Why a like-for-like window still needs one
Some cities exempt a same-size replacement window (other cities' rules). Cleveland does not. The City's FAQ (read 23 October 2026) allows minor repairs without a permit, "where the patching, pointing or replacement is of the same material and the scope of replacement is limited to 10 percent" of a building component, then adds that window units are different: their replacement is an alteration. Another FAQ answer lists "install gutters, doors and windows" among the jobs that need a permit.
| Job | Permit in Cleveland? |
|---|---|
| Re-glazing, a new sash cord, weatherstripping | No (minor repair) |
| Replacing a window unit, same size | Yes |
| Enlarging an opening or adding a window | Yes |
| Replacing an exterior door | Yes ("install ... doors") |
What it costs
From the City's Plan Examination and Permit Fee Schedule (effective 2 January 2014, read 23 October 2026), for 1, 2 and 3-family houses:
| Fee | Amount |
|---|---|
| Alterations or repairs | $5.00 per $1,000 of estimated cost or fraction, minimum $30.00 |
| Plan examination | $20.00 per 1,000 sq ft examined, $20.00 minimum |
| State of Ohio surcharge | 1% of the permit fee |
| Work started before the permit | at least $100.00 + 25% (notified within 72 hours), $200.00 + 25% after |
Worked example: a $5,900 window job is six thousands or fractions at $5, which is $30, the minimum anyway; with the $20 plan examination and the surcharge, about $50. A $15,000 whole-house job is $75 plus $20. The schedule also mentions zoning fees ($20 residential) that "must be added" where applicable; the portal invoice shows whether yours has one.
Who pulls it
Ohio does not license window installers. OCILB's consumer guide says "In Ohio, residential contractors are not required to be licensed" (OCILB), so the check is the City registration: call 216.664.2884, because the City keeps no public list of contractors in good standing. The installer should pull the permit in its own name.
Doing it yourself, you apply for a homeowner's permit with the City's affidavit, affirming that you own the house and "will personally perform the work", under Section 3107.04.
How to apply
- Apply in the Permit Portal. Paper applications ended on 13 April 2026; kiosks and help are in City Hall, Room 505, 601 Lakeside Ave., (216) 664-2910 (Construction Permitting).
- Pay and download the permit before the old windows come out.
- Final inspection. Ask the installer who books it.
- Check it closed on the Permit Tracker, no login needed.

The Cleveland window market has two halves: five firms hold 51.0% of the permits, while 62.7% of firms pulled just one. A one-permit firm's record says little either way; ask it for Cleveland addresses you can look up. Filings drop to index 36 in January, against 131 in June (100 is an average month). What this does not tell you
Our windows group is split out of Cleveland building-permit descriptions and includes doors, so a job that bundled windows with siding or a roof sits under one trade. Homeowner permits name no firm. The fee schedule on the City's page is dated 2014; the portal's invoice is the final word.
How we know this
The permit rule is quoted from the City of Cleveland Building & Housing FAQ, fees from its Plan Examination and Permit Fee Schedule (effective 2 January 2014), and application steps from the Construction Permitting page, read 23 October 2026. Counts are City of Cleveland building permits on homes whose description is window or door replacement, October 2023 to September 2026; "closed" uses permits a year or more old.
Numbers come from City of Cleveland building permits, data through October 17, 2026. Nobody paid to be on this page and nobody can.
