The 13 projects, city by city
The rules below are quoted from four building departments, read 21 October 2026. The last column shows that the job is routinely permitted somewhere: how many permits of that type one of our cities issued in its three-year window.
| Project | Needs a permit when… | No permit when… | Permits filed (one city) |
|---|---|---|---|
| Water heater replacement | Replacing or moving one (Bellevue) | — | 3,553 in Sacramento County |
| New circuit or panel change | "Adding or moving electrical circuits and … changes to the service panel" (Bellevue) | Low-voltage phone or data lines (Bellevue) | 15,130 electrical in Seattle |
| Plumbing fixture | Installing a new fixture or moving one (Bellevue) | Same fixture type, same place (Bellevue); like-for-like swaps (Arlington County) | 20,012 plumbing in Minneapolis |
| Kitchen or bath remodel | Pipes or drywall are moved (Arlington County) | Cabinets, appliances, fixtures replaced in place, except gas or oil appliances (Arlington County) | 5,126 remodel in San Francisco |
| Window replacement | New or moved exterior door, skylight or window, with plan review (Bellevue) | Same size, same location (Bellevue) | 5,528 windows and doors in Minneapolis |
| Reroof | Sheathing modified or replaced (Bellevue); over 256 sq ft of decking replaced (Arlington County) | One- and two-family homes and townhouses (Seattle) | 18,620 roofing in Minneapolis |
| Deck | Walking surface more than 30 inches above ground (Bellevue) | Under 30 inches (Bellevue) | 624 decks in Columbus |
| Fence | Over 8 feet (Bellevue); over 7 feet (Elk Grove) | Up to those heights, pool barriers aside | 4,177 fences in Cape Coral |
| Shed | Over 200 sq ft (Bellevue); over 120 sq ft (Elk Grove) | One-storey shed up to those sizes | 118 sheds in Cape Coral |
| Retaining wall | Over 4 feet, or holding up a load (Elk Grove); its own permit type (Arlington County) | Up to 4 feet with no surcharge (Elk Grove) | 10,160 walls in Henderson |
| Furnace or AC | New systems need mechanical plans (Arlington County) | Portable units; replacing a part that does not alter the unit's approval (Elk Grove) | 4,434 HVAC in Elk Grove |
| EV charger | A new 240-volt circuit is a new circuit (see above) | Plugging into an existing outlet | 2,922 in Cary |
| Solar panels | Every city we cover issues solar permits | — | 16,068 in Honolulu |
Two rules hold across all four cities. First, an exemption is not a licence to build badly: Elk Grove's policy says exemptions "shall not be deemed to grant authorization for any work to be done in any manner in violation of" the code. Second, zoning is separate from building permits. Bellevue's shed exemption comes with the note that the shed must still meet land-use rules, which is where setbacks and height limits live.
For three more cities' exemption lists (Seattle's $6,000 repair rule, Austin and Minneapolis), see permit vs no permit, which also covers what happens when work is done without one.
How long a small-job permit takes
Small trade permits close fast when the contractor books the inspection. The usual water heater permit went from issue to final in 16 days in Cary, 23 in Elk Grove and 38 in Sacramento County. An EV charger permit took 20 days in Seattle. Not every one closes: 71.7% of Sacramento County's water heater permits a year or more old reached a final. A permit that never gets its final is still open on your address. Our open permit guide covers how to close one, and how long home projects take has the figures for bigger jobs.
What a permit costs
There is no national price, but the structure is similar. Miami charges residential permits a set percentage of the estimated construction cost, "including labor and materials", with a fixed rate for work under $2,500 and a minimum fee on every permit (City of Miami fee schedule, adopted 23 April 2026). Seattle charges a re-roof permit "half of our base fee plus the state surcharge", and renewing an expiring permit costs one and a half times its hourly fee (Seattle SDCI). For a small trade job the fee is usually a flat minimum; for a remodel or addition it grows with the value the contractor files. Ask whether the quote includes the permit, and who is pulling it.
Who should pull it
The contractor doing the work, in its own name. When the permit names you as owner-builder, you are the one responsible for the inspections, and our owner-builder guide explains what that means. In California, a handyperson without a licence may only take jobs under $1,000, labour and materials together, and only if "no building permits are needed" (CSLB, AB 2622, effective 1 January 2025). A quote for permitted work from someone without a licence is a mismatch to ask about.
Check it in five minutes
- Search your city's site for "work exempt from permit" and find your project.
- If it needs one, ask the contractor who pulls it and whether the fee is in the price.
- After the job, look your address up on the city's permit search and confirm the final inspection is recorded. Our did my contractor pull a permit guide has the search link for each of our cities.

What this does not tell you
We read four cities' rules, not all 50-plus of ours, and each city amends the model code. Counties, HOAs and historic districts can add their own approvals. The permit counts show that a job type is permitted somewhere; they do not tell you how many such jobs were done without one.
How we know this
Exemption rules are quoted from the Bellevue, Elk Grove, Arlington County and Seattle pages under Sources, read 21 October 2026. Permit counts and days are from each city's permit file over its three-year window ending September 2026; days is the median from issue to final inspection, and "reached final" is the share of permits a year or more old that the city closed with a final.
Numbers come from Sacramento County building permits on single-family, duplex and townhouse homes in the unincorporated county (the County's Accela permit layer); City of Bellevue permits on single-family homes and condo units; City of Elk Grove TRAKiT building permits on single-family, duplex, mobile-home and ADU homes; Arlington County, VA building and trade permits; City of Cape Coral building permits (the city's open permit table starts January 2025); City of Minneapolis construction permits (CCS); City of Seattle (SDCI) building, trade and electrical permits on single-family and duplex homes (the city's open-data exports); Town of Cary building permit applications (issued permits only), data through October 17, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace a water heater?
In most of the cities we cover, yes. Bellevue, Washington says a permit is required "for replacing or moving an existing hot water heater". Sacramento County issued 3,553 water heater permits in three years and Cary, North Carolina 1,519; the usual one in Cary closed in 16 days.
- Do I need a permit to replace my roof?
It depends on the city and on the decking. Seattle does not require a re-roof permit for one- and two-family homes and townhouses. Arlington County, Virginia requires one when more than 256 square feet of decking is replaced, and Bellevue when the sheathing is modified or replaced. Minneapolis issued 18,620 roofing permits in three years, so many cities do require one.
- Do I need a permit for a fence or a shed?
Usually not for a short fence or a small shed. Bellevue exempts fences up to 8 feet and sheds of 200 square feet or less; Elk Grove, California exempts fences up to 7 feet and sheds up to 120 square feet. Zoning setbacks still apply, and some cities permit every fence: Cape Coral, Florida issued 4,177 fence permits.
- How much does a permit cost?
It is set by each city, and for bigger jobs it usually scales with the job value. Miami charges a set percentage of the estimated construction cost, labour and materials included, with a fixed rate below $2,500. Seattle charges a re-roof permit half its base fee plus the state surcharge. Look for your city's fee schedule before you compare quotes.
- Do I need a permit to remodel my bathroom or kitchen?
Yes, if pipes or walls move; often not if you only replace things in place. Arlington County, Virginia requires a permit when pipes or drywall are moved, and exempts cabinets, appliances and fixtures replaced in place, except gas or oil appliances. Austin requires one for any new or replacement shower or tub. San Francisco filed 5,126 remodel permits in three years. Size alone does not decide it.
- How long is a permit good for?
Seattle says its construction permits "typically expire 18 months after the issue date", and an expired permit can be re-established within a year. Other cities set their own periods; your permit card or the city's permit search shows the expiry date.
