the same page list lower "prevailing" rates for some later applications, so get the rate confirmed at the pre-conversion visit.
The rebate comes with a conservation easement recorded with Clark County. In SNWA's words, it is "intended to prevent you from reinstalling grass, converting the area to a swimming pool, etc." It "applies in perpetuity," including to future owners. Two consequences when you hire:
- If you might want a pool, put it in first, or leave that part of the lawn out of the conversion. You must not remove the lawn before SNWA's pre-conversion visit, which is when the converted area is mapped.
- If you are buying a house, ask the seller whether the yard went through Water Smart Landscapes. The easement is recorded, so a title search will show it.
Henderson says its H2One program removed or converted 700,000 sq ft of decorative grass in its first year (City of Henderson), so on a resale home it is worth asking before you plan a pool.
What 1,413 Henderson pool permits show
| Measure | Henderson pools and spas |
|---|---|
| Permits, October 2023 to September 2026 | 1,413 |
| Firms / active in the last 12 months | 70 / 57 |
| Firms with 10+ permits | 32 |
| Share held by the five busiest | 38.4% |
| Usual days from issue to final | 114 |
| Finished (permits a year or more old) | 93.4% |
| Busiest / quietest month | March (131) / January (80) |
Henderson's pool market is concentrated and experienced: 32 of the 70 firms filed ten or more permits, and the five busiest hold 38.4% of them. Permits peak in March (131 against an average month of 100) and are quietest in January, so a contract signed in winter is likely to start sooner. The usual pool took 114 days from permit to final.

What this does not tell you
Henderson's permit file does not record pool surface area or whether a lot carries a Water Smart Landscapes easement, and it carries no filed value, so we cannot show pool sizes or prices. We could not read the City of Henderson's own rebate page on 23 October 2026; the $575 and $50 figures are as SNWA states them.
How we know this
The pool limit and grass rules are from SNWA's conservation initiatives page; the rebate and easement terms are from SNWA's Water Smart Landscapes page; the H2One figure is from the City of Henderson's water conservation page; all read 23 October 2026. Permit counts are City of Henderson permits on homes classified as pools and spas, October 2023 to September 2026; the finished share uses permits a year or more old.
Numbers come from City of Henderson development services permits, data through October 14, 2026. Nobody paid to be on this page and nobody can.
Questions
- How big can a pool be in Henderson, NV?
A new residential pool is limited to 600 sq ft of water surface area. The Southern Nevada Water Authority says it approved that limit by resolution in 2022 (SNWA conservation initiatives page, read 23 October 2026). Ask the City of Henderson's building division how it applies to your plan before you sign.
- Can I put a pool where I removed grass for the SNWA rebate?
No. The Water Smart Landscapes rebate requires a conservation easement, recorded with Clark County, that bars swimming pools, ponds, water features, irrigated grass and spray irrigation in the converted area forever, for you and every later owner. Breaking it means repaying the rebate plus administrative fees.
- How much is the SNWA grass removal rebate in Henderson?
SNWA's rebate page says $5 per sq ft for single-family homes for the first 10,000 sq ft and $2.50 after that, per fiscal year. The same page says the City of Henderson adds $575 and $50 per tree, and SNWA adds $100 per new tree. The program conditions list other rates for some applications, so confirm at the pre-conversion visit.
- Do I need a permit for a pool in Henderson?
Yes. In our data 70 pool contractors pulled 1,413 Henderson pool and spa permits in three years, and the usual one reached its final inspection 114 days after issue.
- Who builds the most pools in Henderson?
In the last 12 months of our data, Anthony and Sylvan Pools Corporation filed 57 pool permits, Desert Springs Pools and Spas Inc 40 and Starlight Pools LLC 30. Volume is not quality; compare finished shares on our list.
