What needs a permit in the County
The Building Permits & Inspection Division's FAQ (read 23 October 2026) applies the code rule to anyone who will "install, enlarge, alter, repair, remove, convert or replace any electrical" system, and lists these typical permit projects:
| Electrical job | County list | Issued online on payment? |
|---|---|---|
| Panel repair or replacement | "Electrical panel, circuit" | Yes: "Residential electrical panel repair or replacement" |
| New circuit | "Electrical panel, circuit" | Not on the online list |
| Ceiling fan or light | "Ceiling fans / Lights" | Not on the online list |
| EV charger | "Electric Vehicle (EV) Charging Station" | Not on the online list; the County publishes an EC-07 EV charging handout |
| Rooftop solar | "Photovoltaic (solar) systems" | Through SolarAPP+, contractor use only |
| Whole-house fan | "Whole house fan" | Not on the online list |
The County calls its list a "general guide" and points to Section 105 of the California Residential Code for exemptions. The fixture line is the one people miss: for anything beyond replacing a bulb, call 916-875-5296 before assuming no permit. The Building Forms & Documents page holds the EC-07 handout. This guide covers unincorporated areas; the incorporated cities issue their own permits.
Who can pull it
A CSLB-licensed electrician. California's electrical classification is C-10 (CSLB Licensing Classifications); check it on Check a License. 85.1% of the 936 firms on County electrical permits matched an active CSLB license by name; 22 matched one that was not active. Some of the busiest filers are HVAC and plumbing firms that pull panel and circuit permits for their own equipment.
You, as an owner-builder. The County requires its AP-16 notice first: "We will not issue a building permit until you have read, initialed your understanding of each provision, signed, and returned this form". You become "the responsible party of record on the permit".
How to apply and get it inspected
- Apply in Accela Citizen Access. A panel replacement issues automatically when paid; other electrical work goes in with whatever plan or load details the portal asks for.
- Book inspections online, on 916-875-5296 or by text to 855-280-5383, by 5 p.m. for the next day (Scheduling Inspections).
- Keep the signed final job card; the FAQ says it serves as the Certificate of Occupancy for home projects.
Electrical codes on the County list that a house job is likely to use:
| Code | Inspection |
|---|---|
| 220 | Ufer / Ground Electrode |
| 223 | Rough Electric |
| 226 | Meter Connection |
| 227 | Electric Service Change |
| 235 | Water / Gas Bonds |
| 237 | Panels / Transformers |
| 290 | Misc Electrical |
| 299 | Final Electrical |
A panel swap usually means a service-change inspection and a meter reconnection; ask the electrician which codes they will book and when the utility reconnects.

What this does not tell you
Our electrical category mixes panel swaps, new circuits and service work, so the usual value spans very different jobs. The County's building pages publish no electrical fee table; the Accela invoice is the price. Work done without a permit is not in any of these numbers.
How we know this
The permit list, online-issue list, owner-builder rules and inspection codes are quoted from Sacramento County Building Permits & Inspection Division pages and its AP-16 form, read 23 October 2026. Counts are Sacramento County permits on homes in unincorporated areas classified as electrical and panel work, October 2023 to September 2026; "finaled" uses permits a year or more old, and days are issue to final.
Numbers come from Sacramento County building permits on single-family, duplex and townhouse homes in the unincorporated county (the County's Accela permit layer), data through October 18, 2026. Nobody paid to be on this page and nobody can.
