Hiring a dock builder: the permits behind a dock, and what Cape Coral's marine permits show

Before you hire a dock builder, know that a dock is usually three approvals, not one: the city or county building permit, a state environmental approval, and federal authorization from the U.S. Army Corps of Engineers for work in navigable waters, which in Florida often comes bundled with the state's. A good dock builder prepares all three. In Cape Coral, 170 firms filed 2,889 dock, seawall and boat-lift permits (2025-01 to 2026-09), with a usual filed value of $16,000, and 97.1% of those a year or more old reached a final inspection.

The permits behind a dock

Where Local State Federal
Cape Coral City marine improvement permit; applicant must be a certified general, residential or building contractor, a marine contractor, or an owner-builder Florida DEP approval Or "SAJ-91" in place of DEP approval (not needed in freshwater), per the City's checklist; SAJ is the Corps' Jacksonville District prefix, as on Miami-Dade's form
Rest of Florida (DEP-administered) City or county building permit DEP exemption or general permit The Corps' State Programmatic General Permit (SPGP VI), verified through DEP, so you "not submit a separate application to the Corps"
Miami-Dade County County Class I permit for docks, piers, boatlifts, mooring and fender piles, plus the building permit Listed on the Class I form The form asks for any Corps (SAJ) permit number
Seattle SDCI shoreline review: exemption or a Shoreline Substantial Development Permit; the checklist lists "Construction of pier accessory to residential development" as an exemption category WDFW Hydraulic Project Approval for work "in or near state waters" Ask the builder which Corps authorization applies

Sources: City of Cape Coral seawall guideline; SPGP VI and Florida DEP's SPGP page; Miami-Dade Class I application; Seattle SDCI shoreline checklist; WDFW. All read 23 October 2026.

Two details from those documents a builder should know without looking:

  • Florida's small-dock exemption. The SPGP lists Florida rule 62-330.051(5)(c): "Construction of private docks of 1,000 square feet or less in artificial waters and residential canal systems", and 62-330.051(5)(d) for replacing or repairing an existing dock no larger than before.
  • Excluded areas. DEP's SPGP page lists areas excluded from self-certification, including Monroe County, federal navigation channels, Biscayne Bay National Park and smalltooth sawfish zones in parts of the Caloosahatchee River in Lee County. A dock there takes longer.

One date to ask about: the SPGP VI instrument we read gives an expiration date of 27 July 2026. We could not confirm on DEP's page what replaced it, so ask your builder which federal authorization your dock will use now.

What Cape Coral's marine permits show

Measure Cape Coral
Dock, seawall and boat-lift permits 2,889
Firms 170
Usual filed value $16,000
Middle half of firms' usual value $5,000 to $27,795
Usual days, issue to final 58
Reached final (permits a year or more old) 97.1%
Firms with an active license match 98.8%
Firms with 10 or more permits 38
Firms with exactly one permit 66
Share of permits held by the five busiest firms 48.6%
Busiest month / quietest month May (130) / October (78)

What it means for hiring: the market is concentrated, with the five busiest firms holding 48.6% of permits, and the spread is wide because a canopy, a lift and a seawall all file here. The finished share is high, so a firm with open marine permits from more than a year ago stands out. Index 100 is an average month; booking for October rather than May means competing with fewer jobs.

Questions to ask a dock builder

Ask Why, and how to check
Who prepares the DEP or Corps application, and is it in my name or yours? Cape Coral's checklist needs DEP approval or SAJ-91 before the City permit
What license will be on the permit? Cape Coral accepts CGC, CRC, CBC and marine contractors; check it on Florida DBPR or the county
How many dock permits have you pulled in this city, and how many reached a final? Their firm page here shows both
Is the seawall in scope? Who certifies it? Cape Coral accepts the City's engineering standards or signed and sealed plans
How will you control turbidity? Cape Coral's checklist requires a floating turbidity screen enclosing the site, left in place at least 24 hours after work stops
Will you file the Notice of Commencement? Cape Coral requires one on jobs valued at $2,500 or more

The City's seawall permit fee listed in that guideline is $110.25 and the permit expires in six months, though the document is dated 2020; confirm current fees with the City.

What this does not tell you

We have a dock category only for Cape Coral, so there is no ranking of dock builders for Miami or Seattle. Cape Coral's window is shorter than our other cities (from January 2025). The permit file does not record which state or federal approval a dock used. This is a summary of public permit rules, not legal or engineering advice.

How we know this

Cape Coral counts, values, days and finished share come from the City's marine improvement permits (docks, seawalls, boat lifts and related work), 2025-01 to 2026-09. Permit requirements are quoted from the City of Cape Coral's residential seawall guideline (rev. 2020), the Corps' SPGP VI instrument and Florida DEP's SPGP page, Miami-Dade County's Class I application, Seattle SDCI's shoreline checklist and WDFW's HPA page, all read 23 October 2026.

Numbers come from City of Cape Coral building permits (the city's open permit table starts January 2025), data through October 19, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to build a dock?

Almost always, and often from more than one agency. In Cape Coral the City's marine permit asks for Florida DEP approval or an SAJ-91 authorization from the Corps' Jacksonville District (except in freshwater); in Miami-Dade docks, piers and boatlifts need a County Class I permit; in Washington work in or near state waters needs a WDFW Hydraulic Project Approval, and Seattle reviews piers under its shoreline rules.

  • What should I ask about a dock builder's experience?

How many dock and seawall permits it has pulled in your city, how many reached a final, and who prepares the state and federal applications. In Cape Coral, 170 firms filed 2,889 marine permits; 38 of them filed 10 or more.

  • How much does a dock cost in Cape Coral?

The usual filed value of a Cape Coral dock, seawall or boat-lift permit is $16,000; the middle half of firms usually file between $5,000 and $27,795. The category mixes boat lifts and canopies with full seawalls, so compare like with like.

  • Does a dock builder need a license?

In Cape Coral, the City's seawall guideline says certified general, residential and building contractors, marine contractors and owner-builders may apply. 98.8% of Cape Coral's marine firms matched an active license on our snapshot. Elsewhere, ask the building department which license class it accepts for docks.

  • How long does a dock permit take?

In Cape Coral the usual marine permit took 58 days from issue to final, and 97.1% of those a year or more old reached a final. State and federal approvals come before the City permit, so add that time on top.
