Step by step
- Check that you qualify. Owner, living in it, doing the work or supervising it. PPRBD adds: "You cannot perform work on a rental property you own nor a home you do not reside in."
- Check that the trade is open to owners. Electrical is the common exception. In Washington, "only property owners or electrical contractors can purchase an electrical permit" (L&I F500-078), so an owner may; other states and cities differ. Ask the permit counter for the trade, not just the building permit.
- Register if your city requires it. Austin says "trade contractors, general contractors, and homeowners acting as contractors must register as a Contractor" with Building and Trade Contractor Services before they can be assigned to a permit (City of Austin).
- Apply in person if required. Florida requires the owner to appear and sign. Anaheim's Level 2 EV-charger permit can be obtained online "by contractor only – owners must permit in person", with load calculations attached (City of Anaheim).
- Sign the disclosure or affidavit. Cape Coral's residential seawall checklist lists an "Owner Builder Affidavit (if homeowner)" alongside the site plans and state environmental approval (City of Cape Coral, rev. 2020).
- Book the inspections. Washington L&I's deadline is three business days after you finish, or one business day after any part is energized, whichever is first.
- Get the final. An owner-builder permit left open is yours to close, and a buyer's inspector will find it.
What you are signing in Florida
Florida writes the disclosure into the statute (F.S. 489.103(7), read 23 October 2026). The points that bind you:
| Rule | What it says |
|---|---|
| Who qualifies | Owners building or improving a one- or two-family residence, farm outbuilding or commercial building (commercial capped at $75,000) for their own use, "not offered for sale or lease" |
| The resale rule | Sale or lease within 1 year after completion "creates a presumption that the construction was undertaken for purposes of sale or lease" |
| Supervision | The owner may not delegate the duty to directly supervise all work to anyone not licensed for that work |
| Applying | The owner "must personally appear and sign the building permit application" and satisfy any local test of understanding |
The resale rules for nine other states are in the table in owner-builder vs contractor.
What changes when the permit is in your name
| Owner-builder permit | Contractor's permit | |
|---|---|---|
| Who the building department holds responsible | You (PPRBD: "responsible for the work passing all required inspections") | The contractor |
| Who books inspections | You | The contractor |
| Injury to someone you hire | Possibly you: CSLB warns you "could be financially liable" if an uninsured worker is hurt | The contractor's insurance |
| Recovery fund if it goes wrong | Nevada's fund pays nothing if "the claimant obtained any building permit for the project" (NSCB) | Available in some states |
| Shows under a firm on our pages | No | Yes |
That Nevada rule is the one owners miss: pull the permit yourself for a contractor's job and you may give up the state fund that would otherwise cover you.
How long the inspections take
The permit counter is rarely the slow part. These are usual days from issue to final for all permits of these types in our file. Owner-pulled permits are dropped from our rankings, so these are contractor permits, the pace an inspector and a professional manage together:
| City | Permit | Permits | Usual days, issue to final |
|---|---|---|---|
| Colorado Springs | Deck | 2,531 | 54 |
| Austin | Remodel | 7,109 | 67 |
| Cape Coral | Docks, seawalls and boat lifts | 2,889 | 58 |
| Seattle | EV charger | 3,347 | 20 |
| Anaheim | EV charger | 549 | 12 |
If you are doing the work in evenings and weekends, expect to sit at the open-permit stage longer than these numbers. Many cities also expire a permit that goes too long without an inspection; Cape Coral's seawall permit lists an expiration of six months.

Five minutes before you apply
- Search your city's building department site for "owner builder" or "homeowner permit" and download its form.
- Read the list of trades owners may do; electrical, plumbing and gas often differ.
- If you plan to hire any part of the job, look up those contractors' permits on your city's compare page and their license on the state board (how to verify a contractor).
- Call your homeowner's insurer and ask whether the policy covers the house while you build.
What this does not tell you
We quote the rules of the jurisdictions above as read on 23 October 2026; your city's form is the one that binds you. Cape Coral's checklist is dated 2020 and may have changed. Our timing figures are for contractor permits, since owner permits are not ranked. This is a guide to public rules, not legal advice.
How we know this
Owner-builder rules are quoted from Florida Statutes 489.103, Pikes Peak Regional Building Department's homeowner permit page, the City of Austin's contractor registration page, the City of Cape Coral's residential seawall guideline, Washington L&I publication F500-078, the City of Anaheim's EV-charger page, CSLB and the Nevada State Contractors Board, all read 23 October 2026. Days to final are medians from issue to final inspection for permits in each city's window (three years ending September 2026; Cape Coral from January 2025).
Numbers come from Pikes Peak Regional Building Department permits inside Colorado Springs city limits; City of Austin issued construction permits; City of Cape Coral building permits (the city's open permit table starts January 2025); City of Seattle (SDCI) building, trade and electrical permits on single-family and duplex homes (the city's open-data exports); City of Anaheim Accela building permits on single-family homes and ADUs, data through October 19, 2026. Nobody paid to be on this page and nobody can.

Questions
- How can I qualify to obtain an owner-builder permit?
Usually you must own the property, live in it (or be building it to live in), and do the work yourself or directly supervise it. Pikes Peak Regional Building Department, which serves Colorado Springs, allows a homeowner permit only on 'your primary residence, which you own and reside in'. Florida requires the owner to personally appear and sign the permit application and sign a statutory disclosure.
- Can I sell my house after an owner-builder permit?
Yes, but in Florida a sale or lease within 1 year of completion 'creates a presumption' that you built it for sale, which takes the job outside the exemption (F.S. 489.103(7)). Several other states use a similar one-year rule; our owner-builder vs contractor guide lists them.
- Can I pull the permit and have a contractor do the work?
Not as a way around licensing. PPRBD says 'It is illegal for a homeowner to obtain a permit for a contractor hired to do the work for you.' Florida lets you hire licensed contractors under your permit but says you may not delegate supervision to anyone who is not licensed for that work.
- Who is responsible for permit compliance on an owner-builder permit?
You are. PPRBD says a homeowner doing the work is 'responsible for the work passing all required inspections'. Washington L&I says you must request an electrical inspection no later than three business days after finishing or one business day after any part is energized, and the fine for starting without a permit is up to $2,000.
- How long does an owner-builder permit take?
The permit itself is often quick; the inspections set the pace. Our data shows the usual permit (any applicant) took 54 days from issue to final for a Colorado Springs deck and 20 days for a Seattle EV charger. Owner-pulled permits are not in our rankings, so we cannot say whether owners are faster or slower.
