Do I need a permit to replace a water heater in Ames? Yes: the $59.07 permit, the inspection, and homeowner rules

Yes: the City of Ames says "Water heater replacements and sump pump installations require permitting and inspections!", and the permit for a swap in an existing home costs $59.07 under the fees in force since 1 July 2026. Plumbers and HVAC firms pulled 1,578 water heater permits on Ames homes from October 2023 to September 2026, and the usual one reached final 2 days after issue.

The Ames rule

From the City's Permitting and Inspections page (read 23 October 2026):

Job Permit? The City's wording
Water heater replacement Yes, plumbing permit and inspection "Water heater replacements ... require permitting and inspections!"
Sump pump installation Yes Same sentence
Clearing a stoppage or fixing a leak No, unless valves, pipes or fixtures are replaced or rearranged Plumbing exemptions
Replacing a defective concealed pipe Yes Counts as new work
Gas piping to the heater Yes, mechanical and gas work "Permits are required for most mechanical and gas work"

Gas water heaters also carry gas and venting work, which the City treats as mechanical; ask Inspections (515-239-5153) whether your swap needs a mechanical permit as well.

Who can pull it

The City says "Homeowners can apply for permits for any projects on their primary residence." Owners cannot pull permits for registered rental properties, where plumbing "must be done by a licensed contractor". Contractors must be "licensed with the Department of Inspections, Appeals, & Licensing", registered with the State, and carry at least $500,000 in general liability insurance; the State's PMSB contractor license also requires a master of record and a $5,000 bond.

The inspection

The City lists a water heater inspection among its plumbing inspections, due "After the installation is complete", and it needs only 2 hours' notice, against 24 hours for most others. Inspections run Monday to Friday; request one on 515-239-5153, by email to inspections@cityofames.org, or in the City's portal.

How to apply

  1. Open the City's Citizen Self Service portal (EnerGov).
  2. Apply for a residential plumbing permit for the water heater and pay; the portal has a fee estimator.
  3. Install, then request the water heater inspection with 2 hours' notice.

What it costs

From Appendix U of the Ames Municipal Code, effective 1 July 2026 (2026-27 Appendix Fee Changes):

Plumbing fee, existing 1- and 2-family homes Amount
Basic fee (in addition to the items below) $56.23
Water heater and/or vent $2.84
Each plumbing fixture, trap or appurtenance $2.84
Reinspection of defective work $56.23
Mechanical: each appliance vent (if charged separately) $6.25
Mechanical: each gas-piping outlet $4.25

So a straight swap is $59.07, and a failed inspection almost doubles it. Installed prices are in water heater replacement cost; Ames trade permits carry no job value.

What this does not tell you

We do not show a finished share for Ames, because almost every older permit passes final. Ames trade permits carry no job value, and Iowa publishes no bulk license file, so no license status is shown. The City's pages block automated reading, so they were read through a page reader; the portal's fee estimator is the final word.

How we know this

Permit, homeowner, licensing and inspection rules are quoted from the City of Ames's Permitting and Inspections page, and fees from Appendix U of the Ames Municipal Code (2026-27, effective 1 July 2026), read 23 October 2026; the $59.07 total is our arithmetic. Counts are City of Ames residential water heater permits, October 2023 to September 2026; days run from issue to the City's final date.

Numbers come from City of Ames residential permits (one record per permit), data through October 16, 2026. Nobody paid to be on this page and nobody can.
