The County's rule

The Building Permits & Inspection Division's FAQ (read 23 October 2026): "Yes. As of January 1st, 2010 a permit is required to replace windows. This requirement includes both retrofit or cut in window and door replacement." "Window replacement (cut in or retrofit)" and "Skylight" are both on its list of permit projects.

Job Permit in the County?
Retrofit insert in the existing frame Yes
Cut-in (nail-fin) window, stucco or siding opened Yes, with a rough frame inspection
Exterior door replacement Yes ("window and door replacement")
New or enlarged opening Yes, plus structural detail
Skylight Yes
Re-glazing a broken pane Not named; ask 916-875-5296

This covers unincorporated areas; Elk Grove, Citrus Heights and the other incorporated cities issue their own permits.

The egress exemption and energy proof

The County's RS-22.1 Window Replacement Policy (updated January 2024) quotes code section R310.5: a replacement window in a bedroom escape opening is exempt from the egress sizing sections if

  1. it "is the manufacturer's largest standard size window that will fit within the exiting frame or existing rough opening", and is the same operating style or one "that provides for an equal or greater window opening area"; and
  2. it "is not part of a change of occupancy".

A bedroom slider swapped for a smaller-opening single-hung fails the first test. The same policy asks for an "Acceptance form (CF-6R ENV-01) or evidence the window meets energy requirements", and adds that "Energy stickers on the window will be sufficient evidence for energy compliance". Leave the NFRC stickers on until the inspector has seen them.

Who can pull it

A CSLB-licensed contractor. California's glazing classification is C-17, and general building and remodeling contractors (B, B-2) may install windows within a larger job (CSLB Licensing Classifications); check the record on Check a License. 84.7% of the 176 firms on County window permits matched an active CSLB license by name.

You, as owner-builder, after signing the County's AP-16 notice; you become "the responsible party of record on the permit".

How to apply and get it inspected

  1. Apply in Accela Citizen Access. Windows are not among the six permits the County issues automatically on payment, so allow for processing. The building pages publish no window fee; the invoice shows it.
  2. Rough frame inspection, per RS-22.1, "when the new window is installed or an existing window opening is changed, and before the exterior covering (stucco or siding) is added". The code list has 104 Frame and 122 Window Flashing (Scheduling Inspections).
  3. Final inspection "when all work is complete": 199 Structural Final.
  4. Book online, on 916-875-5296 or by text to 855-280-5383, by 5 p.m. for the next day. Keep the signed final job card.

What this does not tell you

Our windows category includes doors and patio doors, so the usual value mixes a single door with a whole house of windows. Filed value is what the applicant entered. Windows swapped without a permit are not in our numbers.

How we know this

The permit rule and project list are quoted from the Sacramento County Building Permits & Inspection Division FAQ, the egress exemption, energy proof and inspections from its RS-22.1 Window Replacement Policy, and codes from its inspection list, read 23 October 2026. Counts are Sacramento County window and door permits on homes in unincorporated areas, October 2023 to September 2026; "finaled" uses permits a year or more old, and days are issue to final.

Numbers come from Sacramento County building permits on single-family, duplex and townhouse homes in the unincorporated county (the County's Accela permit layer), data through October 18, 2026. Nobody paid to be on this page and nobody can.

Not if it qualifies for the exemption the County quotes in its RS-22.1 policy: the replacement is the manufacturer's largest standard size that fits the existing frame or rough opening, is the same operating style or one with an equal or larger opening, and is not part of a change of occupancy.

A rough frame inspection when a new window goes in or an opening changes, before stucco or siding covers it, and a final when all work is complete. The County's code list also has 122 Window Flashing.
