Do I need a permit to remodel in Cambridge, MA? Who can pull it, fees, review time and the HIC catch

The Cambridge rule

Question Cambridge answer
What needs a building permit? Constructing, altering, repairing or demolishing a structure, before any work starts; "Ordinary repairs, as defined in the Building Code" do not
Who gets the permit? "construction supervisors licensed by the City of Cambridge"; state-licensed construction supervisors for buildings under 35,000 cubic feet
Homeowner exception Owners of one or two unit dwellings "where they reside or intend to reside"
Wiring, plumbing, gas Separate permits, issued to Massachusetts-licensed electricians, plumbers and gas fitters
Protected buildings Historic and neighborhood conservation districts, landmarks and preservation restrictions need Cambridge Historical Commission approval first
Review time "Inspectional Services will issue or deny a permit application within 30 days of payment processing"
Start deadline "Work must be started within six (6) months of the date the permit is issued"

From the City's Apply for a Building Permit page and ISD permit FAQ, read 23 October 2026. The state adds that "A licensed construction supervisor or registered design professional (RDP) must oversee construction" on buildings under 35,000 cubic feet, and that "Massachusetts does not recognize out of state contractor licenses" (Mass.gov).

The homeowner permit and the HIC catch

You can pull the permit yourself on a one- or two-family you live in, using the homeowner affidavit on ISD's building permit forms page. The City's Step by Step Guide spells out the cost: a homeowner with the permit "may be liable for contractors working on the project and will not be eligible for protection under the provisions of the Homeowners Improvement Contractor Law", and it calls it "generally a good idea" to have the permit issued to a licensed construction supervisor. The state's HIC Guaranty Fund pays up to $25,000 only if the contractor, not the homeowner, secured the permit (Mass.gov). A contractor who asks you to pull it is asking you to give that up.

How to apply

From the City's Apply for a Building Permit page:

  1. Register and apply in the City's online permitting system at cambridgema.portal.opengov.com, uploading documents as PDFs.
  2. The application is "NOT CONSIDERED RECEIVED BY INSPECTIONAL SERVICES UNTIL AN INVOICE IS SENT AND PAYMENT IS PROCESSED". ISD checks completeness only, then routes it to other City departments, whose approvals you arrange yourself.
  3. ISD invoices the fee; pay online (with a service fee) or by check at the counter.
  4. ISD reviews, then issues or denies within 30 days of payment. The permit card is picked up at the counter and stays on site until the work is done.
  5. Electrical, plumbing and gas permits are pulled separately by the licensed trades (Cambridge electrical permit).

What it costs

From ISD's Building Fees table (no effective date printed): "All new construction Repairs & Alterations" is $20.00 per $1,000 or fraction, $50.00 minimum, and "$15.00 per $1,000.00 or fraction thereof of construction cost for three residential dwelling units or less".

Construction cost (1–3 unit home) Building permit fee
$3,000 or less $50 (minimum)
$14,000 $210
$25,000 $375
$110,000 $1,650

Those values bracket the middle half of Cambridge remodelers' usual jobs (below). The trade permits are extra, and the online payment service fee is on top.

What 3,512 Cambridge remodel permits show

Measure Cambridge remodel, addition and alteration
Permits on homes, October 2023 to September 2026 3,512
Firms and license holders on them 1,395
With a permit in the last 12 months of the window 569
Usual filed value (middle half of firms) $24,805 ($13,679 to $109,800)
Marked Complete (permits a year or more old) 51.3%
Usual days from issue to Complete (estimated) 304
Complete share, 10th / 90th percentile (10+ permits) 14.8% / 63.9%
Busiest month / quietest month October (index 124) / September (79)

Two things stand out. The value range is enormous, $13,679 to $109,800 across firms, because the group runs from window and energy-efficiency jobs (the busiest filers include Homeworks Energy and Renewal by Andersen) to gut renovations. And Cambridge remodel permits rarely get marked Complete: 35 of the 37 busiest firms are under 70%. An Active permit a year on is normal here, so ask ISD on 617-349-6100 whether the final inspection happened before you make the last payment. Prices by home value are on Cambridge remodel cost; counts by year on Cambridge permit statistics.

Before you hire

Ask for the firm's HIC registration and the supervisor's CSL, check both (Cambridge contractor license lookup), and look the firm up on the Cambridge remodeler list. National prices are in home remodel cost; other cities' rules in do I need a permit for a home remodel and kitchen remodel; past permits on your address in Cambridge building permit search.

What this does not tell you

Cambridge publishes a status but no completion date, so our days to Complete are estimates, and many Cambridge permits stay Active after the work is done, so a low Complete share is not proof the work was unfinished. Owner-pulled permits are left out of our file. The Step by Step Guide is an older City brochure; where it and the current pages differ, the current pages win, and ISD can confirm.

How we know this

Permit rules, the homeowner exception, review and start deadlines are quoted from the City of Cambridge Apply for a Building Permit page and ISD permit FAQ, fees from the ISD Building Fees table, and the homeowner-liability wording from the City's Step by Step Guide to Building Permits, all read 23 October 2026; state rules from Mass.gov pages read 22 October 2026. Permit counts are City of Cambridge Inspectional Services permits on residential parcels grouped as remodel, addition and alteration, October 2023 to September 2026; Complete share uses permits a year or more old, and days to Complete are estimated because no completion date is published.

Numbers come from City of Cambridge Inspectional Services permits (the city's per-type open-data permit files), data through October 16, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to remodel my kitchen in Cambridge, MA?

Yes, unless it is only ordinary repair. Cambridge says anyone seeking to construct, alter, repair or demolish a structure must first get a building permit, and wiring, plumbing and gas work each need their own permit pulled by a licensed tradesperson.

  • Can a homeowner pull a building permit in Cambridge?

Yes, for work on a one- or two-unit dwelling where you live or intend to live, with the City's homeowner affidavit. But a homeowner-pulled permit takes away the state HIC Guaranty Fund, which only pays when the contractor secured the permit, and you may be liable for the contractors you hire.

  • How much is a remodel permit in Cambridge?

For buildings of three residential units or fewer, $15.00 per $1,000 of construction cost or fraction of it, with a $50.00 minimum, from the City's building fee table. A $25,000 remodel is $375.

  • How long does a building permit take in Cambridge?

The City says Inspectional Services will issue or deny an application within 30 days of payment processing, after other departments' approvals. Closing it takes much longer: our estimate for the usual Cambridge remodel permit is 304 days, and only 51.3% of permits a year or more old were marked Complete.

  • Does a Cambridge remodel need Historical Commission approval?

Only if the house is in a historic or neighborhood conservation district, is a landmark, or carries a preservation restriction. Then the Cambridge Historical Commission has to sign off before the building permit can issue.
