The Bellevue rule
From the City's work requiring permits FAQ and its plumbing and mechanical permit pages, read 23 October 2026:
| Water heater job | Permit in Bellevue |
|---|---|
| Replace a gas water heater, same size and place | Mechanical: "Replacing like-for-like HVAC equipment, such as a gas water heater... All new equipment must meet current codes" |
| Replace an electric water heater | Plumbing: "Replacing an electric water heater" |
| Move a water heater | Permit required ("replacing or moving") |
| New or changed gas line to the heater | Mechanical: gas hot water tanks are a named example |
| Condensate piping (high-efficiency gas units) | Mechanical: "usually designed by a plumber, this requires a mechanical permit" |
| New or modified circuit (heat pump or bigger electric unit) | Also an electrical permit |
| Water heater over 199 MBH | A boiler, permitted through L&I, not the City |
Emergencies. "We do not require a permit before getting an emergency repaired. However, you must obtain a permit for that work on the first City of Bellevue work day after the work started. Common examples are replacing broken hot water heaters and furnaces." So a Saturday failure can be fixed Saturday, with the permit filed Monday.
Who can pull it
A registered contractor. Bellevue cannot issue a permit "without verifying that the contractor is currently registered" with Washington L&I, and a contractor with Bellevue gross receipts over $2,000 a year also needs a Bellevue business license (Contractor Registration Requirements). For an electric unit the work is plumbing, which in Washington needs a licensed plumbing contractor and certified plumbers. 87.4% of Bellevue water heater firms in our file held an active L&I record; 16 (12.6%) held one that had expired or been suspended.
You. RCW 18.106.150 exempts plumbing work "at his or her residence" from licensing, and Bellevue lets owners do their own work with a permit and inspection, signing the Property Owner Certification Statement in the application.
How to apply
- Apply on MyBuildingPermit.com, choosing a mechanical permit for gas or a plumbing permit for electric.
- Same-day issue. Bellevue says permits that don't need plan review "can be issued the same day. These permits will still require inspections." A house water heater does not appear on either page's plan review list.
- Check the close. Results show by address on Check Status (choose Bellevue, then the Location tab).
- Fees. Both permit pages link to Permit Fees and Payment and a Permit Fee Estimator rather than printing an amount; we could not verify one. Ask the Permit Center (425-452-4898, permits@bellevuewa.gov) or MEP review (425-452-6873).
What 1,402 Bellevue water heater permits show
| Measure | Bellevue water heaters |
|---|---|
| Permits on homes, October 2023 to September 2026 | 1,402 |
| Firms | 127 |
| Firms with a permit in the last 12 months of the window | 65 |
| Closed (permits a year or more old) | 66.8% |
| Usual days from issue to close | 32 |
| Share held by the busiest firm / five busiest | 58.7% / 75.4% |
| 10th / 90th-percentile firm's closed share (10+ permits) | 46.2% / 88.5% |
| Firms under 70% closed | 7 of 14 |
| Busiest / quietest month (100 = average) | August (121) / June (74) |
Two numbers stand out. One firm, Fast Water Heater Company, filed 58.7% of all Bellevue water heater permits (823 in three years, 226 in the last 12 months), and it closed 65.1% of its older ones. And the trade as a whole closes only 66.8%, against 84.3% for Bellevue plumbing permits. Half of the 14 busy firms (7) closed under 70%. An open permit means no final inspection was recorded on the new heater. Ask who books the final, and check Check Status a few weeks later.

Before you hire
Run the firm through L&I Verify (Bellevue contractor license lookup) and compare installers on the Bellevue water heater list. What this does not tell you
Bellevue loads finals with a lag, so recent permits look less closed than they are. Emergency swaps never permitted afterwards leave no record. Our count does not split gas from electric. Bellevue's water heater permits carry no job value, and we could not verify the City's fee, so neither appears here.
How we know this
Permit rules, the gas and electric split, the emergency rule and same-day issue are quoted from the City of Bellevue's work-requiring-permits FAQ, Plumbing Permits page, Mechanical Permits page and contractor registration page, read 23 October 2026; the homeowner exemption from RCW 18.106.150. Counts are City of Bellevue water heater permits on single-family homes and condo units, October 2023 to September 2026; closed share uses permits a year or more old, and days to close is the median from issue to final.
Numbers come from City of Bellevue permits on single-family homes and condo units, data through October 18, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace a water heater in Bellevue?
Yes. Bellevue's permit FAQ says 'A permit is required for replacing or moving an existing hot water heater.' A gas unit takes a mechanical permit and an electric unit a plumbing permit.
- My water heater broke. Can it be replaced before the permit in Bellevue?
Yes. Bellevue does not require a permit before an emergency repair, and names broken water heaters as the common example, but the permit must be obtained on the first City of Bellevue work day after the work started.
- How long does a water heater permit take in Bellevue?
Bellevue says permits that need no plan review can be issued the same day. The usual Bellevue water heater permit in our data was closed 32 days after issue; 66.8% of those a year or more old were closed.
- Can a homeowner replace their own water heater in Bellevue?
Yes, with a permit and inspection. RCW 18.106.150 says no license is needed for plumbing work at your own residence, and Bellevue's application has a Property Owner Certification Statement for owners doing their own work.
- How much is a water heater permit in Bellevue?
Bellevue's permit pages point to its Permit Fee Estimator rather than printing a fee, and we could not verify a current amount. Run the estimator or ask the Permit Center on 425-452-4898.
