Do I need a roofing permit in Cape Coral? The push-button re-roof, who can pull it, and the inspections

Yes: a re-roof in Cape Coral needs a City permit, and the common ones (shingle to shingle, shingle to metal, tile to tile) are push-button applications with no plan review, pulled by a roofing contractor or the owner. The City issued 2,018 roofing permits on homes from January 2025 to September 2026; the usual one was filed at $17,200 and closed 39 days after issue.

Which Cape Coral roofing permit you need

Two guidelines on the City's Permit Document Center (both revised January 2026, read 23 October 2026) split the work:

Your job Application Plan review
Shingle to shingle, or shingle to metal "Roofing Shingle to Shingle or Shingle to Metal - Residential (Push-Button)" None
Tile to tile "Roofing Tile to Tile - Residential (Push-Button)" None
Flat roof only, flat deck with TPO, roof-over, valley repair, surface repair "Roofing Various - Residential" Building, if applicable
Shingle or metal to tile "Roofing Various - Residential" Building review required

The Re-Roof guideline asks for a Roof Data Sheet on every application, and a Notice of Commencement, FEMA packet or elevation certificate, or eagle management affidavit where the parcel calls for one. The Roofing Various guideline can also ask for an engineer's evaluation.

Repairs: "Roof repairs that are surface only, receive a Roof Final inspection. If the repair goes below the surface, it will receive the same inspections as a complete re-roof." The guidelines do not set a size below which a repair needs no permit; ask the City before skipping one.

Inspections

Job Inspections the City lists
Shingle, metal or tile re-roof Notice of Commencement if applicable; Roof Dry-In; Sheathing Affidavit (contractor) or Sheathing inspection (owner-builder); Ridge metal/vent install and 90# if applicable; Roof Final
Flat re-roof NOC; sheathing affidavit or inspection; Roof Dry-In; Roof Final
Flat deck with TPO NOC; sheathing affidavit or inspection; Roof Final
Roof-over NOC; Roof Prep; Roof Final
Valley or surface-only repair NOC; Roof Final

The difference for owner-builders is the sheathing step: a licensed roofer signs a sheathing affidavit, while an owner-builder's deck is inspected by the City. A private provider can do inspections, but not plan review on the push-button types, "as there is no review".

Who can pull it

A roofing contractor (CCC), or you as owner-builder. The City's Owner-Builder Disclosure makes you "the responsible party of record on a permit" with "direct, onsite supervision", and says you "may not hire an unlicensed person to act as my contractor". After a storm, a roofer who asks you to pull the permit yourself is the pattern that disclosure is written for; hiring a roofer in Cape Coral covers the license checks.

What it costs

The City's Miscellaneous Permit Fee Schedule (effective 1 January 2026) lists "Roofing Miscellaneous" at $100.00, a floodplain review at $55.00, and re-inspections at $48.00 (first) and $67.00 (second). It has no line for a full re-roof, and we could not confirm which roofing permit types the $100 covers, so check the fee EnerGov shows before you pay.

How to apply

  1. Log in to EnerGov Citizen Self-Service and pick the push-button application for your material, or Roofing Various.
  2. Upload the Roof Data Sheet (on the Permit Document Center), plus any conditional documents. Owner-builders add the owner-builder affidavit.
  3. Book Dry-In, the sheathing step and the Roof Final in the portal.

What this does not tell you

The City's open permit file starts in January 2025, so the closed share rests on 2025 permits only. Filed values are the roofer's figure. A firm with one permit may be new to the city rather than a storm chaser; check its license and address before reading anything into it.

How we know this

Permit types, applicants and inspections are quoted from the City of Cape Coral's residential Re-Roof and Roofing Various guidelines (revised January 2026) and the Owner-Builder Disclosure, read 23 October 2026; fees from the Miscellaneous Permit Fee Schedule effective 1 January 2026. Counts are City of Cape Coral permits on residential parcels classified as roofing, January 2025 to September 2026; closed share uses permits a year or more old.

Numbers come from City of Cape Coral building permits (the city's open permit table starts January 2025), data through October 19, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to replace my roof in Cape Coral?

Yes. A shingle-to-shingle, shingle-to-metal or tile-to-tile re-roof uses one of the City's push-button applications in EnerGov with a Roof Data Sheet; flat roofs, roof-overs, repairs and changes to tile use the Roofing Various application.

  • Do roof repairs need a permit in Cape Coral?

The City handles roof repairs under Roofing Various. A surface-only repair gets a Roof Final inspection; a repair that goes below the surface gets the same inspections as a complete re-roof.

  • Can a homeowner pull a roofing permit in Cape Coral?

Yes, as an owner-builder with the owner-builder affidavit; otherwise it must be a roofing contractor. An owner-builder's sheathing is inspected by the City, while a contractor submits a sheathing affidavit instead.

  • How much is a roofing permit in Cape Coral?

The City's 2026 miscellaneous fee schedule lists Roofing Miscellaneous at $100 and has no separate re-roof line; EnerGov shows the fee for your application before you pay. Re-inspections are $48 for the first.

  • How long does a roofing permit take in Cape Coral?

The usual Cape Coral roofing permit in our file closed 39 days after it was issued, and 98.4% of those a year or more old were closed.
