Naperville building permit search: the Civic Access portal and FOIA

Naperville's permit lookup is the City's Permitting, Plans and Licensing (Civic Access) portal. The City says the portal "will provide access to the permit and approved plans", and that the permit must be posted "at the work site where it is visible from the street" (Building Permits, read 23 October 2026). Questions go to Building Permits & Inspections at 400 S Eagle Street, 630-420-6100. In our Naperville file, 1,959 firms pulled 7,312 permits on homes from October 2023 to September 2026.

The City changed permit systems in 2024. Permits from the older system are in our totals, but the online portal is built around the current one, so call the City for anything older.

How to look up permits on a Naperville address

  1. Open the Civic Access portal and use its search for permits.
  2. Search for your address. A pool, patio and fence on one project each carry their own permit, so expect several.
  3. Open each permit: read the type, status, issue date and the contractors listed.
  4. Check the inspections on the permit for a passed final.
  5. For a permit before 2024 that does not appear, call Building Permits on 630-420-6100, Option 2, or file a FOIA request.

What the statuses mean

In the City's current system a permit is finished when it is COMPLETE or FINAL INSPECTION PASSED; in the older one, FINAL INSPECTION COMPLETE or C.O. ISSUED. EXPIRED is not finished. Our pages show the share of permits finalized within a year of issue, and the usual days from issue to final (Naperville about page; methodology).

Trade Permits Firms Finalized within a year Usual days to final
Remodel 1,057 467 77.7% 175
Deck 348 152 75.3% 169
Fence 1,331 105 45.3% 405
Electrical 668 196 64.6% 144
Solar 341 57 78.0% 107
Addition 299 189 65.3% 422

Fence permits are the ones most often left open here: 45.3% were finalized within a year, against 77.7% for remodels. A fence or patio permit still open long after the work usually means nobody booked the final.

When the record is not online

The City's FOIA page says "FOIA requests not submitted in compliance with one of the following specified methods will not be considered received by the City": submit online, email the Community Services Department marked "ATTENTION-FOIA OFFICER", or write to the Naperville Municipal Center, 400 S Eagle Street (read 23 October 2026). Name the address, the work and the years.

What our Naperville data adds

The portal is organised by permit. Ours lists every Naperville permit a firm pulled in three years: the Naperville permit statistics, and the compare lists for remodelers, deck builders and fence installers. Naperville registers some trades itself; see the Naperville contractor license lookup. Which jobs need a permit: Do I need a permit?

How we know this

Portal wording, contacts and FOIA methods are quoted from the City of Naperville's Building Permits and FOIA pages, read 23 October 2026. Our counts stitch the City's current permit system with its older records, October 2023 to September 2026; finished share and days use the current system only.

Numbers come from City of Naperville building permits (the current permit system plus the city's older records), data through October 18, 2026. Nobody paid to be on this page and nobody can.
