What needs a permit

From the City's ISD Building Division page (read 23 October 2026), under the Massachusetts State Building Code (780 CMR) and the Somerville Zoning Ordinance:

Job Somerville permit
Painting, tiling, flooring ("ordinary repairs") No building permit
Kitchen or bath remodel: cabinets, walls, fixtures, windows Building permit
Interior gutting Building permit, "not a demolition permit"
Total teardown Demolition permit
Wiring Separate electrical permit, licensed electrician only
Plumbing and gas Separate permits, licensed plumber only

The permit "must be obtained before the start of any work and must be prominently displayed at the job site". Allowed construction hours are Monday to Friday 7 a.m. to 7 p.m. and Saturday 9 a.m. to 7 p.m. If you are unsure, the City offers a preliminary meeting with a building inspector: (617) 625-6600 x5600, isd@somervillema.gov.

Who can pull it, and what to submit

Applicant Allowed? Documents the City lists
Homeowner of a 1 or 2 family house who lives there Yes Proof of residence, Estimated Cost Affidavit, plans if the work needs them, Workplace Safety Affidavit, Wage Theft Affidavit
Owner of a 3-family or larger building No, "a licensed contractor is required" —
Licensed contractor Yes Construction Supervisor License; HIC registration if the home is 1–4 units and owner-occupied; insurance, signed contract, plans if needed, the two affidavits, Site Safety Plan, OSHA certification

The contractor route protects you in a way the owner route does not. The state HIC Guaranty Fund pays eligible homeowners up to $25,000 of actual loss, but only if the contractor was registered when the contract was signed and the contractor, not you, obtained the building permit (Guaranty Fund claims). A remodeler who asks you to pull the permit yourself is asking you to give that up.

How to apply, and the fee

Apply in CitizenServe: create an account, choose building permit, and complete every field marked with a red line. The City says you then pay "a review fee", and "If your project does not require a plan review, the fee you paid will go towards your building permit fee." The City's pages we read do not publish the fee table; the amount appears at payment.

Check the permit and its contractor afterwards in the open permit dataset, and the HIC and CSL numbers as described in the Somerville contractor license lookup.

The usual remodel, $36,497, is above the $25,000 the Guaranty Fund can pay, so on a typical Somerville job the fund covers part of a loss at most. The field is fragmented: 62.4% of filers appear once (a count that can include owners who pulled their own permit), and only 15 firms filed 10 or more. Among those, the 10th-percentile firm closed 41.1% and the 90th 84.3%. Prices by job size are on the Somerville remodel cost page.

What this does not tell you

Our remodel group is Somerville building permits for remodels and repairs; additions, decks, roofs and windows are counted in their own groups. Costs are the applicant's estimate. Many Somerville building permits are never formally closed, so a permit still Issued is a reason to ask ISD, not proof of a problem. We show no license status because Massachusetts publishes no bulk license file.

How we know this

Permit rules, applicant rules and the document list are quoted from the City of Somerville ISD Building Division page, read 23 October 2026; HIC and Guaranty Fund rules from Mass.gov, read 22 October 2026. Counts are issued City of Somerville building permits on homes in our Remodel & Repair group, October 2023 to September 2026. "Closed" uses permits a year or more old; days run from issue to the City's close date.

Numbers come from City of Somerville permit applications (issued permits only), data through October 15, 2026. Nobody paid to be on this page and nobody can.
