Two permits, depending on the opening
The City's two guidelines (both revised January 2026, on the Permit Document Center, read 23 October 2026) split the work by whether the wall changes:
| Size for size | New or modified opening | |
|---|---|---|
| Application on the CSS portal | "Window/Door" | "Residential Remodel" |
| Who can apply | CGC, CBC, CRC, Window and Door Installation Specialty Contractor (SCC), or owner/builder | CGC, CBC, CRC, or owner/builder |
| Always required | Floor plan; window/door shutter worksheet; Florida Product Approval or NOA | The same, plus an architectural structural plan |
| May be required | Notice of Commencement; FEMA packet or elevation certificate; design pressures | The same |
| Review | Building; floodplain if applicable | Building; zoning and floodplain if applicable |
| Inspections | Notice of Commencement if applicable; Miscellaneous Final | Notice of Commencement if applicable; Tie Beam (new opening); Frame Rough; Miscellaneous Final |
The product approval is the piece to ask about first. Every window and door on the application needs a Florida Product Approval or Miami-Dade Notice of Acceptance, so a unit without one cannot go on a Cape Coral permit. Ask the installer for the approval numbers with the quote.
Who can pull it
For a same-size swap, a Florida general (CGC), building (CBC) or residential (CRC) contractor, or a window and door installation specialty contractor. For a new or enlarged opening, the City's list drops the specialty contractor: that job means a new header and framing, so it is a CGC, CBC or CRC job, with a Tie Beam and Frame Rough inspection. Check the license on DBPR (Cape Coral contractor license lookup).
You can also apply as owner-builder. The City's Owner-Builder Disclosure makes you "the responsible party of record" with "direct, onsite supervision" of the work.
How to apply
- Log in to EnerGov Citizen Self-Service and pick "Window/Door" (same openings) or "Residential Remodel" (any new or enlarged opening).
- Upload the floor plan marked with each opening, the window/door shutter worksheet and the product approvals; add design pressures if asked.
- After issue, book the Miscellaneous Final when the units are in (and the Tie Beam and Frame Rough first, on a new opening).
What it costs
From the City's Miscellaneous Permit Fee Schedule, effective 1 January 2026:
| Fee | Amount |
|---|---|
| Window and Door Replacement – Residential | $113.00 + 2.5% state surcharge |
| Awnings / shutters – Residential (separate permit) | $107.00 |
| Floodplain review | $55.00 per review |
| Re-inspection, first / second | $48.00 / $67.00 |
A new-opening job goes on the Residential Remodel permit, which is not on this flat schedule; the City's invoice in the portal is the final figure.

| Permits on homes, January 2025 to September 2026 | 4,787 |
| Firms that pulled them | 433 |
| Firms with a permit in the last 12 months of the window | 315 |
| Usual filed value (middle half of firms) | $13,452 ($9,600 to $17,921) |
| Closed (permits a year or more old) | 96.8% |

| Busiest month / quietest month | March (index 115) / January (81) |
Almost every Cape Coral window permit closes: 96.8%, with the 10th-percentile busy firm at 92.1%. That leaves price and product as the things to compare; the middle half of firms' usual jobs runs $9,600 to $17,921. Prices by home value are on Cape Coral window cost; counts by month on Cape Coral permit statistics.

Before you hire
Look the firm up on the Cape Coral window list and ask which product approval numbers it will use. National prices are in window replacement cost; other cities' rules in do I need a permit for window replacement; past permits on your address in Cape Coral building permit search.
What this does not tell you
The City's open permit file starts in January 2025, so the closed share rests on 2025 permits. Our windows group includes doors and sliders. One permit can cover a single door or a whole house, so the filed value is not a per-window price.
How we know this
Applications, applicants, documents and inspections are quoted from the City of Cape Coral Window/Door (Size for Size) and Window/Door (New or Modified Opening) guidelines, revised January 2026, read 23 October 2026; fees from the Miscellaneous Permit Fee Schedule effective 1 January 2026. Permit counts are City of Cape Coral building permits on residential parcels classified as windows and doors, January 2025 to September 2026; closed share uses permits a year or more old, and days to close is the median from issue to close date.
Numbers come from City of Cape Coral building permits (the city's open permit table starts January 2025), data through October 19, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace windows in Cape Coral?
Yes, even size for size. The City has a Window/Door permit for replacing a window or door in the same opening, and a Residential Remodel permit for a new or modified opening. Both need a floor plan, a window/door worksheet and a Florida Product Approval or Miami-Dade NOA for each product.
- How much is a window replacement permit in Cape Coral?
The City's 2026 miscellaneous fee schedule lists Window and Door Replacement – Residential at $113.00, plus the state's 2.5% surcharge, so about $115.83. Floodplain review, if your lot needs it, is $55 per review.
- Who can pull a window permit in Cape Coral?
For a size-for-size replacement: a general, building or residential contractor, a window and door installation specialty contractor, or the owner as owner-builder. A new or enlarged opening drops the specialty contractor from that list.
- What inspections does a Cape Coral window permit need?
A size-for-size replacement needs a Miscellaneous Final, plus a Notice of Commencement inspection if one is required. A new or modified opening adds a Tie Beam inspection for a new opening and a Frame Rough.
- How long does a window permit take to close in Cape Coral?
The usual Cape Coral windows and doors permit in our file closed 44 days after it was issued, and 96.8% of permits a year or more old were closed.
